senator john manchin and senator lisa murkowski calling on their colleagues to reauthorize the john lewisf you don't remember, this would require states to get approval before changing their election laws. what is the senator's goal here? we know across the country, more and more restrictive voting actions are being taken by republican-led states? >> john manchin announced he was supportive of this effort and lisa murkowski was joining him in it. the press release probably should have included the word instead. he's supported this instead of the broader voting package that all other 49 democratic senators support. this bill was introduced in the last congress. murkowski was the only republican to support it at the time. this is an opportunity for john manchin to put forward a different participate technically proposal. the one that's hard to see getting the support of republicans or democrats to move forward. by the way, the horse is kind of already out of the barn here because we have so many other states that have already made the changes that perhaps preclearance would have blocked had

it's not just john manchin and kyrsten sinema, think about john manchin in california. >> yes, there are a lot of participants but this is what steve bercetche and others think they're good at. i was going to punt all of my s.a.l.t. questions to peter because i know peter has a special interest in the s.a.l.t. tax, but you bring up s.a.l.t., capital gains and you bring up a whole host of things, right? it gets very complicated. that's why the big-package idea, $4.1 trillion that mcconnell is accusing the white house of wanting, if you go big, it collapses under the weight of its complexity and the weight of its price tag. that's the calculation they are trying to figure out at the white house. do you do a series of problems or go big? and you mentioned s.a.l.t. is an issue, personal gains is an issue. whole lot of things can you pick through and with narrow margin, all of those small issues become potential deal breakers. >> peter, want to weigh in on s.a.l.t.? >> do i want to weigh in on s.a.l.t.? for those at home who don't know what s.a.l.t. is, it refers to state and local taxes

we know john manchin isn't going to play ball.o at it alone and get this whole thing done even if he wanted to? >> no, not the entirety of what he proposed. let me say "washington week" is much more reliable than the infrastructure in washington. we keep hearing about infrastructure week after week for years and years -- >> that's not saying much though. >> no, it is absolutely not. but yamiche's show is great and i hope people watch it. as far as getting the whole thing done, i think a lot of it will be under reconciliation and that's where the democrats get it done with 50 votes instead of 60. so even if they were to get john manchin on board with something that didn't include republicans or house democrats with competitive races on board for something that looks exactly like what biden proposed, a lot of that stuff wouldn't meet the standards for reconciliation. this idea of splitting the bill up actually makes a lot of sense from the perspective if they can get 60 votes for the hard infrastructure, a package that's in the $800

where is john manchin, that's always the big question we're asking?n have to look to july to pass a budget because they have to did a 2022 budget reconciliation around that. i think it will be much, much, much more difficult than people on the outside that think we will pass this on reconciliation if we can't get republicans to agree to the bigger deal. that's a much more nuanced and tricky process for the democratic leadership and joe biden because this isn't covid relief where you have a bunch of thing that's have -- you voted on several times by the party. infrastructure means a lot of different things to a lot of people different and there's going to be such big competing priorities, i think it's a lot to hear. >> nobody can define it and it isn't hasn't gotten to the parliamentarian who can look at this thing and say a whole lot of this content doesn't count as infrastructure. garrett, i want to turn before we go and talk about the january 6th commission. almost a dozen senators didn't even bother casting a vote. how did they justify that, it was

you have senator joe manchin teaming up with lisa murkowski to push for reauthorizing the voting rights act, and they appear to favor the johne house. but then some house democrats would prefer stronger legislation, some favoring the for the people act or hr1. can you distinguish the differences there and which one stands a better chance of passing? >> look, i think at this point, we're in a position where beggars can't necessarily be choosers and i think that we need to do what is going to put us on the path to ensuring that every american in this country is able to vote. and there is nothing more nonpartisan than voting rights in this country. and so, if we cannot get on the same accord within our own party, how are we going to convince republicans to join us in this fight? so, at some point, there has -- there can't be this infighting and who has the best idea and who's going to be the one to get all of the praise. at some point, you have to come together and you have to move something forward, because let's think about this, alex. we have the congressional redistricting coming. we know that black american voters are the

members of congress and folks like joe manchin and kyrsten sinema to do the right thing and pass the voting rights law and this is effectively moot if we pass the johnre as more bills are being passed to restrict voting, how likely do you think congress would feel to have pressure and enact? >> well, they should because, as you're pointing out there are hundreds of laws that are swiftly being enacted right now that will restrict voters' access to the polls. this happened after the u.s. supreme court gutted a key part of the voting rights act. it could severely limit another voting rights act and another case that's pending and the only way to stop that is for congress to act. in order to do that that means getting rid of the filibuster in the senate ask that comes down to joe manchin and kristen sinema and it's been used to block voting rights litigation. if there was ever a time to get rid of something to stymie civil rights over decades it would be to protect voting rights and that's precisely the message that other democrats would be making to them and urging them to do just that. >> kimberly atkins, always good to see you. thank you so much. >>

joe manchin confirmed he wouldn't support the voting rights bill known as the for the people act. he indicated he would support a more moderate voting rights bill called the john important that the standards embedded in the for the people act, and that is standardizing and laying a threshold for how people vote no matter where they live. whether that occurs through for the people act, which i know is stalled currently but this is a long year and as we discovered in 2020 years can take longer than we imagine. but we also know that the persistence of this attack on voting rights in florida, in georgia, in texas, in arizona, in iowa, now introduced in michigan, in ohio, that these attacks are going to continue, that heritage action says it intends to do this in nevada and in pennsylvania. that every time we see our right to vote under attack, it should reaffirm for every good american, especially ones who hold federal office in the u.s. senate, that we have to protect the right to vote, not to defend a party but to defend the ideals of our nation and that the most patriotic thing we can do is pass voting rights legislation that actually defends the right to vote

senator manchin isn't quite there understanding the stakes of what this fight is about. >> this was a trial, johnlike, in all sorts of ways on a substantive level, this shouldn't be a hard vote. we're not talking about going up against an interest group, taxing fossil fuels or capital gains or getting rid of the ethanol subsidies. there are hard, hard votes, political economy, this shouldn't be one of them. if you can't do it here -- >> this is the problem. this is also why, i think, schumer has at a-to-call votes that should be easy for bipartisanship, that should be popular, that manchin should get behind. the greatest threat on the voting rights is that the republicans get to gerrymander in redistricting and take back the house by just redrawing the maps in 2021. i would pull that provision out of h.r. 1 and put it on the floor. this should be up joe manchin's valley. we're going to eliminate partisan redistricting all over the country and have independent, bipartisan commissions. both parties should protect the vote, put it on the floor and see what happens. we're just going to keep starting
