nbc bay area's jodi hernandez joins us with the breaking story. jodi, what do we know? >> reporter: well, the mayor and city leaders say their investigation was exhaustive. it included 11 separate interviews with celeste guap, 50 witness interviews and a view of some 28,000 text messages. tonight the city says 12 police officers are being disciplined, 4 of them kicked off the force. >> i am deeply sorry to the harm that this scandal has caused, particularly to community trust. >> reporter: after a nearly year-long administrative investigation, oakland mayor libby schaaf announced 12 oakland police officers will be disciplined in connection with the sex scandal involving 19-year-old celeste guap, a young woman who claims she had sex with more than a dozen police officers across the bay area, some while she was under age. >> the discipline that we have announced today sends a loud and clear message that we will hold our officers to knock but the highest standards of professionalism and integrity. >> reporter: the mayor says among the 12 officers disciplined, 4 will be fir
