john alston is there live with the latest. i understand the fbi is now involved. >> reporter: the fbi is involved, number of federal and state agencies. at 3:15 this afternoon, authorities escorting neighbors back into their homes. several dozen homes were evacuated. a few are still offlimits. those neighbors are still not allowed back in the neighborhood has been flooded with local police and bomb squads from the atf and travis air force base. at 10:20 this morning, an elderly man walked down his driveway to pick up the sunday paper. there was a bomb wrapped inside. when he grabbed it, it blew up. the neighbors came out and found the man bloodied and lying on his lawn. authorities say his injuries are not life-threatening. >> he was waiting for us to arrive. >> was there a typical sunday morning paper? >> we don't know. his newspaper was on his coffee table so wasn't necessarily his newspaper but a newspaper there, or could have been a package. >> i was in the backyard playing basketball with my son. i heard a big explosion,

john alston has been monitoring this story and has more. >> since our last newscast, we learned of another emergency. about an hour ago, now cooling systems have malfunctioned at yet another reactor unit at the fukushima nuclear plant. now there's three reactors faked. earlier today, a billing that housed one of the reactors exploded, forcing evacuation of 170,000 nearby residents. i the latest million occurs hours after the explosion at the power plant. that blew the exproof walls off the building but did not destroy the number one reactor. it's too early to know the full extent of the crisis. >> the major result indicates that things are getting better. but this is such a complicated system, and the damage, we do not know the damage and details completely. >> reporter: the professor believes there has already been a small meltdown. japanese officials are pumping seawater into the core, choo would eventually render the plant useless. it could take days. >> within a few days we have to make sure that the things are under control in terms of heat removal. >> that's possible? >> that's possi

the latest on that from john alston who is live with the story. john, really remarkable pictures we saw in santa cruz today? >> yeah, just crashing through this little harbor, this narrow inlet. we have been here since about 6:00 tonight and watched the water behind us go in and out all evening. no wave but certainly a potent current has been going through here all evening in and out every 15-20 minutes. behind me you may be able to see on the dock what is left of a rowing shell from u.c. santa cruz, that gold and blue being sheared in half. that is from the rowing club which lost all the shells as well as several vessels to train and compete in the ocean. because of the tsunami, u.c. santa cruz open water rowing club is now effectively gone. the power of the ocean put on repeat performances all day. this wave came coming through causing more damage and more anxiety. >> the water, it's so far out there, the boats are almost to the ground and back in. boats are turning over and it's pretty scary. >> reporter: with the sun about to set. harbor crews
