for more on this, i spoke to our north america editor jon sopel a short time ago. what is the practical effect of the u.s. designating north korea a state sponsor of terrorism beyond more sanctions, which we understand will be largely symbolic compared to what is already in place? jon: i think you go back to 2008, and there was a clear belief that progress was being made with north korea, and so they came off the state sponsor of terrorism list. it is a clear sign today that the present incumbent at the white house believes that no progress is being made, and maybe we should see this as part of his policy of exerting maximum pressure on north korea, and maybe we judge it not in terms of america's past stance towards north korea -- after all, it is a country already with a huge amount of sanctions against it -- but the impact it might have on third-party countries, countries that trade with america and countries that might also trade with north korea. them more wary?
