joining us now, democratic caucus miniature of the house budget committee, john yarmuth, mr.. >> chairman yarmuth: thanks, chris, good to be with you. >> chris: democratic leaders say that the house will consider this week a bill to fund the government and money for the government runs out a week- rat, september 30th, and also to raise the debt limit, and that's going to be reached sometime about a month from now. will the houseboat to link the two, to combine them so that they vote both to fund the government and raise the debt limit at the same time? >> chairman yarmuth: actually, chris, i don't think that decision has been made yet. we have several options for raising the debt ceiling, which is absolutely mandatory, worried as you mentioned, we've never defaulted on our debt in history. if this is really kind of a ridiculous position to be in. we're the only country in the world that has a debt ceiling that works like this. we've raised it close to 100 times over the 104 years it's been in existence and we ought to do away with it, but the position that republicans come up

and now recognize my friend, chairman john yarmuth. mr. yarmuth: thank you, zoe. proud to stand here today with my colleagues and particularly, chairman schiff, thanking him for his leadership on this effort. i'm here to talk about a variation on a theme, the theme is that over the years executive overreach has thwarted the will of the people as expressed through congress and particularly with regard to budgetary matters. one of the fundamental principles of the constitution, when they established a system of checks and balances, was that the founding fathers gave congress the power of the purse. congress decides how to spend the people's money. but over the years, that power has been eroded by executive overreach. and it didn't start with donald trump. as many of my colleagues have said. as a matter of fact, this was a problem recognized back in 1974 when congress passed the impoundment control act which basically said it's not -- it's against the law for the executive branch to spend less money or to divert money from the purposes that the congress dictated. and

he said his legislation with john yarmuth would say -- the responsibility for the debt ceiling -- lifting the debt ceiling rests with the secretary of the treasury. and that person, she, in this case, would have the authority to lift the debt ceiling. congress would have the authority to reject that. but that would require an act of congress and a signature from the president of the united states. there are others who -- jerry nadler wants to have a coin, a $1 trillion coin. that doesn't require congressional action. we talked about an array of things. that's -- right now, we have to raise the debt ceiling. one more question. reporter: are you disappointed you have to -- that it's taking longer than you thought it would be? speaker pelosi: i thought we were on a path. everybody said, well, you said you were going to do this. yeah, we had a commitment. we were on a path with a number, $3.5 trillion. and that's how we wrote our bills. all of our committees of jurisdiction participated in writing their bills on saturday, and everybody worked on schedule. that's what i was so excited about. e
