let's get to jackie ward with more on the vote and the new legal battle that could now take shape. jackie. >> reporter: after a five- minute recess due to an order from security, the members of the federal communications commission killed net neutrality in a 3-2 vote, the restoring internet freedom order gets rid of the rules established by the obama administration in 2015. it prevented speed traps on the internet and made providers like comcast and verizon treat all websites and content equally. dozens of internet companies asked them to keep the renumbers place but the in end, the fcc commissioners voted along party lines and overturned net neutrality. >> i'm not going to give up. and neither should you. if the arc of history is long, we are going to bend this toward a more just outcome in the courts in congress, wherever we need to go to ensure that net neutrality stays the law of the land. >> investment in high speed networks has declined by billions of dollars! notably, this is the first time that such investment has declined outside of a recession in the internet era. when th

let's go to jackie ward live at san francisco city hall.t is sure to be an emotional day. >> reporter: that's for sure. the fire department is raising the giant american flag in honor of mayor lee and his service to the city and county of san francisco. he will lie in state here as the city gives the people the chance to say good-bye. all week people have been leaving mementos on the steps of city hall. he was the 43rd mayor and the first asian-american mayor in the city. he was 65 when he died on tuesday. his body is leaving dugan's mortuary in daly city shortly and will arrive at city hall at 7 a.m. an honor guard made up of san francisco police and the sheriff's department will then take his casket up the polk street steps and into city hall where he will lie in state in the rotunda. today, there will be a public viewing from 8 a.m. to 7 p.m. and then on sunday, there will be a celebration of life at 3 p.m. also here at city hall. mayor lee is survived by his wife and two daughters. this will be a closed casket event. but people are enco

kpix 5's jackie ward reports from the newsroom with how local demonstrators want lawmakers to do it. >>> reporter: it's a possible sliver of hope for "dreamers." here's the back story. after weeks of fighting the democrats to get a tax plan passed, president trump is now trying to get their support in order to prevent a government shutdown. that is mainly because a lot of the republicans have made it clear they do not want to vote for a new spending bill tomorrow. some democrats see this as an opportunity to protect "dreamers" by adding those protections to the spending bill in exchange for their votes. republican senator lindsey graham has said in the past that the trump administration's move to get read of daca will be, quote, a defining moment. >> i think most americans want to give these "dream act" people a more certain life so let's do it in december. let's do it for the good of the country. >> reporter: on the other side of the aisle, we have house minority leader nancy pelosi who is calling daca, quote, the currency of the realm and her constituents will be holding a rally ou

when jonathan reads a story in jackie comes down visibly the canine has been in the shelter for years and is normally highly suspicious of people. but with jonathan it's different the eight year old comes here once a week to read aloud and it's clear that jackie likes it. he lies down like that for example. when exactly does he do that. when he likes what i'm doing and feels relaxed. children who find reading a challenge practice on dogs in an animal sanctuary. it's an idea that originated in the united states and it might sound strange but it seems to work. being read to has a relaxing effect on the animals i'm found himself at first they get excited and curious and they bark even more but then after about fifteen minutes they calm down and it gets very quiet that's all you can hear the gentle voices of the children the dogs sit or lie down listening sometimes they even fall asleep the dogs stay in their compounds just in case. but the kids are allowed to decide everything else like which dog they read to and what they read many of the children have had bad experiences with reading o
