john peters: we decided to look at children primarily because we can find them more easily. we can go to schools, and if they're young enough, they don't smoke yet. they don't have hazardous occupations, so that there are some things about them that are amenable to study, maybe not the least of which is-- at least thought by some-- that the growing lung in a young person is more susceptible to the effects of air pollution as well. plus the fact that children spend more time outdoors and they exercise more so that they would be breathing more of the ambient air and when they're exercising, even more. children in the study are periodically tested to determine if there are any long-term effects from air pollution. researchers measure each child's lung development and function in relation to the air quality at home and in school, as well as the outside environment. so if we see an effect, we'll be trying to isolate whether it's caused by particles in the air, or ozone in the air, or a combination of the two, or nitrogen dioxide, or some other pollutant. thus far, three results s

breaking news we're following over the last few minutes, president obama calling house speaker john boehner. petering me now. so, peter, what have you heard? this was pretty brief, correct? >> yeah, this was brief. it took place about 10:45, about an hour ago. what we're experiencing here is that dueling, the competing message between house speaker john boehner's camp and the white house. we heard boehner -- his office saying the president had called to reiterate the fact that the president would not negotiate on government funding bill or the debt limit being increased right now. the white house is pushing back against that. again, the white house just putting out this statement a short time ago saying that in this call they repeated what the president told john boehner during their meeting at the white house last week, saying the president is in fact willing to negotiate with republicans but only after the threat of government shutdown and default have been removed. suffice it to say we're pretty much back where we started throughout the course of this thing as we barrel toward that debt limit,

dagen: peter, john boehner says the house speaker we will pass a temporary extension of the debt ceilingember 22nd. of budget negotiations can start will the white house sign on to this do you think? >> the white house is saying in its statement just released a little bit ago as news of this was coming out it was a clean increase in the debt ceiling, continues to fight for clean increase, clean budget resolution without condition. the republicans appear to be attaching conditions which is let's get to the negotiating table to start to hammer out a longer-term budget deal. part of the strategy appears to be the white house getting behind the senate democrat increase in the debt ceiling, 1-year increase that would be clean and that would bounce over to the house where john boehner said this week there aren't votes to pass it. so the white house appears to be trying to corner john boehner and get the senate to pass its bill, pick off some republican senators or even moderates and send that to the house as his game continues. connell: one more piece of reporting from rich before we get to th

republicans who may be spent years to writing as these radicals and extremists, people like peter king or johnoehner are michele bachmann, all of whom had very vigorously defended president obama's spying program -- does that give them any positive all about what the real value or purpose of these spying programs are? what peter king is essentially telling the world as they ought to be grateful that the united states government is invading the privacy of their citizens by the millions and intercepting the communications data. i think that messages resonating quite poorly around the world. this is not 1982 where the u.s. can simply dictate and realistically to the rest of the world what it ought to be grateful for and have the rest of the world except it with reverence. it is much different world. i think peter king lives in the age that no longer really exists. look, this is the claim that uses power faction whenever they engage in mass surveillance, which is they try to tell the population -- don't worry, we're doing this because we love you and want to protect you. this is for your own good.

it's not just peter king. it's john boehner, eric cantor. they don't want to be here and they lost and it's never been clear why they lost or how they win to get back out of that. >> the things that people are being discussed, it seems to me like the trickier sequences that allows both sides to kind of save face, not that i think the republicans should be given an opportunity to save face because they got themselves into this mess, but they're going to pass something and then negotiations quickly after. >> there needs to be some quantum resolution. it needs to be, it looks like it will be concessions in on the one hand republicans are sable to say i think correctly they got through the shutdown, the debt ceiling negotiation. democrats are able to say had nothing wito do with that, they were negotiating over sequestration, other things. the two big components of that, i think in the first -- if you will, medical device tax. and then on the, in some other way after that, some negotiations over how to delay or replace sequestration for a couple

default and default is default, we have to raise the debt ceiling, i would put john boehner on that list, i think. >> peter as far as -- i'm not advocating we go back october 17th and use this backup plan. i'm saying it is possible to pay the bond holders so you don't have a technical default and haven't violated the covenantses and bonds. however, the notion that the united states is another argentina is absolutely ludicrous. we have a capacity to print the dollars that are necessary to ultimately service the debt. and nobody honestly thinks that 90 days from now u.s. debt is not going to be serviceable the way it is for greek debtor the way it was with argentina and so forth. we are in a different position. the treasury report is not developful this this situation because it looks at the last shutdown. we have never pierced a debt ceiling quite in this way. and faced -- >> i think that's the point. it's very dangerous and uncharted territory. >> absolutely dangerous. >> we've been hard on you, peter, we'll let you have the last word and maybe we'll see you when the shutdown is over and the job numbers fi

peters. jeremy, this is not an opinion. let's talk fact right now from everyone you have talked to and everyone i have talked to, does it not seem to you that johnday and a clean debt ceiling increase with republicans and all the democrats? >> i talked to the democrats and republicans yesterday who were bewildered by what boehner said. the way peter king put it, there 50 to 75 republican votes for this. peter king has been one of the republicans who has been counted. he thinks there will be 150 republican votes if this were a secret ballot. that shows the appetite to get up out of this jam on the republican side of the aisle. john boehner's comments were interesting. what he was saying was okay, the far right conservative members of my conference and all the people that the world has been telling me to throw under the bus, i'm not going to do that. that contributed to an overwhelming sense of uncertainty and unease about how to get out of this. >> a lot of times when there is a negotiation and you have a very weak hand, you saw the chance of winning that negotiation, but you have to put on a poker face. didn't you suggest watching john boehner p
