john harwood, honest to god.any indication of what the ben carson candidacy is going to be like, i will admit to being a little excited for what's to come. speaking of which today, we learned about another republican presidential hopeful, who's about to get into the race, republican senator lindsey graham of south carolina, is reportedly about to make it official. sources close to lindsey graham say he will announce his presidential run june 1st, probably in south carolina. lindsey graham's announcement will come, if you're counting, roughly 240 days before the first actual nominating contest, which is the iowa caucus. lit come about 500 days before the actual presidential election in november 2016. so, assuming that lindsey graham is the republican nominee for president in 2016, hah! he will spend the next 500 or so days campaigning for that office. this is not normal. i mean, it's become normal, but it shouldn't be normal. it's not globally normal. john harwood has more from washington. john let's start with the trade bill. where does it stand, what's likely to happen? >> well we expect tonight the senate will pass a version of trade promotio the negotiating rights that allow the administration to complete the big transpacific partnep trade deal so last minute flurry of amendments about currency manipulation the republican strategy backed by the white house is to have a separate vot on that so it's not included here. they are reasonably optimistic they can prevail on that. >> let's turn to the highway bill. in light of some recent studies on infrastructure there's a lot of pressure to get that through, but what is the reality of it john? >> a short-term extension is likely to pass this evening before congress leaves for that one-week recess. we still don't have a solution long term though sue, as to how to make the highway trust fund solvent. it's run short because gas prices are down people -- cars are more fl efficient, so the amount of money that you need to do highway projects build new highways repa

john harwood is in washington with more on that. morning, john. >> morning, carl. is illustrating the dynamic of this 2016 race, which has got so many republican candidates, and the fact that it's so fractured means you only have to have a modest foothold in the race to stay in it. mike huckabee was a credible candidate in 2008. he won the iowa caucuses. he was the principle challenger for a while to john mccain. but he aroused a tremendous amount of unhappiness among the business republicans, the economic conservatives. he was a socially conservative candidate. now he's got competition from social conservatives, from people like ted cruz and ben carson, who announced yesterday. so his chances of actually winning the nomination are di minimus, but he does have a base which we're seeing demonstrated and we'll see when he goes to iowa that when you've got so many people in our new nbc "wall street journal" poll, jeb bush is leading with 23% of the vote, followed by marco rubio at 18. you know, if you get 5 or 7% of the vote, you can hang around that race for a while,

john harwood has been watching the developments from washington.ow importa is the relationship between the two countries both politically and economically and is it cooling? >> it's a critical relationship. the moderate arab states are vital allies for the united states. and the oil relationship has over many years, i think this is a strain. i don't think the white house denials were overly persuasive in terms of the idea that a visit that was announced on friday but now on sunday was said not to be taking place -- it indicates a rough patch. now, it's the flip side of what we've experienced with israel. another ally in the region they are uncomfortable with the deal and netanyahu has made that more than clear, that we are trying to reach with eye ran, and the sunni arab states look at shiite iran and worry about a issue with the routes and say, what does that mean for us they're clearly worried, i don't think it's a rupture or anything like that. but it's a matter of strain at the moment. >> it is a matter of question as to whether iran becomes a

john harwood caught up with the senator as he was preparing to kick off his run for the white house. , what did you guys eat? >> we had spaghetti and meatballs, kelly. bernie sanders wants big economic changes like busting up wall street and maybe even raising top marginal tax rates up to 90%. if that slows down economic growth, he told me, that's okay with him. >> if the changes that you envision in tax policy in finance, breaking up the banks were to result in a more equitable distribution of income but less economic growth is that tradeoff worth making? >> yes. the toll the economy and the gdp doesn't matter if people continue to work longer hours for lower wages and you have 45 million people living in poverty. you have more and more growth producing products we do not necessarily need. at the end of the day you don't necessarily need a choice of 18 different pairs of sneakers when children are hungry in this country. >> bernie sanders is a self-described socialist. he acknowledges he's a major underdog for the nomination but just like elizabeth warren outside the race for preside

john harwood is live in d.c. with more. what's the backtory sheer, john?r indication of how complex the politics are in this region and it will fuel the fact that king salman is not coming to these meetings fueling the argument that critics of the president have been made, that he doesn't do a good job of distinguishing our friends from our enemies, too nice to our enemies, not nice enough to our friends. just as israel is disconcerted of the prospect of a nuclear deal with iran the saudis are concerned, too. they're fighting a proxy war in iran with yemen, and that in fact was the official explanation given for why king salman is not coming because the meetings coincide with five-day cease-fire in yemen. the wow is downplaying this not saying it's but it's another indication of the difficulty of trying to make headway in this region, and the senate has passed their iran sanctions bill -- excuse me the bill that gives them a say over the nuclear deal that the president has forwarded. now we're waiting to see the house take it up. this will be another compl

john harwood recently sat down with sanders and in that interview he hits bill and hillary clinton forustle money and had this to say about his own 2016 chances. >> i entered this race as a major underdog, no question about it. it's like searching -- don't underestimate me i think we'll do better than people think. >> joining me from burlington is alex seitz-wald. senator sanders, alex thinks he can win and he likes to talk about the fact that he is the underdog. is that his best strategy at this point? >> well thomas he can really leverage the early primary calendar to his advantage. the first two states iowa and new hampshire both have populations pretty similar to vermont here overwhelmingly white, kind of rural and agriculture alleys done very well here iowa also has a big progressive activist movement. it gave hillary clinton a third place finish in 2008. she is seen as weak there and not an overwhelming favorite and new hampshire is right next door. he's been known for a long time and media markets are fairly similar to ads have run across new hampshire. the idea he is trying to

john harwood joins was the latest developments on this contentious meeting. john?ncountering skepticism about this deal with iran that he is trying to negotiate and conclude by june 30th. in the congress, from u.s.the u.s. congress, sunni states concerned about the rise of shia iran. those states don't dispute that the nuclear deal itself could stop the nuclear problem or at least freeze it in its tracks far while. they've got much broader concerns as a white house aide said at a press conference this afternoon. >> to be fair, they've also made very clear that their concerns go much broader than the nuclear issue. so if i were to characterize the tenor of their comments they're focused largely on not so much just the details of the nuclear agreement but what does it mean for other iranian actions. >> reporter: now of course, the king of saudi arabia, king salman, is not attending this meeting, neither is the king of bahrain. we know that some of those gulf states had wanted a written defense treaty from the united states to reassure them that by making an accommoda

joining me john harwood, chief washington correspondent for cnbc. good to see you.arson winning? how does it fit into the overall 2016 picture in your mind? >> not terribly surprised. the significance is not significantly large. it shows that ben cars son one of the -- carson is one of the candidate who's has juice with the conservative republican base especially religious conservatives, and the more candidates that are there and are able to stick around, it's fragmenting the field and making it difficult to map out who's going to become a top ten candidate. i don't think it's going to be feeiorina or carson. but they'll have impact. >> if you don't think it's going to be ben carson based on the interview that you conducted recently which was great, by the way, played big chunks on the show, what do you think his appeal is to the gop voters? >> ben carson's appeal is somebody totally outside the system. somebody who's got a tremendous amount of fame and celebrity for being one of the world leaders in his field as a neurosurgeon. that is a tremendous credential. make

just the way everyone picked up on the john harwood interview today. so they'll get what they call free media if he goes about critiquing hillary clinton. he'll certainly be seen by voters in new hampshire and iowa. whether if he stays beyond that he can get that debate going on a national level and some bigger states where people don't maybe pay as much attention to the retail politics and the day in day out coverage, i don't know. but for now, the media wants a race on the democratic side. anything he says about hillary clinton will get a lot of attention. >> the deeper message beyond hillary was that politicians don't listen to the working class anymore. i mean, and there is a study out today, i think matt iglesias writes about it, studies show that politicians are heavily swayed by the public opinion among rich people but do not care what poor people think. just by having a candidate who speaks to those issues that then becomes a subject of debate both among democrats and also in general. >> i would argue that politicians are further away from the
