they're where jacob soboroff has gone and seen children right there behind those chain link fences. these are not designed to hold anyone for longer than 72 hours, let alone children, let alone children that have been separated from their parents. a big reason why they were stuck there is because like this inspector general report says they were not prepared, much like the travel ban, dhs had to roll out a white house policy before they were prepared. some of the thinking here, i guess you could say, is to catch immigrants by surprise, not let them figure out another way to go around the system. but these were people who were apprehended by the border patrol for crossing illegally. they wanted to go in legally, a lot of them, the report found, wanted to cross through ports of entry, but as we also reported, dhs thwarted them there. they didn't put enough personnel in to process them and a lot of people were forced to go in illegally separated and then be held back in these cages, stephanie. they were terrible conditions. and this report lays out all of that. >> it is baffling to me.
