julie: i'm julie hyman. u.s.quities have recouped their losses, and are on pace for the best week in five years. at the moment. at one point, it was as much as 2011. if you look at the next, it has come back down to below -- or should i say right around 20. still up on the day, but at that 20. how long can this relative calm last? joining us with more is lori cal guests, and her end of the year pro target is -- seeut she does seem sustained higher volatility is a risk to that. talk about the outlook for volatility. are we in a new volatility regime? >> we have to get used to a little bit more volatility than we have had in the past. i would expect to see traditional spikes in the vix this year, and 25 is the threshold you have to watch. going back over time. if the average level of the mix for a given year is above 25, markets do not go up. if you stay above that, you tend to see pretty solid gains. the question is will the volatility be sustained at the high level? we think you will see more ups and downs. rates

julie: all right. is that if you make payments like this available, that will disincentivize people to work. what did the alaska experienced show? what did it prove? damon: we know from previous research that if you give someone a lot of repayment, it will make them less likely to work, but the question with alaska is what happens when you pay everyone at the same time? so we looked at alaska before and after the introduction of the permanent fund dividend. what we found was there was not much of an effect at all on the likelihood that someone would be employed. what we think is going on is that even though this money may make people more likely to exit work with it is another factor, which is that when people have more money in their pockets, they tend to spend it. that the economy and offsets this other effect. so no companies would like to hire more people. what we found in alaska is when it comes to employment, this basically cancels out. joe: how confident are you that an annual payment of around

let's go to julie hyman. julie: things have been changing very rapidly. the s&p 500 index has seen very little change. i want to bring up the index of small caps. around, as bouncing has the rest of the market. if you look at the s&p 500 index, the range has been tightening up to some extent. swings,eeing wider yesterday the swing in the s&p 500 index sold as much as a .5% before closing just off the low. the swing is something like 3.25%. we are seeing a pretty wide range for that index. the volatility in the s&p 500 index -- let's take a look at a chart that illustrates this. of the the volatility russell versus the volatility of the s&p 500 index. drop in theg russell volatility versus the which illustrates that some of what has been going on has been driven by short volatility product centered in the vix. very specific , theny is with the cbo operator and owner of the vix. some of these products are now getting shut down or at least one short including vix product saying it is closing and will offer redemption. cboe is the worst-performing stock in th

it is time for options insight with julie hyman. julie: thanks.y is kevin kelly, managing partner at benchmark investments. we're talking retail. macy's came out with her intended better than estimated, which is a surprise. were you surprised by the strength in numbers? surprised by the strength in numbers and more surprised by the guidance going forward. they are beating consensus across the board by significant amount. when you look at the retail space, i want to see what was happening and i looked at the xrt, and s&p 500 retail etf. it has the broad-based, and the constituent more than 1.5%, and it was pretty much down. in the options market you saw a lot more -- 2.5 times the amount of puts versus calls. on a day that macy's beats guidance it was perplexing. julie: it is interesting. you have some retail movers like autozone and i do not know if they are in the etf -- kevin: they are. they are. julie: maybe that is part of the issue. do you extrapolate for macy's and the rest of retail? we are at the beginning of earnings season for retailers
