they looked around and noticed jesse washington had been nearby all afternoon. the kids and mr. fryer were off farther away from the house. -- one examplem that might demonstrate the fact that he was mentally challenged is, he was upset at first when he was arrested. then he just went to sleep in the back of the police car, is what elizabeth freeman, was told. they took him to jail in waco but they realized the lynch mob might come after him there. so they took him on to the hillsborough jail and finally to the dallas jail. at every one of these locations, he was interrogated about the murder. they were trying to elicit a confession from him. -- we havesupposedly no way of knowing what actually happened during those interviews -- but allegedly, he finally told them where the weapon was. it was a blacksmith's hammer and it was hidden in some brush around the fields where he had been plowing. it did have some blood on it. it appeared that it was the murder weapon. the trial took place on may 15, 1916, one week after the murdered woman's body was found. it is hard to imagine a murd

nbc 10's jesse gary is live for us on scene. jesse, are firefighters starting to have an upper hand on this fire yet? >> reporter: well, chris, they are to a certain degree. they've been able to prevent the flames from spreading, but you can see there's still burning on the roof, the top right corner and the top, back left corner, where the flames are heaviest. they have been able to get an upper hand, but they have not tapped out this blaze just yet. i just talked to the deputy fire commissioner on scene, who says there's been a partial roof collapse of this three-story, abandoned apartment building. the falling roof material is blocking water from getting to some of the portions that are still on fire, and that's led to the continued burning of flames. now, several residents from the house next door have been evacuated as a precaution. they have been sheltered in a septa bus, and many of them are going to go to relatives' houses until they are allowed back inside. one firefighter suffered a minor injury, was taken to the hospi

jesse? >> reporter: chris, i talked to the overnight supervisor here about this and i was told that the chief is the only person who can answer questions about this department's policy of using lights and sirens when responding to a service call. i also contacted the county prosecutors office but i haven't heard anything back about the investigation. the accident happened last night as the victim and two friends walked to i sleepover. the boy's family says the 10-year-old crossed delsea drive, it's also route 47, and never saw the police cruiser coming before it hit and killed him. two other children were unharmed. the officer behind the wheel was taken to an area hospital with minor injuries. now, witnesses say the patrol car did not have flashing lights or siren activated. police will not confirm or refute that. i've been looking online and found that a lot of people across the country like the idea of police having the lights and sirens, because that alerts them to move out of the way, bu

what happened, jesse? >> he tried to take the man's car keys at knifepoint and that man was arm would a gun. fired several shots and that chased the man away. the man who resembled stone seen running into the woods and that's the last they've seen of him. i just checked in with the police and i was told during the overnight hours they responded to two suspicious person reports in the area. now, officers say was not founded, no stone sightings, but they did respond to two calls for suspicious persons. additionally, the police chief we had been waiting for all morning was said to be here within the hour, hopefully before 7:00. hope to have an update with the chief for you before the end of our broadcast. as tracy was saying, this search is impacting school districts as new information for you at this hour. the pennridge school district is operating with a modified lockdown. that means students are going to be kept inside the school and that only people who are known will be allowed inside the school. upper p

let's go now to nbc 10's jesse gary is mayfair with an update. jesse? >> reporter: chris, crime scene detectives as well as homicide detectives and 15th police district officers all on the scene here, still investigating how a traffic stop turned into a police-involved shooting in which the suspect was shot in the head and killed. his body's been taken to the medical examiner's office right now. investigators are combing the scene still. they've moved from the white dodge charger, which you see in this video. they are now searching some surrounding businesses. i'm told that there are surveillance cameras here, and investigators are hopeful that will provide more information as to what happened and how this escalated into an officer-involved shooting. there have been 26 officer-involved shootings in the city of philadelphia this year a year. in four of those, the suspect has died. philadelphia last year had 43 with 11 of those shootings being fatal. so, the numbers have been coming down. and you'll remember, back in 2012, commissioner ramsey asked the ju

the story of the waco lynching of jesse washington in 1916 really begins with the discovery of the body of lucy fryer who was a farm woman who was his employer. he and his family had not been in the waco area for very long. they were itinerant farm laborers, but it was not only jesse washington himself, 17 and mentally challenged, who was plowing the fields and working for them, but it was also his parents who lived in a little shack on their property with some other children. i think there was a younger brother, a teenager, and they were all doing some kind of work. she was found at the door to the seed barn with her head bashed in. it looked like she had been hit over the head really hard several times, and her clothes were somewhat disheveled, also. of course, they called the investigating officers immediately, and they looked around and noticed jesse washington had been nearby all afternoon plowing a field, while the kids and mr. fryer were off farther away from the house. and so they grabbed him. and one example that might demonstrate the fact that he was mentally challenged is tha

nbc 10's jesse gary's live on the scene in northeast philadelphia. jesse, do investigators have any idea why this victim was targeted? >> reporter: no, they don't, not yet, vai. and neither does the man who lives inside the house. he had just walked outside. that is the friend of the victim. apparently, the victim was coming to see that man or they are both headed to philadelphia international airport when the robbery took place right outside here just steps from the front door. now, that gentleman you see there smoking, he was inside with his family. there appears to be a wife an an infant, when this all went down. again, investigators aren't sure exactly if there's some kind of business involved in this or whether this is just a crime of opportunity. in any case, the victim, the friend of that gentleman, was standing out here, was robbed of $7,000 cash. and then two armed men ran south on large street towards st. vincent street and disappeared. philadelphia police are looking for them right now. there is a police cruiser still on the sketreet. they
