ktvu channel 2 reporter janine de la vega has been on the scene at pearl avenue.t spoke with a witness. >> yeah i spoke with him off camera. he heard the crash and ran outside. he saw the driver stumble out of the car. that driver started asking what happened. he didn't realize what he was doing. that witness told us it was obvious he was drunk. police expected the same thing. here's a pile of mangled cars a dead passenger. this accident happened at 2:00 this morning. the driver of that avlon was driving at a high rate of speed. lost control and crashed into five parked cars. the 18-year-old driver died but rushed to the hospital. he has official injuries. the passenger had to use the jaws of life to free him. but it's too late he died at the scene. >> the vehicle had to be traveling at a very high rate of speed. hit a parked vehicle and hit a third parked vehicle. a total of five were damaged >> reporter: police say they found several beer cans. they believe alcohol may have played a part in this accident. the driver has been writed after 18-year-old martin acost

ktvu's janine de la vega has been at the scene since 4:30. are we getting a since of what caused this crash? >> reporter: yes. speed and it looks like alcohol. that's what police are telling me. i want to tell you the speed limit on foxworthy avenue is 35 miles an hour. this is near hillsdale just around the corner from all of the car dealerships on capitol expressway. we don't know how fast the car was traveling there with the roof torn off. but the police say the driver was definitely speeding. you can see this pile of mangled cars. the passenger is dead. his body is still on the sidewalk. they believe the driver of the toyota avalon, lost control, plowed into a row of three parked cars. three of them were totaled. 40-year-old passenger was trapped inside. firefighters had to extricate him. once they removed the roof, he was already dead. the driver was rushed to the hospital with non-life- threatening injuries. police found beer cans in the car. neighbors rushed to the scene to try to help before firefighters got there. >> i could hear him

janine de la vega, ktvu channel 2 news. >>> 8:31.ew this morning, san jose police announced a plan to crack down on violence this summer and it starts today. for the rest of june, 20 gang- suppression cars will be tee employed all over the city. each car will be -- deployed all over the city. in july, 12 more cars will be added. that will bring the total number of officers to 64. the plan calls for staggering the police officers' hours to create a more visible presence on weekends and at night. in august, the police department will create a gang- suppression unit that will be operating seven days a week. all of this comes on the heels of a gang-related shooting that left a 16-year-old dead. manuel urzoua was beaten and shot on virginia avenue on wednesday. he died yesterday from his injuries. so far no arrests have been made. now, his death marks san jose's 25th homicide this year. >>> in oakland, a 4-year-old girl is recovering in a hospital after falling two stories. this happened yesterday at a home on 23rd avenue in the fruitvale

ktvu janine de la vega joins us now from saratoga to talk about how the school district wants to learnore about the texting service. janine. >> reporter: it's the last day of school here at saratoga high. they're in the midst of preparing for graduation tomorrow. but in the summer the district told me that they are interested in exploring and learning more about this antibullying tool that kids can use through their cell phone. the assistant superintendent for the curriculum says they are very interested in looking at a service called tip txt. black board inc. is offering it free to every school from kindergarten to 12th grade. it lets students report about bullying confidential without them having to worry about retaliation. while the service is being offered free each school district will have to pay $125 to set up a dedicated phone line. we spoke to campus security employee who says he talks to kids about bullying all the time. here's what he had to say. >> it was a great idea. anything to stop the bullying and now with technology we have to advance what we need to do to protect our

ktvu janine de la vega is in east palo alto. with details of the first and next phrase. >> reporter: you can see it's been completely resurfaced. take a look down here. this is the creek. it's dry right now but this is the problem. it's an old levy. you can see that some repair work has been done. new concrete, a lot of rocks and mesh put in here. this was just completed. here's what it looked like last december. there was torrential rainfall and caused major flooding near highway 101 and bay shore and various neighborhoods in east palo alto. the levy completely failed and mud and debris came on woodland avenue damaging homes and the four. governor brown called a state of emergency a few months ago so east palo alto could -- they have been shored up. workers that costs about $165,000 but there are city weak points about the levy. the work still needed at least for this project we're hearing could go up to $2 million. so right now planners looking for additional funding. we have reached out to the joint powers authority which is

ktvu channel 2 reporter janine de la vega is there at the scene. you have been there since 4:30 this morning. what have you been able to find out? >> reporter: we learned in the last half hour that police will be arresting the driver of this crash. they are telling us he will be booked for driving under the influence and vehicle manslaughter with gross negligence. the car you see where the roof has been completely ripped off is where the driver was. it happened here where pearl avenue turns into foxxworthy. you can see there is a traffic investigation unit out here and they are collecting evidence. this accident happened at 2:00 this morning. police say it aer poos the driver of the toyota avlon was speeding. somehow the 18-year-old driver survived. neighbors say they heard the crash. >> i heard a crash and bang. an hour later we came out to check on it. my friends saw a cop car pass by. >> reporter: police say they found several beer cans inside the car. again they believe that alcohol played a part in this accident. one witness that we spoke to o
