jon: look, i think we inside the u.s. government have always maintained a very constructive relationship with the expert community outside the government, some of whom have had previous government service and others who have studied these issues over the years. that exchange of theories has always, i think, been a useful in every administration which i served. and that will continue as long as there are experts willing to engage us and should continue because it's of great benefit for those inside the government. through the public at large, i think one challenge is there was a period in american life where these issues were at the very top of the agenda of public interest. i'm not sure you can still say that. i'm not a pollster or someone who makes decisions of foreign policy based on exactly what public opinion surveys say. that said, i think if people are concerned about these issues, do place them on the list of things which they vote and speak out about them, that will raise up the agenda of people in washington and
