neil, jim lovell, and i have come to a conclusion that this budget has no focus, is in fact a blueprint for a mission to know where. -- know where -- nowhere. it is based on the assumptions of those competing for the elusive contract who say they can achieve more in three years and they can do it for something less than $5 billion. based upon my personal experience and what i believe is possible, i believe it might take as much as a decade, a full decade, and cost two times or three times as much as they predict. although i strongly support the idea of commercial access to space, the folks to propose such a limited architecture did not yet know what they don't know. there are a myriad of technical challenges in the future and safety considerations, which cannot be overlooked, as well as a business plan and investors they will have to satisfy. all of which will lead to delays which will cost the american taxpayer billions of on allocated dollars and lengthen the gap from the shuttle retirement to the day we can again access global -- access low earth orbit, leaving us hostage as a nation
