james clyburn is the assistant democratic leader and joins me now.nks so much for joining us. >> thank you so much for having me. >> is there going to be no solution in time to get it squared by the congressional budget office, meet the deadline of the 23rd and avoid the cuts. >> thank you so much for having me. i really belief we are going to do a deal. i don't know what all this talk is is about. democrats walking away from the table. i'm here in washington. i've been here all week. all of the democrats on the super committee are here in washington. we've met twice on yesterday and we are staffs are meeting today. we're working on trying to find a way forward. we were given $300 billion in tax cuts, but that was in exchange for $800 billion in revenue in exchange for $800 billion in cuts. what kind of deal is that? >> it was $800 billion in cutting the tax base for many including wealthy people and only $350 billion in tax increases. >> that's exactly right and i think that all of the american people would think we need to have our heads examined i

. >> host: you mentioned james clyburn on the sunday show and we want to show our viewers what he had to say as well about the prospect of the deficit reduction committee. said mick would you think of the realistic chances you'll compromise within ten days? >> i injury hopeful that we will and comfortable that we will. i'm certain that ten days ago but i think that we can. we've got ten days to do this and i do believe that all of the ingredients for the joint resolution we need to note the well. >> host: jonathan alan so have they been working over the weekend are they going to continue to meet every day? >> guest: certainly not in public. none of it has been done in public. they've been frustrated enough about the private negotiations that president obama will be the c-span president i would call and congress said they want to open any more transparent way because they talked about that as a hallmark of the speaker and unless it is out of the view of the american public unless they are meeting privately in secret publicizing what they're doing they could actually get -- politico has

and that's why our assistant leader and james clyburn and congressman rangel developed an initiative they have taken to the white house and republican and democratic leadership. under this initiative which seeks out the most chronicically distressed, funding would go to higher poverty levels with 30 or more years and may surprise everyone but 2/3 of all of the jurisdictions that would qualify for that 10% would -- are in republican districts. i think if it were under any other administration or proposed by swob someone on the other side of the aisle, it would have been passed long ago. all of those communities which are not all racial or ethnic minorities, somer but are being denied those inalien able rights. and that's not the country we know and love. at our conference in september, we heard from researchers who reported on persistent poverty and its impact on health and quality of life in the communities that are chronicically distressed. their report tracks the concentrated poverty in u.s. metropolitan areas in a period of nearly 40 years. neighborhoods of poverty rates above 30%

host: you mentioned james clyburn on the sunday shows. we want to show what he had to say about the prospects for that committee. >> what do you think other realistic chances you'll get compromise in the next 10 days? >> i hope that we will and i am comfortable that we will. i am not as certain as i was 10 days ago, but i think that we can. we have 10 days to do this and i really believe that all of the ingredients for a good resolution are there. we just need to develop the will. host: have they been working over the weekend? are they going to continue to meet every day in private or public? guest: certainly not in public. the one thing about this process is that none of it has been done in public, a public that has been frustrated enough about private negotiations that president obama said he was going to do -- the c-span president, as i recall -- and congress has said repeatedly it wants to be more transparent. speaker boehner has spoken of that as a hallmark of his speakership. and yet, they don't feel they can get anything done unles

starting last december, our colleague chris van hollen that been and then the biden talks adding james clyburn and max baucus, and then a week or 10 days of discussion down at the white house. and having gone through all that and all that and having seen how difficult it is to reach an agreement, i think a dose of realism is called for here. this is tedious, time-consuming work and it's going to require going through a lot of budget numbers line by line. we've always had a lot of hearings in both the house and the senate. it is time i think for us to get down to the hard decisions that are required to go through those line by line items. and as chairman murray pointed out, the time is short as well which complicates our job. not only must we act by november 23, but we have to have anything that would make public 40 hours in advance, cbo must go everything, and that can take weeks based upon some other complicated things that we must do. so the reality is we really have to act by sometime in, by the end of october, realistically. which means we essentially have about six weeks to construct our
