jason carroll reports. all right t >> reporter: the controlled release was incredible and both frightening to witness. we were about a mile and a half from the scene of the explosion and we first heard it at 4:38 p.m. with the thishl initial bo then the huge plume of smoke started to grow. we got a statement minutes after the explosion from the train company in charge of all this, norfolk southern, their statement said in part the controlled breach was successful and that some material burned off that was consistent with the models that they had put out there. earlier in the afternoon, they had given us a basic walk-through of what was to happen here. they had a team of experts out to the site and they planted explosive devices on five of the derailed cars. that allowed small holes in the car so some of the toxic material could seep out and then they could light that on fire. ohio's governor was also here. and he explained just how deadly the plume is. >> controlled release of the toxic chemicals also has t

and jason carroll has the latest on the environmental disaster. >> reporter: state health officials heren ohio are now saying that anyone who was evacuated and returned home, they are now strongly recommending that some of those who have returned home to drink bottled water. this is especially true of those who may be pregnant or breastfeeding. also including people who have private wells and have not had their water tested. so again, now some people here are going to have to be trick i drinking bottled water. and state officials say the air quality is still safe. most of the contaminants they say has been contained in the water, but some of the c contaminants are clearly still out there. they are waiting for municipal test results to come back in order to lift that drinking water recommendation. and as a result of the so-called controlled release, they are also saying that their effort is focused on water water ways. and so far their best estimation indicates that some 3500 fish have died from 12 different species. we've spoken to a number of people here on the ground who do not quite f

cnn's jason carroll is in palestine, ohio. k us through that controlled detonation, and what happens next. >> reporter: well, first, in terms of what happens next, let me give you an update, abby, because state and city officials just gave us their update. and a few headlines here. first and foremost, they say that the fire pit is out. those five cars that have been burning that toxic material, that vinyl chloride. those cars are no longer burning. in fact, four of the cars have been taken from the site and ntsb will bediana inspecting the cars. as a result of the controlled d the detonation, no significant injury because of that detonation. and another thing they're worried about, air quality, inside and outside the testing zone. the epa doing testing there inside the zone, outside the zone, they've done testing as well and have not discovered anything significant. finally, you brought it up, in terms of the evacuation, as you know, many people evacuated from their homes in this area in east palestine. wondering when they're a

cnn's jason carroll is in east palestine, ohio. what is the plan to reduce the threat right now?ll, jake, we should tell you that a fire official told us this should be getting under way in about two minutes. so, we'll see if that happens. basically, the governor put it this way, he said, jake, that there are no easy choices here, given what they're up against. we are here at the command center where they gave us a rundown of how this controlled release and controlled burn is supposed to work. basically what's going to happen is once it gets under way, experts are going to be going over to their derailed train cars, going to be planting small explosive devices on each of the five cars. once there's an explosion, some of that toxic material will then ooze out and will go into a trench where it will burn and if all those as planned, it will then burn itself off. a short while ago, one of the experts from the train company, a representative from the train company, also an expert in hazardous materials, weighed in on this and gave us more of a rundown of how this will take place. >>

cnn's jason carroll reports. >> reporter: two weeks after the norfolk southern train derailment and theed release of chemicals by the company that followed residents in east palestine, ohio, are increasingly worried about what's in their air, water and soil. >> when we think about the chemicals that we know have been released, they are known carci carcinogens. we have to look at the health impacts to our vulnerable populations. >> i'm senator doug mastriano, south of east palestine, ohio, ground zero. >> reporter: public health concerns now shared in the neighboring state of pennsylvania. >> look at these chemicals and colors. it has a smell to it. >> reporter: the governor of ohio says air quality tests in more than 500 homes showed no detection of contaminants. officials also say public water is safe, while private well water users should stick with bottled water for now. despite those guarantees, the toxic chemical spill is still causing uproar and criticism directed at norfolk southern. >> everything that's happened here, all the clean-up, all the drilling, all the testing, all the

cnn's jason carroll is live in east palestine. tsb is saying about the video and the investigation. >> this is clearly going to be a key part of the investigation into what exactly went wrong out here. according to the ntsb that, surveillance video that you referenced there, appears to show a wheel bearing in the final stage of overheat failure moments before the derailment. of course that wheel baring is a key component. it connects the wheel to the ark he will. the parts have been collected. -- axel. the parts have been collected and examined. they are taken to washington, d.c., where they're examined by investigators there at laboratory with the ntsb. we should tell thought ntsb that's also collected the locomotive event recorder. that is also going to be key to the investigation going forward in terms of trying to determine exactly what went wrong. >> now the epa administrator was visiting east palestine and you got to speak with him. what did he tell you? >> it was a short conversation. an important conversation. the epa admin

jason carroll is on the scene for us in east palestine.he train company backing out of the town hall. >> reporter: that's right, wolf. that was one of the things that people here wanted to pose a lot of questions to. right now, there are hundreds of people standing in line here, waiting to get inside to ask questions of both the epa and others who will be in attendance. also, we have an update on water testing here in east palestine. according to the state epa, new test results show that the municipal water, according to test results, is safe to drink. so that will certainly be some encouraging news to people who have been waiting for some word and drinking bottled water over the past few days. also, we should tell you that just in terms of talking to people on the ground, they feel like there's been a lack of information here on the ground. i spoke to one woman in particular who said in her neighborhood, she lives just a block from the derailment. she said she couldn't get simple answers from workers in her neighborhood. >> we passed all

cnn national correspondent jason carroll is joining us live from the scene. or us. what are you seeing on the ground, jason? >> reporter: well, wolf, first of all, i just have to tell you that witnessing what this controlled release looked like was absolutely incredible. and frightening as well. we were standing about a mile and a half away from the site of the explosion. again, controlled explosion. it started at 4:38 p.m. about that time, that's when we heard the first initial loud boom, and then saw this incredible amount of smoke start to grow from the ground. but as ominous as it looked, we then got a statement shortly thereafter from the train company in charge of this controlled release. norfolk southern. they released a statement saying that the controlled breach was successful, and that quote, some of the material that burned off was consistent with the models that they had put out. now, a little earlier this afternoon, they gave us a walk through, wolf, of exactly what had happened here. so basically they had a team of experts that went in. they plan

>> jason carroll, thank you so much. let's bring in cnn's bill weir. bill, norfolk southern, the railway in question, they made billions in profit last year, yet they're handing over a paltry million dollars to the citizens of east palestine to deal with this crisis. why could the brake system do you think have played a key role in what went wrong in east palestine? tell us more about that. >> reporter: well, the train that derailed there and caused this catastrophe is actually using brakes that were designed around the civil war time. air brakes that brake the train from the front all the way to the back one at a time. sometimes on a really long train it can take two minutes for that signal to reach the back, so it turns into this giant slinky from hell as the back cars slam into the front. of course there is an advancement on this in the 21st century. in the early 2000s they developed electronically controlled air brakes where the brakes on every car fire simultaneously. and they began encouraging industry to do this. norfolk southern tried this earl

. >>> cnn's jason carroll is on the ground in east palestine right now, and our transportation correspondenthere with washington. we are now see the transportation secretary on the ground. what is he saying? did he immediate with residents while he was there? >> he did. he did. he said that during a briefing he held, met with residents, also toured the site here, also say that he met with east palestine's mayor as well, spoke to him for a short period of time. as you know, abbey, there's been a great deal of criticism in terms of why the transportation secretary wasn't here earlier. had he did address that when he was pushed on this particular question, and basically said, after more thought, he should have expressed hi thoughts on the issue earlier and should have been here sooner. so there's that. also he's made several points before, seemingly about the need for more regulation in the train industry, higher fines, tougher regulation, getting congress involved as well. he was talking about that. one of the issues, though, that a number of residents we have spoken to over the past week, two

cnn's jason carroll is in east palestine for us. and kristen holmes is in cc. t is the latest on the ground there today? >> reporter: we do have late word from ohio's governor, who tells us out of an abundance of caution, he says that the ohio epa will now be independently testing the municipal water. they'll be doing that now once a week. again, out of an abundance of caution. so far to date, the water samples have come back showing it to be safe. behind me, what we have seen around town for the past week, sites like there, where they're a airating the water to make it safer. in terms of well water, still a question there. 74 private well samples have been taken. still waiting for test results there. in the meantime, they're suggesting that folks rely on private well water that has not been tested to continue drinking bottled water. questions about air quality, the samples continue to show that the air quality here in east palestine is safe. to date, they have tested 560 homes that according to the governor's office. tomorrow, pete buttigieg will be here. he's

jason carroll is live on the ground in east palestine. jason, this is going to be a cause for concern. i know the ntsb is paying close attention to all of those different clips of the surveillance videos. what are you hearing? >> reporter: well, this is clearly going to be, kaitlin, as you point out, a key part, a significant part of this investigation. according to the ntsb, that surveillance video that you mentioned there shows a wheel bearing, quote, in the final stage of overheat, failure moments before the derailment. again, this according to the ntsb. the wheel bearing is the part of course that connects the wheel to the axle. what is going to happen now is these parts have been isolated, they are going to be taken to washington, d.c., so experts there can evaluate exactly what happened there with those key parts. all of this happening though here on the ground as people continue to worry about their health, their safety, the air, the water. i spoke to the head of the epa yesterday about all of this to get his assessment of what is h

cnn's jason carroll was at last night's meet being. jason, you can understand why people are frustrated here. they want answers. these are people who have been living in east palestine in this area so long and now they have major questions about how long they can continue to live there. >> reporter: kaitlin, you are absolutely right. . so questions that they have, who is going to be here a year from now, who will be here two years from now, five years from now? is someone going to be monitoring their health years from now? who is responsible for that? what about the cost of their homes, depreciation no home values. a lot of questions the residents had and quite frankly a lot of them felt they didn't get their questions answered. they feel like it will take more than one holocaust. one of the representatives they wanted to be there, norfolk southern railroad. they bailed out at the 11th hour simply because they felt as though their employees would not be safe. i have to tell you, the people that i spoke to felt like that was adding insul

. >> jason carroll joins us live from east palestine.idents are understandably worried about whether the air they're breathing is safe, the water they're drinking is safe. what can the epa administrator say to them to reassure them? >> a couple of things. when we spoke to him a short while ago, he wanted to reassure the people here in east palestine that the water is safe, and that the air, again, is safe as well. he also expressed real disappointment for norfolk southern and the reason -- and whatever reason they had, which they felt as though they could not attend last night's town hall for their safety. but he expressed disappointment over that saying a representative should have been there. at that town hall last night, as you can imagine, the people that we spoke to feel as though they still have a lot of unanswered questions, despite what state and local officials are saying about the air and the water. they want more assurances. they still have unanswered questions about who will be here testing a year from now. who will be here t

jason carroll has been talking to east palestine residents who no longer know whom to trust. >> we're strongly recommending those who have not yet had their water source checked to use bottled water. bottled water is being made available. >> reporter: more than a week after a toxic train derailment that led to the evacuation of much of this small ohio town, state health officials are urning some east palestine residents to drink bottled water until water tests are complete. >> this is going to be particularly important if you are pregnant, if you are breast-feeding, or if you are preparing formula for an infant. >> reporter: officials say the toxic spill was largely contained the day after the derailment and that tests have shown the air quality is safe. but they have found low levels of contaminants in four nearby walterways spanning 7 1/2 miles, including leslie run, a creek which runs through east palestine and neighboring towns, right through the back of cathy reese's property. in the back of your property here, they found -- >> yeah. >> reporter: reese says she has been drinking

he spoke to my colleague jason carroll.ar from now, two years from now, to come back, test the water, test the soil. >> i'm very clear when i say as long as it takes. >> knowing where things are for your community with their own disaster, if you were the mayor of east palestine, would you believe that promise? >> yes, i would, but only because i have the benefit of and experienced relationship with administrator regan. i know there's a significant path ahead of restoring confidence to the residents. that there is long-term safety with respect to the environment. the add experience i had with administrator regan is one where he committed he would support the resident of jackson and was able to accomplish that in a historic way. so my prayers are with the mayor and the community there in east palestine, and they have solidarity in jackson, mississippi. >> i really want to ask you about something that could also affect jackson. it is a mississippi bill that would give the state control to appoint unelected judges and prosecuto

jason carroll joins us now.riminal trespass and resisting arrest if you can believe it and in that video that you saw there just like moments before, he was physically thrown to the ground. i mean i think that's what's so shocking to so many people who were there. we were there with lambert, you know, there in east palestine, ohio, for some time covering this story. he was reporting during a live event which as you guys know reporters, we do this all the time. d.c., all across the country. doing live report he was told he was being too loud and was told to stop reporting. he stopped reporting and, remember, this was during a critical moment during the press conference when so many people were waiting to hear information about when an evacuation order would be lifted. he stopped reporting. shortly thereafter he was thrown to the ground handcuffed arrested and charged. now, ohio's governor was speaking during this particular moment in time. he sort of heard about what was happening. he was asked about it and said

. >> thank you, jason carroll. >>> and the epa has laid out a four-part accountability plan for norfolk southern. it is a detailed cleanup plan for water, soil and train debris. they will have to reimburse the cleaning up of ohomes and businesses. so they will have to show up at the epa's request to speak to residents, and if they don't comply, the agency can charge them three times the amount that the cleanup would cost. the epa administrator spoke about the plan at the town hall. >> i don't have any questions for the ceo of norfolk southern, but i have some orders for the company. and the orders are that the company is going to compel them to take full responsibility on the trauma they have inflicted on this community and the damage they have caused. >> are you going to follow that order, sir? >> jake, yes. the administrator regan and i are aligned on this. >> norfolk southern has pledged $6.5 million to the people impacted by the train derailment, but we are digging into the numbers and they are going to pale into comparison to what the shareholders of the company receive, right, har

our jason carroll reports. >> reporter: two weeks after the norfolk southern train derailment and theled release of chemicals by the company that followed, residents in the east palestine, ohio, are increasingly worried about what's in their air, water, and soil. >> when we think about the chemicals that we know have been released, they are known c carc carcinogens. vinyl chloride is a carcinogen. we have to look at the health impacts to our vulnerable populations. >> i'm senator doug mastriano, i'm south of east palestine, ohio, ground zero -- >> reporter: public health concerns now shared by a former gubernatorial candidate and current state senator in the neighboring state of pennsylvania, doug mastriano. >> look at these chemicals. look at these colors. it has kind of a butane smell to it. >> reporter: the governor of ohio says air quality tests in more than 500 homes showed no detection of contaminants. officials say that public water is safe, while private well water users should stick with bottled water for now. despite those guarantees, the toxic chemical spill is still causin

. >> cnn national correspondent jason carroll has been following this for us for some time now, he is this morning. so what more do we know about this current and perhaps even upcoming air, water and soil testing? >> reporter: well, look, the ohio's governor continues to say that the air and that the water here is safe, and this is based on ongoing testing that's being conducted here on the ground. ohio's governor saying both the city water, in addition to that the village water, again, safe to drink. he says he's going to be bringing in the best experts going forward to make sure that the air and water is safe and he's also saying that what they're going to be doing is setting up some sort of a clinic in the middle of town so if people are feeling like they're having symptoms, they can walk in and get evaluated. he said he's doing that out of an abundance of caution. but what you're having here on the ground here, you have this divide, right, because you have state and local officials saying the air is save, the water is safe, but then on the other hand you have people who live here
