let's talk about july. what's the catalyst for a pickup in the market? >> well, from an economic standpoint the economy has been relatively shruggish. fourth quarter was barely positive. to some degree hurricane sandy has been taking half a percent or so out of growth. as we get into the spring months that will result in an economic pick up based upon the rebuilding. we think a lot of the noise relating to washington is starting to fade, the fiscal cliff, sequester, the debt ceiling, all of those issues seem to be moving out later into the year. so as a result the impediments that were slowing the economy down over the last couple of quarters we think will result in better economic growth. the equity market is starting to sense that. i think to some degree that is some of the reasons why the markets ignored washington and ignored sandy so far this year and is up 10% or so. >> that is why you have such a bullish forecast for the s&p. you are calling for it to end the year at 16.60. it is all going to play out pretty strongly. >> we think corporate earning

a one-day strike by workers last july. the people who man the counters and keep the files and so on. you know, they took a 5% pay cut that was imposed at the start of the new fiscal year. the management says they do not have the money. we don't have the money coming from the state to be able to cover this stuff. >> you know, remember a few years back, her predecessor ron george tried to implement a computer system to link all 58 counties and the cost was several hundred million dollars. that ballooned to $2 billion. they canceled that now. are from cases of that of mismanagement and money wasted that makes their case less sympathetic? >> that did not come out of the same pot as trial operations, but it was a huge deal. the centralized computer system that never was and may never been. >> after spending $500 million on it. >> and court construction projects are frozen everywhere because the money in the governor's budget has running the trial operations is essentially $200 million that will be pulled out of construction fun
