cnn's chief law enforcement and intelligence analyst john miller, has details for us. john, tell us what the jury decided. >> the jury decided that wayne lapierre, who for more than 30 years has been at the helm of the nra squandered millions of dollars mismanaged funds and engaged in corruption. while his chief financial officer and chief legal adviser, according to the attorney general, did little to stop that. now this was a civil well case, not a criminal case, but in the summation in the courtroom the assistant attorney general said this case is about corruption. monica connell said misuse of funds spent on jets on black cars, five-star hotels, hundreds of thousands of dollars in suits million dollar deals to insiders, payments to loyal board members when you want and pervasive violations of internal controls. and so they have ordered the jury found that wayne lapierre has to return once $4.3 million on top of the $1 million. he says he already paid back to the nra for expenses that could be considered personal. they have also found that he should be barred from re

>>> with us now is john miller, cnn law enforcement analyst, and john, you were just hearing from ed quoting your new reporting on this. what more are you learning about a possible motive here? >> well, there's an indicator which is on the rifle, the words free palestine was written. we have seen writing on the rifle before in some of these other digits. so there is an indicator this is someone who studied prior shootings. we saw it in the buffalo shooting in the supermarket and the new zealand shooting in the mosque where the rifle kind of becomes the communique, but we don't really know if that is the full breadth of the motive. that's why federal authorities were executing search warrants last night at the home looking for computers, any written documents, thumb drives, social media, online. they're really peeling back through the identity of this person. now we know she's a 37-year-old woman. we know they have her name, but we also know that her identity may have crossed with other identities at different times. so they're trying to sort through what is the back story here, and i

right now, i want to go now in the studio here, john miller is with us. john is the cnn chief law enforcement and intelligence analyst. john, you're always talking to your sources as these things happen, but i feel like moments like this, we have to look at the clues that we have so far. we know two armed people were brought into custody. that is fairly unusual. what are you learning about? what police think might have happened here in this incident? >> well, it's very early and all the information is preliminary. the one thing that we learn over and over again during these incidents is that the first story is usually never correct, right? the second story usually is closer. and by the third story of these things seemed to come into focus. so we're still in the first story we stayed here, but we know shots were fired. we know two individuals have been taken into custody. as you point out, we don't know that they've been charged. they were said to be armed. but again, this information is so preliminary. we can't confirm that yet we know that they have what

cnn's john miller joins me now, john walk because through this decision well, the jury spent a good dealng over this because there were a lot of counts now this is a civil case, not a criminal case. but what they found is that wayne lapierre, always the nra $4.3 million players on top of $1 million that they assess. he has already paid back. that's the money he conceded that he owed. the jury also found cause to remove him as head of the nra, even though he resigned just before this trial started, the judge will decide whether to permanently bar him from association with the nra in a bench trial that will come up after this portion of the case. wayne lapierre did secure for himself a job as a basically an outside adviser or consultant to the nra, paid role, which which the jury found was not something that made him guilty of self-dealing, but this has been an eye-opening case in the closing remarks, the assistant attorney general, monica connell summed it up by saying, this case is about corruption, misuse of funds spent on jets on black cars, five-star hotels, hundreds of thousands of d

cnn analyst john miller joins us now, john, what could be done potentially to try to keep them from leaving the country? >> well, not much right now by order of the court, since the district attorney's office did not request that bail be set in this case with those defendants. they were released on their own recognizance. so, theoretically, they could go anywhere in the united states or even into mexico and come back, as long as they showed up to their court date. the circumstances of how investigators believe they departed new york, which was to show up at a faith-based organization that has every ticketing operation, it is for people who were bus stop here from places like texas, if they want to get re-ticketed and go somewhere else, they can sign up with this organization and they will take care of the cost of the tickets. in this case, they were traveling under names that were not their true names, and more than one witness has identified them as the people involved in the assault. so, if investigators are right, that they have left new york, if they left under false names and they are

and as john miller and andrew mccabe who have talked about members of congress had been pressing the fbi to hand over this information from smear law last summer, and that did put the fbi in a bit of a bind here because the bureau did tell congress that the previous information that smirnoff had relayed, it was credible, but that the information concerning the allegations against the bidens was really this raw and uncorroborated intelligence. so again, because of that, those questions remain why the fbi let it go for years, and andrew prosecutors also said that smirnoff has been act their words, quote, actively pedaling new lives that could impact us elections after meeting with russian spies late last year, i mean, that's stunning, that this is still active it really is, and i think it helps to remind ourselves what the context is in which the government is made. those assertions. this is not in an affidavit supporting a complaint or as part of an indictment. this was part of a motion to to try to make sure that he was denied bail, which of course was unsuccessful. and what the gove

cnn's john miller is here with more. what do we know? >> reporter: assault on a police officer is a bail-eligible crime, even after the changes to new york's bail laws. the district attorney's office didn't ask for bail and the judge didn't ask to remand them. they were released after being tracked down by police. what i learned today from nypd sources is that some of those in custody and some of those that they've identified and are still seeking, though they've only been here for about a year, already have extensive arrest records for robbery, strangulation and other crimes. the idea that bail wasn't brought up or considered is something bothering police in this case as they continue to hunt for some of the suspects and track the ones in custody and released again. >> john, we're following another story, the so-called serial swatter, just 17 years old. he's been arrested after police say he made threats across the country. what's he being accused of? >> reporter: he's being accused of being behind scores of swatting incidents. he's fro

the man in a yellow jacket is the one seven people charged in the assault, joined now by cnn john miller. what do we know about the shooting? >> what we've learned is this is a 10th grader, a 15-year-old boy staying in a migrant shelter in midtown. he was going to steal a jacket allegedly from this store when the store detective stopped him and said, do you have a receipt for that. she took the bag away from him, and he took three steps, fished out that gun and fires at the store detective. instead hitting a tourist from brazil. then he was connected to one other shooting in midtown, manhattan, and another gunpoint robbery in the bronx through ballistic and other evidence, and they captured him late today in yonkers, new york. >> did they know where he got the gun? >> they did not recover again, they still have searches to do but the way that they connected those incidents was using ballistic tests on the shell casings were covered that matched the shootings. they know he's a 15-year-old kid with a 45 and he's not afraid to use its. >> he's been using it around town, that's crazy. what a

john miller. john several federal agencies are now involved with this investigation. do we know anything more from last time we talked to you about what might have caused this? >> well, at this point, you've got the fcc, the federal communications commission which is one of the regulators of the cellular industry, looking to see what happened. you've got the department of homeland security's csa, their critical infrastructure people and of course, you've got the fbi possible causes environmental that could be whether weather seems to affect 5g more than it did. lower grades of phones, but the weather between washington and texas where we saw the earliest outages seems to be clear technical. were they doing an upgrade overnight and installed something that caused a change? in reaction? still unknown. and of course the potential of a cyber attack >> john, obviously as soon as we read that there was an outage, one of the first potential causes that came to mind in speculation was a cyber attack. and

our chief law enforcement and intelligence analyst john miller is here. john, obviously the fcc, the department of homeland security, the fbi, all got involved on this. what are we hearing about why this happened? >> so what at&t is saying tonight is based on our initial review, we believe today's outage was caused by the application and execution of an incorrect process used as we were expanding our network. not a cyber attack. we're continuing our assessment. so basically what they're saying in english is we were reconfiguring the network at 04:30 in the morning something went south and it crashed why it took them all day until this evening to say that is part of the problem. i mean, we couldn't communicate for a good part of the day. but their corporate communications even if they weren't sure what was happening, what you didn't see, the what you didn't see from at&t is here's what we know. here's what we don't know. here's what we're doing to fix it. here's when we're coming back to update you. it was pretty much radio silence except for a one-liner th

we're waiting to hear back seen in law enforcement analyst john miller joins us now. john, i think everybody is trying to figure out what exactly this is. the companies haven't said anything yet, and we're continuing to report out in terms of from an emergency services perspective or just kind of the basic functioning of society with a big concern turns right now that people are looking into, well, number one is just the the the infrastructure of the united states, the way it's built this so many people have given up hard lines, land lines, so when you have a cellular system that is cracking with a major carrier especially the major carriers for that has the contract with the government to supply emergency communications to law enforcement, fire, critical infrastructure that's a big concern. now that's the bad news. the good news is, when something like that unfolds in the wee hours of the morning when traffic is way down you see that particular tracking outfit sees 31,000 complaints. have that happen at 04:30 in the afternoon as opposed to 430 in the morning? i think

cnn, chief law enforcement and intelligence analyst john miller joins us now. john walk us through the details that we're learning from prosecutors here. >> well, what we learned for the charging documents today is that don mcdougal allegedly leaves the house with audrii cunningham in his 2003 blue suburban, ostensibly to drive her to the bus stop, which is at the end of the development, where their home is. and what where he lives in a trailer in the back. when the bus gets there, she's not there when mcdugle has questioned by police, he gives stories about his travels, about his whereabouts, but says he dropped her off at the bus stop in and she wasn't with him using cell phone data and using video canvass that shows him in various places. they were able to place him in three critical locations. and one of those locations was highway 59 where it crosses with the trinity river, where the body was found yesterday. part of the delay there was there had been heavy rains. there's a dam there. they had to work with the dam authority to actually lower the water so th

cnn's john miller joins us now, john at&t says it is restored service to all affected customers. a us cybersecurity official tells cnn that there's no indication of anything malicious >> so >> far. so what do we know? in terms of what happened? >> not enough. at&t has apologized to its customers. it said services restored. but what they haven't said is, here's what happened. and the cyber official who is saying that they don't believe there's any indication of a cyber attack because at&t has told the fbi or as far as we know the fcc or dhs, what happened, may not have enough information to make that determination, except for there's no obvious sign there. so the jury's still out on that >> officials in atlanta say that at&t also had technical problems on tuesday, 911 services were down throughout florida, georgia, louisiana, and mississippi. do we know of tuesday's problem connected to what happened today? >> we don't although we know that tuesday's problem was limited to 911 systems, not to the entire network. it was shorter, it was restored within a smaller period of time. and

chief law enforcement and intelligence analyst john miller is joining us now. john, how does this work? that was really disturbing video. do we know if that person is okay that comes flying off the moped? >> she was injured but she's okay. but it is kind of an example of how this works, which is we have a driver on the moped and you have a person on the back. the driver, the getaway driver, the person on the back may jump off and grab somebody, hop back on. may do it on the snatch, which is extraordinarily dangerous. this is a crime pattern we saw emerge a few years ago enlondon. it bedevilled the police in hard to catch, hard to predict citywide pattern and it's emerged here just in the last few months. this was citywide pattern 156, but there's 32 other patterns that are similar involving mopeds, scooters, and snatches going on. and it's a real problem for the police. >> it's really dangerous. it is really scary for the public. i want to ask you about one of the migrants accused of attacking an nypd officer, because there is also a little bit of video of that.

let's get to cnn chief law enforcement and security analyst john miller, former deputy commissioner of intelligence and counterterrorism for the nypd. you look at this case, at this video, and you have four people who have been let go right now? >> it's interesting. >> it seems unusual when you see this body cam video of an officer being attacked. >> it does. and, you know, the announcement of the indictments yesterday is for seven people, a sum total of whom i think one is in custody. >> right. four were released without bail. even though felony assault against a police officer was eligible under new york state's very progressive bail reform act laws, the judge in that bail hearing reminded the prosecutor that one of these individuals has two open cases, meaning they're already out on release and they've been charged again. but they -- to no avail. police sources say they got on a bus with false names headed to the mexican border, but since they're released on their own recognizance, there's no legal hook to chase them on. we'll see, do they show up in court on march 4th or don't they

joining us, john miller. what are your sources telling you about how this is playing on you the? >> released without bail, released on their own recognizance, much to the outrage of police unions, people who got here a month ago, no family, no roots in the community. that was a decision the judge didn't hold them on bail. the da didn't ask for bail. yesterday we learned that they went to a catholic charity that helps migrants, they got four bus tickets under false names and got on a bus headed to calexico through st. louis. normally we wouldn't even be talking about this but they were released on their own recockney zans, which means police have nothing to arrest them on. the chances of them coming back for their trial date when they get on a bus and cross the street for the mexican border is probably unlikely. that stirred a lot of controversy about the criminal justice reform and the assault on the police officers. >> it's also fascinating what we're hearing from officials. i want to play what governor hochul said. >> get them all and send them back. you don't touch our police
