and now recognize my friend, chairman john yarmuth. mr. yarmuth: thank you, zoe. proud to stand here today with my colleagues and particularly, chairman schiff, thanking him for his leadership on this effort. i'm here to talk about a variation on a theme, the theme is that over the years executive overreach has thwarted the will of the people as expressed through congress and particularly with regard to budgetary matters. one of the fundamental principles of the constitution, when they established a system of checks and balances, was that the founding fathers gave congress the power of the purse. congress decides how to spend the people's money. but over the years, that power has been eroded by executive overreach. and it didn't start with donald trump. as many of my colleagues have said. as a matter of fact, this was a problem recognized back in 1974 when congress passed the impoundment control act which basically said it's not -- it's against the law for the executive branch to spend less money or to divert money from the purposes that the congress dictated. and
