i want to bring in msnbc law enforcement analyst jim cavanaugh, former atf hostage negotiator. jim, you've been in situations with negotiations. what is the challenge here? they knew his identity very quickly so they knew his background, his criminal past, some of the demands that he was making. how do they navigate around all of that? >> right. it's very delicate, andrea. and you know they were trying to get him on the phone, which was the best thing if they could have gotten him on the phone to negotiate and try to resolve the situation peacefully. but some dynamic likely change nd there, and that's why the second set of hostages ran out. then the commander had to make the tactical decision to use the emergency assault plan and go in to engage him and rescue most of the hostages. >> jim, i know we're expecting to hear from local police at about 12:30 eastern as they update us on what the situation is, how it was or was not resolved. we've heard reports, which we're not able to confirm until we talk to the police, about the possible death of the gunman, possibly another hostage

. >> let's bring in msnbc jim cavanaugh, atf retired special agent.'s talk about this notion eugene was just mentioning about the feeling of police officers. we have a lot of demoralized police officers in new york right now, perhaps throughout the nation, and just their basic everyday notion of officers being killed every single day. can't imagine what that -- what that's like, that being part of your line of work. talk about what it is like to be a man or woman on the beat and fearing death and having the community saying whatever they're saying about you and, perhaps, not even feeling supported by your mayor as well in new york. >> right. i mean, these things run deep. you know, when you're in a radio car, and i wore the uniform, everything you do, people know who you are, they know -- they look at everything they do, they watch you, you're on display in the community. but eugene makes a good point about the morale of the police. i think it's so important. you know, police can face death, violence, they can deal with that. i mean, they really can.

. >> we have jim cavanaugh, retired atf special agent in charge and a former hostage negotiator himself sometimes for up to two hours. when night fell and for a while things were fairly dark and nobody appeared in the window but just within the past hour he has been putting hostages in front of the window again. what can you tell us, especially as a negotiator, about the approach being taken here? >> i think it looks, mika, very steady. and steadied, schooled. this is a textbook operation for a tactical unit, unseen commanders, negotiators. from everything i've seen, they're doing it just according to the book. the police have great tactical units and negotiators. they know what to do. they're doing right things. there's a lot of negatives and scary things here people are still being held. this guy obviously is fanatical. you know, it's probably planning to die in some kind of an operation. there's positives as well. you have to look through those and the on scene commander makes decisions based on the situation at hand. >> let me ask you and others can weigh in. last week when the sena
