jod jodi hernandez is in moore for us tonight the. there is story after story of people stepping up and being so brave in that city. >> reporter: jessica, there really is. and the er doctor who was on duty at this hospital when that tornado, that massive tornado came down on the hospital causing this massive destruction is one of those brave individuals who jumped in to action. first to get her patients inside the safety. and then taking care of the injured outside. >> i can't believe it. i can't believe it. i know, again, i know it is nothing but jesus saving us, that protected us from getting out of that place, because when i see that, i don't know how anybody walked out. >> reporter: dr. stephanie barnhart was the emergency room doctor on duty at the moore medical center on monday when it took a direct hit from a category 5 tornado. she rushed her patients to the center of the building, where they rode it out. >> we all just got on the floor, braced for cover and we heard it coming, we heard the loud roar that was coming. it was --

jody hernandez is there talking to survivors of the disaster. she'll join us with a live report coming up. >> san jose continues defending measure be. council members voted to increase the measure and legal funding by $900,000. under that measure the city could save as much as $20 million. the council voted to raise the tax on marijuana collectives. starting in july, pot clubs in san jose will pay a 10% tax from the 7% rate that's been in place since 2011. san mateo county planning to hire 25 people to help process obamacare applications. the new employees will deal with the individual and businesses that apply. enrollment for the applications will be accepted starting october 1. the health plan goes into effect january 1 of next year. the county says the employees will not be permanent and the federal government will pay about half of the more than $3 million used for employee salaries. >> it's 4:36. a special meeting will be held to discuss how to better protect students from abuse in the classroom. the meeting is in response to accusations of

. >> not far from that area is our observe jodi hernandez. >> how does this experience with what you'veseen before an what's happening right now in oklahoma? >> reporter: raj, it didn't compare at all. the scene out here is something unlike anything i have witnessed before. we are standing in front of the moore medical center. as you can see the medical center has been hit very hard. we understand all of the people who were inside this facility were able to make it out okay but that certainly was not the case in other parts of town. now we had to walk a distance to get to this live location and what we saw was really hard to register. we saw dozens of houses completely wiped out. we're going to pan around and give you a live look at the scene here. we saw a 7-eleven store that had been reduced to nothing more than a pile of metal an can bree. even the gas bumps had been pulled right out of the ground. now one woman described the tornado as a huge dark cloud that just sat down on the cloud enveloping everything in its reach. that woman also described to me pulling people out of the rubbl

nbc bay area's jodi hernandez joins us with the search for the suspect and the families involved. >> reporter: police still have a lot to do on their investigation. you can see they are still on the scene here on hillside boulevard in colma but they have a suspect in custody. they say they believe alcohol and speed played a role in this deadly crash. we will tell you it was a horrific scene when we arrived here this morning. police say a green mustang rear ended a honda at about 7:30 this morning sending the musstang into a retaining wall and splitting the car in half. three passengers of that mustang were all ejected and we are told all three died on impact. the driver of the honda was not seriously hurt. the driver of the mustang survived and police say he fled the accident scene on foot. police spent most of the day looking for paul dias. he turned himself in today and was booked on hit-and-run and vehicular manslaughter. they did find evidence of alcohol at the scene. they described to us a short time ago what they believe took place. >> we believe that the vehicles were travelin

jodi hernandez is live to tell us how bad it could get. jodi? >> reporter: i'll tell you, it certainly smells like we're a lot closer to those north bay fires thsn we really are. it is smoky out here. i'm not sure if you can tell, but there's definitely a haze over mt. diablo. many people woke up thinking there was a fire nearby. the health department felt the conditions were smoky enough to issue an advisory. matt young spent the day getting breathing treatments at the doctor's office, as smoke from the wine country wildfires leaves much of the bay areaç shrouded in haze. people with breathing conditions are feeling the impact. >> i have a little bit of a wheeze. it's hard to take a deep breath. it's labored. my throat feels a little tight. >> it smells like a camp fire out there but i don't think that's a good thing. >> dr. joshua jacobs with the allergy and asthma medical group says they have been flooded with patients. he says wildfire smoke at the peak of allergy season means patients are getting hit with a double whammy. >> people's aller

let's bring in jodi hernandez from san mateo this evening where some find the arrest hard to believe. jodi? >> reporter: samuel worked here for the past six years, investigators say he traveled to florida last week to attend a youth ministry conference. but now he's accused of trying to set up a sexual encounter with a teenage girl. >> it's a terrible thing. it's really terrible. >> reporter: that's the reaction of church leaders who share space with san mateo's new community mission church whose youth pastor, samuel of san leandro, was arrested last friday in florida, accused of trying to solicit sex with a 14-year-old girl. >> if we had not arrested anybody else in this entire operation, it would have been worth all the resources knowing that we got this youth minister arrested who thought he was coming to have sex with a child. >> reporter: he was among 92 people arrested during a four-day prostitution sting. investigators say most of the suspects thought they were going to a polk county hotel to have sex, instead they ended up behind bars. >> for some reason, people think once the

nbc bay area's jodi hernandez arrived in oklahoma earlier today and leads our coverage tonight. it's about 1:00 in the morning in oklahoma. jodi, good evening. >> good evening, raj. i'll tell you, the stories of survival and loss here in moore, oklahoma are absolutely gut-wrenching. everybody here knows somebody impacted by this devastating tornado. now, today we caught up with a family who could barely believe that they were spared. amber spent the afternoon salvaging what little she could after the tornado ripped through her neighborhood, destroying her family's house and nearly their lives. the family managed to walk away from their home relatively unharmed. by wearing their bike helmets, locking arms and hunkering down in their bathtub. they felt the wind on their backs and heard their house literally being ripped apart. >> we had the three girls in the tub. they had helmets on and jackets. i had them put jeans and shoes on at the last minute. they were sitting in the tub together. got home from work just before it happened. we knelt in front of the tub locked arms and huddle

nbc bay area's jodi hernandez is live in the town of moore with more on emotional reunions and the roadrecovery. jodi. >> reporter: janelle, it's now been three full days since that category 5 tornado swept through moore, oklahoma, leaving a path of destruction. but for many, the magnitude of what took place is just starting to sink in. the twister left scenes like this all over the city. you're actually looking at what used to be a credit union. but folks are moving forward, despite the challenges they face. this is what folks in tornado-hit moore, oklahoma, woke up to this morning. more severe weather pouring down on all the debris. but the weather didn't stop students of plaza towers elementary, the school that lost seven children to the twister, from meeting up with teachers and classmates at a neighboring school for the first time since the disaster. an emotional time for both kids and their parents. >> i went to plaza kindergarten through sixth grade so it's more emotional for me than it is her, because that's my neighborhood that i grew up in. >> the school wasn't strong enough a

i'm jodi hernandez, nbc bay area news. >> thank you.we want to show you a brush fire along highway 237 in san jose. the fire broke out around 1:30 this afternoon. more than four hours later all westbound lanes remain closed. at one point both directions of 237 were shut down. smoke could be seen and smelled from miles away. a fire in a parking lot of one of the most popular malls in the bay area. three cars were totalled as shoppers looked on. work crews were using a torch to cut bolts when sparks ignited. flames engulfed the bushes and as you can see six cars parked in one of the lots. >>> lowering the limit. a federal agency is asking every state in the country to lower the key number that determines whether you are too drunk to drive. nbc bay area's kris sanchez joins us live from san jose. the current level is .08. the feds want it down to .05. in terms of drinks what does that mean. >> reporter: we will talk about that in a moment. here the owner says it will be a while before he can tell how it is going to impact the patrons. we d

jodi hernandez is live with the problems and the agency's proposed solutions. jodi? >> reporter: these problems range from sheered off bolts on the bridge's bike trail to imperfect welds on the base of the tower. caltrans said they've been fixed or are in the process of fixing all of these issues. they acknowledge they are losing the public's confidence. >> it's bolted in on this side straight in, so it's attached here. >> reporter: he's talking about the bolt related problems revealed on the eastern span of the bay bridge. caltrans said bolts securing railing were sheered off after some decorative caps were welded on improperly. >> we caught this last year during routine inspections and completed the fix this year. >> reporter: but that's just one of a laundry list of challenges that bridge officials made public today. as they attempt to put it out all on the table. >> i think right now the temperature of the bay bridge makes so news that we're going to tell everyone everything so they don't have to read about it in the paper. we're going to show folks what it is. >

we begin with nbc bay area news's jodi hernandez who spoke with some of the families of the victims today. she joins us from oakland where several of the victims worked. >> it's tough to imagine the pain that the families of those victims are going through tonight. all of the women worked at the fruit vail center here in oak dale together at one point in time. this is where they met up sad night for an evening of celebration. tonight their families are utterly grief stricken. >> we know -- we have no words to describe the hurt that we're feeling right now. >> reporter: the 46-year-old mother of two was one of five people killed when the limousine they were riding in bursts into flames as it can crossed the san mateo bridge saturday night. >> ice too hard to imagine the pain that they have gone through and now the pain that the husband and the kids are going through. >> reporter: the victims were among nine women, all best friends out celebrating the upcoming wedding of one of the women who died in the snoek and flames. they were on their way out for a night of karaoke when the unthinkable

. >> nbc bay area's jodi hernandez is getting a look at the devastation. she will have updates on the recovery effort tonight at 5:00, 6:00 and 11:00. >>> the chp is asking for your help as it tries to figure out how a driver was pierced to death by a metal rod on a bay area highway. the rod crashed through the car's windshield and right through the driver, killing him instantly on 580 yesterday morning. the car was found stopped near grant line road east of livermore, about 8:00 a.m. the chp says there was a lot of traffic in the area at the time. they say the three-foot-long piece of metal involved in the accident is known as a comealong, used by truckers to hold down loads on flatbed trucks. >> we have nothing right now. we have no idea if it came off a truck or trailer. we have no way if it was laying in the roadway kicked up by another vehicle. it's a heavily traveled freeway. we hope somebody su something. >> the driver has been identified as michael cox from lodi. he was a father of three. >>> we can tell you most of the america's cup teams are back

reporting live from moore oklahoma, jodi hernandez nbc bay area news. >> it has always been a faith based community. this was taken after the twister struck briar wood elementary school. many of the students appeared to be in shock as teachers and parents assess the damage. briar wood was one of two schools directly hit by the tornado. there were no deaths at the school. however seven children were killed at the other school plaza towers. >> one person can set the tone. president obama will travel to the small town on sunday. he'll visit with the many 19,000 people forced out of their homes. an estimated 13,000 homes were damaged or destroyed. based on preliminary estimates the costs of monday's tornado could be upyards of $2 billion. the death toll still stand ap 24. among the people killed, two infants. they've now accounted for the last six people believed to have been missing since the tornado. >> what's next? people are vowing to stay and rebuild. those stories come unup on nightly news. >> back here at home, gusty winds helped push a brush fire to within a feet of some san jose home

i'm jodi hernandez, nbc bay area news. >>> as chp and fire investigators spend the next several weeks trying to figure out what caused the fire many are questioning the safety of other limousines. kris sanchez spent the day talking to somebody who knows the vehicles inside out. >> reporter: the california patrol is going over that vehicle looking for clues. a regulating agency is looking for records and law books. we talked with a man who is not only a limo driver but also a former mechanic and he says there are things you can look for the next time you take a ride. >> reporter: the deadly limousine fire was unlike anything limo driver has seen. as a limo driver and as a mechanic he suspects only one thing. >> it has to be fuel. driving at high speeds, 60 or 65, the fuel had to spray over the car. and then one little spark is what made the fuel ignite that fast. >> reporter: the limo that burned on saturday was an eight passenger 1999 lincoln town car properly registered with a driver in good standing behind the wheel. >> we have emergency exit signs. >> reporter: he drives a 15 perso
