jobina fortson is live with the details. good morning. >> good morning. this time last we're the arrivals and departures boards did not look like this. with all the on-times. we're making progress here. it's still early in the day but for the last 11 days passengers coming in and out of sfo were stressed over the delays and cancellations. we saw those delays as long as three hours. here's some background information on this. the runway 28l was closed for a repainting and repave project and is reopening today. one week ahead of schedule. construction crews worked 24 hours a day to create a new base layer for the runway. the previous layer dates back to the 1960s. it was showing signs of fatigue cracking. that is a major safety hazard, largely due to the heavy air traffic on this particular runway. we talked to a passenger this morning, he said he pushed up his flight two hours to make sure he got out of here on time. >> i wanted to avoid all those things about moving ahead of time. i had to call in and change my flight. united was kind enough to say you're

jobina fortson joins us live in san jose with details on the new effort. good morning, jobina. >> reporter: good morning. the santa clara county sheriff's transit patrol unit will be doing a commute crackdown this morning starting at 7:00 and will be targeting cars and people on their bicycles as well as pedestrians that are ignoring these signs here as well as the lights and continuing to cross at the light rail crossing. the crackdown is in conjunction with the launch of vta's annual safety campaign during rail safety month. this year's campaign is rather urgent and in direct response to two incidents over the summer. a delmar high student was critically injured after she went under the safety gate. another student was killed doing the same thing about five years ago. the second incident involved a bicyclist in downtown san jose. vta is also trying to make a statement with something they call ghost bikes. >> these ghost bikes represent people who have lost their lives and we want people to pay attention to make sure that doesn't happen to them. >> reporte

that's coming up. >> now more on that big crash in sunol. >> jobina fortson is on the phone.uck in traffic. we were hoping you would be able to move a bit since we last talked. >> hi. i have moved probably all of about 20 feet over the course of an hour at this point. i think that's because someone took their foot off the brake and went forward a bit. we got more clarify keg from the chp. they are looking at about 4,000 gallons of fuel tt spilled all over the roadway here. this situation began around 1:45 this morning. a tractor trailer that was carrying fuel jackknifed, blocked initially two of the northbound lanes, then another thanker clipped the tractor trailer which punctured the portion of the truck carrying that fuel and that spilled all over here. no serious injuries. but it is a mess out here. such a parking lot. there's cars everywhere. now that the sun is coming up, people are starting to get brave enough to try to turn around and drive the opposite way on northbound 680 to get off on the on-ramp here. here's what the chp had to say about all the fuel. >> they will

abc7 news reporter jobina fortson has the details. >> nothing says hey, i'm on vacation in san franciscolden gate bridge, painted ladies, and our iconic cable cars. wait a minute. >> we went to san francisco especially for cable cars and now no service. >> it's impossible to use the a be shuffled over to shuttle buses, the cable car replacements for a whole ten days. the gearboxes which propel cable cars uphill are being repaired so all the cars have been pulled off the streets. it's a final step in a three-year $6 million restoration project. >> we have five gear goboxes th we work with. they've been in service since 1984 continuously, so it's really important that we keep things in a state of good repair. >> when did you find out about this? >> just now, we came here to get the cable car, and we couldn't get it. >> you know, it's something that we were looking for, but it's okay. the city's amazing. the weather's amazing. we are from brazil. >> reporter: we watched buses pull up every five to six minutes to take some disappointed tourists to their destinations, but they were all smiles

abc 7 news reporter jobina fortson is live at a gas station in daley city to explain what is causing the spike. >> good morning. check out the numbers here. we have 3.69 for regular gas. 3.99 if you're looking at super all the way down there and it looks better than some other cities in the bay area. but prices are expected to spike. here's a look at some other gas stations in the east bay. we took this video yesterday. at least one case gas was over $4. bay area drivers have seen prices increase by 7 cents at the pump. according to an analyst at gasbuddy.com california is experiencing two problems now. first, last week there were production problems at four california refineries including the valero refinery in benicia. yesterday a new federal report pointed to a big drop in gasoline inventory on the west coast. >> while it's unlikely anyone will see outages as a result of, are drawing down. >> experts say those in northern california including the bay area may see a total impact of 15 to 30 cents per gallon, that's an increase, in the next 7 to 12 days. for now reporting live in da
