marijuana collectors in san jose. he's the one that collected thousands of signatures. the city has been living with these pot businesses the for very few rules and little oversight, but some of the businesses do pay taxes. a city spokesperson says they estimate there are about 80 collectives that distribute medical marijuana and the city is now looking for specific zoning districts and parcels where they could be located, away from places like schools and day cares and parks, only allowing them in certain districts. also looking at where plants could be cultivated. advocates say what it amounts to in the stiffest form is that they would go out of business. they say they do agree with some points, disagree with others. but they say the operational rules being discussed just won't work. >> it also doesn't allow us to do cash transactions. cash transactions are necessary, because we have been denied banking services by the federal government. so some of those operating standards like that just make it impossible for us
