i spoke to some people who said they were at first upset when janet napolitano used to be homeland security secretary, now at the university of california, filed this lawsuit because this takes the heat off of congress, that they can't then -- they're not on the hook to try to come up with a solution for dreamers. they said in the end it was really necessary that this gets over to the supreme court. for now, i think what we would maybe see is something more from this white house, that they wanted to try again for a way to end this program. at this point with jeff sessions no longer being the attorney general and with all the enormous mott of things this administration has already come to try to curb asylum seekers coming into this country, i don't know they'd do that again before an election. for now congress has the heat taken off of them. they're probably glad to have it. congress hasn't passed meaningful immigration reform in decades. it's hard to imagine how they would get that done during an election year. >> julia ainsley outside the supreme court, jacob soboroff in los angeles, thank

remind how this was brought about, brought about by the head of the university of california, janet napolitano, backs when daca was initiated pack in 2012. you wrote a whole book on chief justice, so i just want your -- your download on reading this opinion from him and the significance of it coming from him and his state of mind. >> it's so beneficiaries and for the supreme court. once again john roberts, generally a conservative chief justice, has swung over to the side of the four liberals on a very important case testing essentially, you know, the court versus a presidency here. it was an obama era program that donald trump had tried to roll back, a very politically charged case, and john roberts decided that the administration did not do it the right way, and poppy, it certainly recalls his vote in 2012 in obamacare and his vote last year when he blocked the trump administration from putting the census -- the citizenship question on the 2020 census. at that time he said that the reasons the administration gave were flawed and that's exactly what he said here for a very important ruling. >

they wrote lengthy legal opinions then janet napolitano explaining why the president had legal authoritypresident obama, to implement the daca program and as we saw, 600,000 or 700,000 people who came here under ages 16 with no criminl records, at least graduated from high school or were veterans were able to take part in this program to get work permits and basically stay in this country without that immediate threat of deportation. when the trump administration tried to rescind it, you saw multiple states, california, new york, here in the district of columbia file lawsuits saying that that rescission was unlawful because they didn't go about it according to the right procedures that is a decision. the supreme court has now led by the conservative chief justice who, again, has surely a decision that will disappoint many conservatives has joined with some liberals for this majority, tony. it is a surprising outcome. i just must say coming on the heels of the major ruling on monday, again, with conservatives joining liberals, the conservative chief justice joining liberals in that ruling
