joining me is democratic congressman jayapal who has been a key negotiator in this.gresswoman jayapal, it's great to see you. >> it's great to see you, rachel. >> so what happened with the passage of this bill on friday? we've been talking weeks, if not weeks, that you and others wanting to pass the infrastructure bill and build back better bill together. one went out the other in exchange for a promise. how strong is that promise? >> well, rachel, first of all, five weeks ago, there was no build back better bill. there was no negotiated agreement between the two senators that you mentioned, manchin and sinema, and the white house. and the house there was no text, there was no vote to move the bill forward before the final bill at the end. as you know the progressive caucus stood up strong, not just once, but twice, to make sure that that -- that we didn't pass the infrastructure bill without the build back better bill. and we made a tremendous amount of progress. now, what happened on friday is that we were all set to pass both bills. and at the last minute, there w

. >> you had an interesting interview with congresswoman pramila jayapal who heads the progressive wing pushing their fellow members to go further than they might otherwise but also working within the system in ways that perhaps, you know, factions haven't in the past. think about the freedom caucus. what else did she tell you? >> well, pramila jayapal is somebody who's had an interesting role in this fight. 96 members of the progressive caucus, as i indicated, they are fully aligned with president biden's priorities. a lot of times we think of -- when you think of the term moderate about a member of congress, you assume that that is where the center of gravity is in terms of getting an agenda through in congress. in a closely divided congress very polarized and you need to get the mainstream and the entire party behind it. they are aligned with biden. they are saying we don't know if we want to spend that much money. we don't know if it's going to add to the deficit. we don't know if some of the social spending plans are good for the american economy long term but jayapal in this insta

then jayapal coming out and saying we're still moving forward. can you tell us where things stand? >> reporter: the question is can that $1.75 trillion bill become law. that is something we don't know the answer to at the moment. they're still trying to rangel enough support in the house to get moderates on line, and of course joe manchin, the key voice in the senate, is still not on board. we just caught up with him moments ago. he indicated he is still intent on getting something done, and he made clear he has concerns and probably wants some significant changes. are you suggesting they should abandon the effort all together? >> no. what i've always said, we're going to get something done. i believe in my heart of hearts with the unknown we have right now, that we should have waited. that ship has sailed and i understand that, so let's sit down and work in good faith. >> reporter: what should be dropped from this bill? >> did you sign off on the framework on friday prior to the president's announcement -- >> no. >> you hadn't. the second question -- >> that would be disingenuine.

i saw congresswoman pramila jayapal walking through the hall hugging one of her aides. she had huge hand in these negotiations. so democrats are very happy right now. but as you mentioned, erica, this is just the first step. now it heads to the senate where it faces a far more uncertain path. and over there, democrats can't afford to lose any democrats in the vote. of course joe manchin, the centrist from west virginia, is a big question mark in all of this. he has issues with specific provisions in the bill that the house passed. they knew that over here. democrats added paid family leave, for example, knowing that joe manchin has a problem with it, so that could be stripped out. he has general concerns with inflation and the impacts that this could have on inplace. so democrats still have a lot of work to do. they're working with a very tight schedule. they're trying to wrap it up at least before the end of this year. they have a lot of other things on their plate as well, including funding a government and a debt ceiling deadline in mid-december. a long road ahead bu

joining me now is washington democratic congresswoman pramila jayapal.e. joe manchin is referring to the inflation issue an inflation tax. what do you see and what do you tell your constituents? on one hand wages are up and on the other hand cost of living is up. >> well, chuck, that's exactly right. i mean, that is what we're hearing from my constituents. they're not talking about inflation, by the way. they're talking about, hey, i don't have enough money in my budget to pay for the things i need to pay for. and the reason i say it that way is because it's really important to understand that if you're on a fixed budget, as many people are, as i have been in my life, then what you're always trying to do is balance what you have to spend with what you have in that budget. the way that we can fix that immediately while the supply chain issues are being worked out, while the economy recovers from covid and the worst economic downturn we have seen in recent history is we can actually help families cut their costs. how do we do that? we pass the build back b

we know that congressmanpramila jayapal met with them last week.y there was progress made in that meeting. we saw tweets of optimism from senators and lawmakers who helped to set that meeting up. all of that optimism is up. we've heard optimism for a long time on the hill. as they were leaving washington last week, what all of them were saying to me was they need assurances from sinema and manchin, and we have not heard those. a thumbs-up from the president, that's what he basically said. biden said to trust him when it came to those senators, that he thought they would come along, but until they say so, it's hard to see that trust gap in the public eye because there's not much to hang your hat on without coming forward and saying, yes, we're onboard with this framework and we will vote for it. >> one last quick one. we heard from adam kinzinger moments ago. we now have had a couple who voted to impeach who are now heading out. doesn't this actually show the tightening of trump's grip on the republicans. >> well, kinzinger is the second of those wh

>> what our caucus chair jayapal said is that we're prepared to move forward on both. most progressives i've talked to will be a yes on both votes. we trust the president's framework, we're behind it and we want to get it done as soon as possible. >> this sounds to me like a major concession from the progressive caucus because originally, you guys said you're not going to take up the infrastructure bill until you pass both, the senate passes both of these bills at the same time, but now you're willing to go ahead and take up and consider both of these bills without a firm commitment from the senate. is that right? >> wolf, we are willing to compromise and the difference has been the president. he has sat down with many lawmakers for hours on end and he has said that based on his conversations on this framework, he is confident he can deliver the senate and we take him at his word. i believe he has the experience to deliver that. we want to be part of the president's success and we want to deliver for the american people. >> so i just want to be clear, regardless of wha

at that point camilla jayapal said that was usually good enough for her, a commitment from the moderateste to pass that bill or a commitment. it clearly was fought easy. it finally got to the president's desk after a bill approved by the senate? august. we'll see what happens with that larger bill. when it comes up, presumably in november, it can only afford to lose three votes, moderates said they will vote yes. will something change? things have been changing minute by minute around here. we'll see what happens by mid-november. when they get out of the house, the frat is a different complication, with joe manchin vowing to change the bill. still a long way to go to get t it done, giving the infrastructure bill to the president's desk. >> now the investigation into the insurrection on capitol hill. a former justice department official who pushed donald trump's election fraud lies refused to cooperate with the house select committee on friday. now the committee chairman is warning jessie lark has little time to reconsider his stance. ryan nobles has the latest. >> reporter: for weeks, th
