jason, first to the grand jury decision in new york. what do you make of the decision not to indict? everybody saw the video with the chokehold and frankly it was troubling? >> the video was troubling but that's not all the evidence. they have seen all the eyewitness accounts and we have to respect the grand jury process this in this country. i don't feel like i'm in a position to question it. >> i have to agree with jason on anybody else disagreeing with that? >> well, it was over 20 citizens. and they have 50 witnesses. they saw over 60. they took nine weeks to look at it. >> so there was a lot of detail in there that they heard about the nature of the confrontation between the two. and they are done in secrecy so the citizens are not intimidated by the outside. but that grand jury system does seem to be the element here that is under attack, even governor cuomo is saying he's going to start to address changes to the grand jury system. that is a very serious issue. >> but look, you don't have to disagree with the conclusions of the gr

jason carroll is standing by. he's got information on a planned protest also in front of the department of justice here in washington. the white house, meanwhile, is also putting the focus on ferguson in the michael brown case today. the president is spending much of the day in ferguson. he has a meetings stemming from the unrest in the last couple of days. jim acosta is our senior white house correspondent joining us from the white house. you have breaking news on a major review of community policing that the white house is announcing right now? >> reporter: that's right, wolf. the president ordered this review back in august when the unrest in ferguson first broke out and now the review is in. it really calls for, according to senior administration officials, tighter controls on local law enforcement use of military equipment. and wolf, some of the findings in this report are pretty damming and scathing stuff. take a listen to some of these numbers, wolf, over the last several years when the administration revie

jason carroll, talk to me. what your seeing? >> reporter: the protesters have left union square where they started their demonstrate joigs. they marched up 3rd avenue. they are heading west of 34th street, out of the streets and clog the sidewalks as they make their way west. two people, we saw put in handcuffs when they ventured out into the streets. so the police department is keeping these demonstrators, more than a 100 of them, 200 at this point walking west on 34th street. as you know, brooke they called for a national day of walking off the job, walking out of school in honor of michael brown, to draw attention to excess force and police brutality. at this point, once again, in terms of this crowd that we see here, most of them are students. they appear to be students. many of them very young. speaking out for michael brown and also a local case that has gotten a lot of attention, eric gardner. a man legally selling cigarettes, allegedly illegally in staten island and taken down by police. he was put in a chokehold and die
