running, campaigning for jimmy.y had our big, um, mental health facility hospital and they'd been a big exposÉ and the, and the mental health systems act had been passed in 19. this was, yeah, 63 and this was 1966 when jimmy first ran for governor, got beat that time. but we got in late because i live in democratic candidate had a heart attack. but um. they were moving people out of the hospital because like 12,000 people where they had room for 3000. it was awful. it was happening all over the country and they're moving them out before they had any facilities for no services in the communities. and everybody started talking to me about what would your husband do if he's elected governor of georgia? um, i just learned so much about what was going on, and i after we lost the election, i worked for years to learn a little bit about mental health. and then the first month in office, they appointed the governor's commission to improve services to the mentally and emotionally handicapped. so and so when he told me about

i thought the battle of we had a lot of input from people jimmy would jimmy consulted a lot of people about who would be best with certain positions and then we would have a nato list and then would narrow it down. i told him what i thought about people out, which i always did with issues and so forth. i always told him he always knew how i felt. sometimes you took my advice and sometimes he made the decision. were you? do you think that your voice was one he tended to listen to. with greater that had greater weight than perhaps some of his other advisors. just because sometimes a spouse. is not going to necessarily have the kind of outside agenda that an employee or an appointee might someday have i don't know whether on some things that i knew about like mental health and women's issues and problems of the elderly and those kinds of things. he always listened to what i had to say, but there were so many issues that i didn't know about he could talk to me. for instance. we were trying to make latin america nuclear free zone so he talked to me all about the whole issue. of i think the

jimmie martin: about the size of a high school football field. andrea canning: so in may of 2012, detectives headed there on a fishing expedition for a gun. jimmie martin insisted that billy turner had dumped it there two days after shooting ren. now, two years later, was it still there? detective: it's a murky lake. they couldn't find it. and so the whole thing kind of goes into limbo again. andrea canning: as damning and detailed as jimmie martin's story seemed, detectives didn't have enough evidence to make an arrest. but still, the investigation plodded on for years. was it still being investigated actively or just kind of when new leads would come in? there were periods of time on this case that if we felt that one investigator had taken the case as far as he could take it, we'd give it to another investigator to get another perspective or to put a fresh set of eyes on it. andrea canning: by 2016, some of those detectives who'd been digging through the case file and jimmie martin's police interview urged the command at the memphis pd to take

this is again one of the paradoxes about jimmy carter. now, he could be ruthless on the campaign trail. he knew how to win political power. he knew what was necessary. but he would have to do to appeal to certain voters. and he could calculate, make that calculation because he was ambitious and he wanted to win the governorship in georgia. and the presidency. but once he was in those positions of power that kicked in. and he believed he was obligated. it was his responsibility to not do the politically expedient thing. do not consider the politics but to figure out what was the right thing to do? what was the intelligent thing to do? and to do it regardless of a political cost. so we decided early on the panama canal treaty is something that had to be done. and it came at great political cost. he persuaded the u.s. senate to pass it by very narrow margin. seven of those senators who were up for reelection in the next election two years later lost their seats partly due to their votes on the panama canal treaty. so again and again he paid

and so he knew it was something from jimmy carter.he opens the envelope and there carter says, zbig, do you ever know when to stop. now? brzezinski was proud of this. no. he thought it was like signified his his the nature of his access to the president. but, you know, it was this relationship war carter down and by the third year of the presidency during the hostage crisis, zbig was beginning to win the argument. and you know, zbig was the one who was constant urging carter to respond to the iran hostage crisis with military force. and he was the one who persuaded carter in the end, reluctantly, to give a green light to the helicopter rescue mission, which, of course, turned out to be a disaster. and i think was preordained to be a disaster, could never have succeeded. brzezinski was in favor of force. and and it's ironic that over this issue, cy vance finally resigns, leaving brzezinski standing on the field. and this is, i think, one of the tragedies of the carter foreign policy apparatus. was there an october surprise, as in 1980,
