. >> jeremy diamond is live in mexico city following the vp. eting with mexico's president right now. what all are you expecting? >> well, listen, we saw already vice president harris arriving to meet with the mexican president. u.s. officials and a mexican official signing this memorandum of understanding outlining essentially cooperation between the u.s. and mexico in terms of stemming the migration that is mainly coming from if central america through mexico to the united states. this is a memorandum of understanding that is going to be security cooperation and that is the focus of this bilateral meeting between the vice president and mexican president which is under way right now as we speak. what is interesting here and this is something that the u.s. special envoy for the northern triangle outlined last night to reporters is that there is this increasing alignment between the u.s. and mexico on the priority and the importance of tackling the root causes of migration. and that is because the u.s. remains a destination country for those migr

our jeremy diamond joins us. what is to come from biden today? >> reporter: listen, we're going to see the president layout a comprehensive gun prevention violence strategy to address the surge in violent crime that happened over 2020 and appears to be continuing into 2021, with experts warning of a potentially dangerous and violent summer. we're going to hear the president sign some new executive actions on gun reforms. he's also going to push congress once again to enact gun control laws. press for the confirmation of his atf director. this will all follow a meeting between the president, his attorney general, and several mayors and chiefs of police as well as community violence intervention experts here at the white house. this is all to show that the president is indeed taking this rise in violent crime across the country and in major american cities seriously. now, as far as the plan itself, there are five main pillars at the white house. senior officials laid out for us last night. one is to stem the flow of firearms. that's going to create

that's where we begin with jeremy diamond. he joins us at the white house. good morning. it's so significant that the president is going, having these meetings. can you talk about the action, what the administration actually plans to do in terms of trying to bridge those wealth gaps that have been so persistent for so long? >> yeah, that's going to be a big focus of what the president is doing there today. and it is remarkable to think that president biden will be the first american president in the 100 years since this massacre to actually participate in a commemoration of what has been a really dark part of american history. and an important part of american history to recognize. president biden's going to not only commemorate the massacre that took place, the victims of the massacre, meet with some of the survivors but also be connecting what happened then to what happened after that massacre in the 100 years since the policies that have really hurt black americans and affected this country's movement towards racial equity. and that is where president biden is going to

cnn's jeremy diamond joins us now live from the white house. led to today's announcement? >> well, jake, was just a few weeks ago that the vice president embarked on that first foreign trip to guatemala and mexico. she struggled to answer that question about why she hadn't visited the border and whether she would go. she compared it to not having visited europe. and it caused quite a stir, and it was quite a controversy. now, the vice president told me then after that interview that she would go to the border, and today her office announcing that she will indeed be going to visit the border in el paso, texas, on friday. a senior administration official telling me that the main purpose of this visit is to continue her work in addressing the root causes of migration. they see el paso as an important location to visit, primarily, because it's a main entry point from mexico into the united states. but also because it is the birthplace of the trump administration's family separation policy. there was a 2017 pilot program actually in el paso at a migr

and cnn white house correspondent jeremy diamond is joining us. to get these numbers up? >> reporter: well, this visit by the vice president is certainly one of those efforts but really it was in the message that the vice president delivered and the programs and the incentives that you heard her discussing, just a little bit ago she was at a site nearby to hear talking to volunteers going out to convasz the neighborhood encouraging people to get vaccinated and the vice president talked about the importance of fighting against this misinformation that is out there about the vaccines, touting the safety and efficacy of these vaccines as well as talking about some of the programs that can help people make these vaccines more accessible. one of those programs is happening right behind me at this ymca here offering free child care to anybody who needs to get vaccinated and needs to leave 1/3 kids some place. the vice president is visiting a pop-up vaccination site you can see behind me. all of this is happening after a bumpy week for the vice president

to talk about this, cnn justice correspondent jessica schneider and white house correspondent jeremy diamond. jessica, on the obama care decision, what more do we know about how the decision was made? >> these seven justices essentially ruled on procedural grounds without getting to the heart of the issue, but the effect is the same, that the affordable care act will remain in place. it's the third time the supreme court has upheld the law since the law's inception. what happened is the three liberal justices joined with four of the conservative justices to say the plaintiffs in this case who were 18 different republican-led states plus two individuals, they just didn't have the real right or legal standing or legal injury to bring this case in the first place. they said the fact that congress had zeroed out the penalty for not buying insurance, making it zero dollars, that effectively meant that the federal government couldn't even enforce its provisions. therefore, there was no harm to these states or the individuals. the supreme court essentially tossing it out on that ground, and the pra

jeremy diamond is at the white house. good morning to you both.n, let's begin with you with this republican pushback on manchin's proposal. what are the chances that he can get the ten because it's not just enough to get him on board. >> i think the chances right now are virtually zero that manchin could convince ten republicans to vote with democrats to advance a voting rights proposal. now next week, majority leader chuck schumer plans to bring the bill to the floor. they'll have a procedural vote on tuesday. of course, that will be a key vote just to see whether or not democrats can be united on this issue of voting rights. as you know, manchin had concerns about a previous version of the voting rights bill that democrats had put together. every single democrat in the senate had signed on as a co-sponsor, expect joe manchin. he made it clear he wanted some changes. you named a couple of them. one of them would be requiring voter i.d. with some exceptions that if you didn't have an i.d. you'd be able to use the utility bill or some other confirm
