next i'd like to turn to jason. i know you have studied elections and congress, and the relationship between the two and how ballot structures and the rest might impact the way an elected official acts. i am curious for your thoughts. we have about a five minute window to answer the question, and it is a big one. do think it is possible under current electoral system that we can assure consistent consent from electoral lists -- electoral losers, or do we need to make changes? jason: there are some changes we can make. the point that will probably have the most impact would be to move to a system where the person administering the election is not on the ballot. you talked about the georgia gubernatorial race. it is a clear conflict of interest to have a candidate for an office administering the election. the person could have the purest of intentions, but it is going to look at no matter what you do. we couldn't should probably do more nonpartisan election administration. we need to develop better candidate norms. se
