>> reporter: brook and jim, that's right. we talked to the family and a family friend just outside of saint christopher's hospital this morning. they tell us the 16-year-old was shot in the leg, treated here but already been released this morning, they say s, of course, she is shaken up, they're seeking justice, investigators believe the 16-year-old is an innocent bystander. making her had the third teenager. this happened just before 11:00 last night at the intersection of o and lycoming street. the teenager was walking home with her aunt and four-year-old little cousin at the time. they say the victim saw a group of guys doing drugs. then saw one of them with a gun. scared, she grabbed her four-year-old cousin and ran but before she knew it, the 16-year-old was shot. we're told the teen found a family nearby and helped her call police. in the meantime, a 23-year-old man was driven to area frankford hospital shot in the chest. he was later transferred to area torresdale in critical condition. it is unclear this morning if he

for now, i'm jim rosenfield. jacqueline london, back to you in the studio. >> jim, we've seen big names take the stage this week. of course, vice president biden and president obama will all speak this evening. what are you hearing are expected in their speeches tonight? >> we just got excerpts from the president's speech. he is going to make the case that he has seen hillary in operation in the white house, in the situation room. she's been there when big decisions have been made. and pulling from his speech he says even in the middle of a crisis, she listens to people, keeps her cool, treats everybody with respect. he will reiterate what he has already said, that no man or woman he knows is more qualified than hillary clinton to be the next president of the united states. so a strong endorsement from a president, jackie, as we know who is now enjoying great popularity numbers at this point. that should work in her favor. >> he's delivering a job reference of sorts. the first lady gave such an emotional speech.

>> reporter: good evening, jim. they believe philadelphia did great, just great. in fact mayor jim kenney today is saying he believes that the city of philadelphia will get an a plus grade for its handling of the dnc. mayor kenney says he knows his city pulled off the democratic national convention virtually without a hitch. the democratic nominee told him so this morning as she headed into the rally at temple university. >> secretary clinton came through the hallway and she passed by everybody else and she walked over to he me and she gave me this huge bear hug and she whispered in my ear this city is fabulous. (applause). >> reporter: philadelphia police got big grades from all over for their handling of protestors. there were no arrests. roughly 150-dollar citation were handed out instead. the mayor saluted the workforce and salvation army which helped distribute 140,000 bottles of water to police emergency personnel and to the protestors. 11 protestors do face some federal charges but again to arrest for protestors by philadelphia's finest. >> we had zero arre

. >> good evening, i'm jim rosenfield. penn dot will soon decide if using the shoulder is the solution, but we tracked down how it's working in other states and uncovered concerns. >> reporter: crammed into two narrow lanes, a major highway crowded between the schuylkill river and a steep bluff. many interstate 76 represent the very worst of philly commutes. >> right when you're on the curve, it's dead stop, no matter what time of day it is, total nightmare. >> reporter: whitney should know, she's among the roughly 140,000 people driving the expressway every day, nearly double the volume it was built to accommodate. to reduce the near constant congestion, penn dot is studying speed limit changes, lane assignments, and even squeezing a third travel lane on to the shoulder during rush hours. >> too small, it's way too small. people will drive like maniacs on that road. >> reporter: can you do this safely? >> we believe that we can. >> reporter: penn dot's district executive for engineering acknowledges he's heard concerns. t
