i'm james tengan. welcome to nhk "newsline." japan's government is aiming to submit a bill to the next ordinary session of the diet concerning emperor akihito's wish to abdicate. in a video message in august the emperor said he was concerned his advanced age could prevent him from fulfilling his duties. current japanese law has no provision for the emperor to give up the throne. >> translator: we plan to submit a bill during the next ordinary session of the diet after explaining it to lawmakers. the bill will be based on recommendations of the panel. >> a six-member panel is discussing the possible abdication and how to reduce the emperor's official duties. the panel is expected to report on points of contention as early as the start of next year. suga is the first senior government official to mention the specific timing for submitting a bill on the matter. >>> two japanese cabinet ministers have visited yasukuni shrine for its autumn festival. it honors japan's war dead. internal affairs minister takaichi said she made a priva

i'm james tengan. welcome to nhk "newsline." rebels have attacked trucks carrying civilians in sudan. 21 people were killed in the ambush. the u.n. is calling on south sudan government and forces to refrain from further violence. agencies report that the trucks were ambushed while the rebels claim they have not targeted civilians. an interim government was launched in south sudan in april raising hopes for peace. but government and rebel forces resumed fighting in july. more than 270 people have been killed since then. the u.n. mission in south sudan issued a statement on monday urging both sides to immediately cease hospitalities. japanese self-defense forces are serving as u.n. peace keepers in south sudan. japan's defense minister inada was monitoring the situation. >> translator: i understand that the incident was a number of sporadic clashes in various areas of the country. >> inada said the capital juba where they are carrying out peace keeping activities appeared calm. she said she will continue to monitor the situation t

i'm james tengan. >>> juan manuel santos is being recognized for his efforts of trying to end decades of civil war. >> the nobel committee has decided to award the nobel peace prize to colombian president juan manuel santos for his resolute efforts to bring the country's more than 50-year-long civil war to an end. a war that has cost the lives of at least 220,000 colombians. and displaced close to 6 million people. >> in 2012, santos initiated talks with the insurgent group. ensured all voters could have their say on the accord by putting it to a referendum. a narrow majority of voters opposed it. many insisted the group should be held to account for their crimes. victims of the group include a japanese businessman held hostage for almost three years before being murdered. santos is vowing to keep working for peace. the committee says it hopes the prize will give him the impetus to do that. it also says by awarding the honor to santos, it wants to encourage everyone to achieve peace and justice in colombian. >>> south korean media report an launch site is showing increased activity. t

on a monday, i'm james tengan in tokyo. >>> the woman at the eye of a political storm involving south korean president park geun-hye has voluntarily turned herself in to prosecutors for questioning. choi song-sil has been a friend of president park for 40 years. she headed for seoul on monday. choi didn't distinctly respond to questions by reporters as she entered the building. choi later apologized to the public asking for forgiveness saying she committed a crime that could warrant the death penalty. prosecutors are trying to find out what kind of material choi receive and whether she exerted influence over state matters based on what she received. park is suspected of violating laws. she has been admitted showing drafts of her speeches to choi who holds no public post and handing over internal government documents. opposition parties have proposed the launch of a neutral cabinet, which members of the governing party have expressed readiness to accept. president park is facing her most critical challenge since taking office, nhk world's kim chon-ju reports. >> a political scandal inv
