jonathan: i'm jonathan elias. there are tropical winds through the area. this is an angry ocean. if visibility is cut down because the rain is coming down in sheets. while folks are weathering the storm they were concerned about hurricane joaquin. it would be a two-punch they didn't need. all the rain we have had is causing problems. not here but back bay where the inlet is. brad bell has been spending most of the day there and no problem finding flooding. he joins us live. brad? prad: it's not just the rain. what it is, that wind is pushing the water up along the islands. we are heading to low tide and i can see that the water has gone down some. but what is concerning is it is still here as we approach low side. susan has seen it before. >> i feel bad for some of the people here. i know a lot of cars need to get up to higher ground. brad: at noon, high tide. back bay inundating neighborhood. >> you can see the by bay spilling on the street. nowhere to go. it's coming on top of us. brad: unrelenting wind pounds the ocean side of the resort. the beach now closed. you can see why.

jonathan elias is in the newsroom. what is going on now? jonathan: we have a lot more information about what happened and how the bus ended up, upside down. we are getting in video about what happened here. the 28 students were on the bus at the time. it flipped over because another student trying to race the bus at an intersection trying to get in front of it, failed. hit the bus. bus flipped over. 28 kids on board were hurt. we're told none of the injuries are life-threatening but all the kids were taken to the hospital. this is being investigated by the caroline county sheriff department. they say it was a student driving the s.u.v. that tried to beat the bus at an intersection. that did not go so well. the collision happened near route 207 in caroline county. just outside of the high school. if we get more information we'll pass it along. for now from the breaking news desk in the newsroom, i'm jonathan elias. back to you. alison: thank you. still to come, a big high school matchup tonight. we'll take you there live in sports. leon: that

jonathan elias is there. what you finding on the surf? reporter: this is more than a gusty breeze.g some serious sustained winds. the surf has really kicked up. the winds are coming down from the north. you can really feel it. it is bone chilling when it goes through you. this is the nor'easter on ocean city and they have issues in the back bay that we will talk about in a bit. this storm is coming through and they are expecting 3-5 inches. that is one thing. and you have joaquin that is blowing up in the east. even if it does not make landfall, just the outer bands would be enough to kick up more rain. that is the last thing they need in ocean city. all along the eastern seaboard they are preparing. in alexandria for instance, they have seen flooding there before. it sure does not make it any easier knowing you are getting this much rain and more on the way. states of emergency have been declared. the governor of virginia says his state is ready and he is encouraging everybody in his state to also be prepared. that includes some of these guys out here. like everybody else in alexa
