let's go back to julie tsirkin with the latest.you know, congress failed to pass police reform laws in the past, we've seen it tried mid attempted multiple times. is there any legitimate reason to believe that they are capable of actually doing something now? t >> you know, katie i will be brutally honest, because i think this moment deserves it. in congress, everything is about momentum and timing. and i covered those last round of police reform talks in 2021, and when they fell apart in the september of that year, it was kind of a shock to all of us, because look, there were good faith efforts between senators tim scott, the republican from south carolina, and senator cory booker, the democrat from new jersey, who were leading these talks at the time. they were the only two black men here in the senate, and ultimately talks fell apart over the issue of qualified immunity, and that is because all of those unions that -- was talking about gun involved, and of course their voices were something that particular republican members wan

. >> throwing me right now is congressional correspondent julie tsirkin. julie, what happened with matt gaetz and these holdouts to finally change their minds? >> well, remember, voting here takes place alphabetically. it was actually laurin boebert who went before gaetz, and my sources told me she actually was supposed to vote yes, then paving the way for just a few of them to vote presents. just, securing mccarthy the speakership with that move. but with her voting present that first time around, that kind of is where things started to get tricky. it was a little bit confusing. leadership really thought they had it down, that one vote, then, they went back in that dramatic adjournment non-adjournment to finally all six of the holdouts voting present. this was a strategy they had agreed upon, both leadership earlier on in the day, matt gaetz, lauren boebert were on fox news just for that ten a.m. vote began, really not giving much away in terms of how they will vote. they wanted to keep it a surprise. also, that dramatic phone call, the picture of marjorie

joining me now, nbc news capitol hill correspondent, julie tsirkin. come back and, thank you for being in with us. house republican set to be organizing a contingency plan for dealing with the debt limit. what can you tell us about this and how congress is preparing for this critical moment? >> well, cory, first let's take a step back in and make sure our viewers understand what the debt limit is because the money that congress already appropriated, excuse me, the debt limit is what money congress already appropriated. so, essentially, not lifting that debt limit once it's reached, once it's emergency measures are exhausted in june would mean that at least 20% or so of those programs that congress already funded would have to be cut. now, who decides who makes those cuts if republicans, especially in the house, stick by their guns and don't help democrats, don't provide any votes in raising this debt ceiling once the government hits that catastrophic point, which janet yellen predicts will be in june? i want you to take a listen to what chip roy had to

he is now back at the capitol today, nbc news congressional correspondent julie tsirkin, chasing him down to get a word in edgewise, julie, what did mccarthy have to say after last night's victory? >> yeah, look, not, much i asked him how he's feeling, because we've all been up here with him here, 24 hours a day, after these 15 speaker ballots carried, out and i asked him, how he's doing after finally securing the speaker gavel. he was walking around, family and friends, showing him his new office space, including offices of his new republican leadership team. take a look at what he had to tell, me or not tell me. >> mister speaker? >> yeah? >> how are you doing? >> [inaudible] >> are you content with the roles passed on monday? do you think we'll have the votes to pass that sir? >> he didn't answer whether he had the votes to pass that rules package on monday. so remember, that's the package that includes those major concessions, mccarthy had to, make to some of the most hard right members of his party, in that house. they include a motion to vacate any member, can essentially call u

let's go on to nbc's julie tsirkin -- who standing by on capitol hill for us. ulie, the republican-led house judiciary committee has big investigation plans. but what are we now hearing from the doj on how much they're going to cooperate? >> yet, jim jordan, the chairman of the house judiciary committee, just launch an official investigation into those classified documents last week. the department of justice is telling him, not so fast. in fact, i want to read you a part of this. they said, in a letter addressed to the chairman, mr. jordan, quote, any oversight requests must be weighed against the departments interest in protecting the integrity of its work. they went on to say, long-standing department policy prevents us from confirming or denying the existence of pending investigations in response to congressional requests. now, they do express a desire for, quote, a productive relationship with the committee, with the other committees investigating and conducting oversight of the federal government, including jordan subcommittee on that judiciary committee t

let's go to nbc's julie tsirkin who is joining us right now. you think we are in from fireworks for moderate republicans? >> definitely, alex. it is not just the moderates. as a part of these concessions that mccarthy made they are going to lose potential funding for defense which senate republicans -- mcconnell touting that in his last on the package that they passed. that is going to have potential implications on that. when i play these two bites from two different lawmakers you're going to hear from one of them, tony gonzales. a naval veteran. he was an officer in the navy. he actually represents el paso. a republican. and nancy gave, a moderate from south carolina who wants protection for abortion even though she is pro-life. keep that in mind. they are different, they are both considering voting against this rules package. watch. >> the speaker vote is the easiest vote we will take in congress. republicans are much different than democrats. we are not gonna lineup and jump off the cliff. i'm gonna vote against. it there's a difference bet

let's turn now to nbc news capitol hill correspondent julie tsirkin. i'm not gonna ask you to answer that question, that's a matter of opinion for some of our other guests. i want you to ask this one. george santos does seem to be never a violent problem. how is capitol hill reacting to their freshman colleague? >> well, the rest of his freshman class from new york, most republicans who actually flipped democratic held districts, are calling on george santos to resign. they're saying he is unfit for office, and i think a big key to that is the fact that a lot of them did flip democratic held districts, and they know they are going to have to face questions in two years if they don't make the right choice now and call samples to resign. the big missing piece here is that no one in republican leadership in the house, not even at least -- from new york, is calling on him to do the same. you know, reporters have been asking him so many questions to come clean about what he made up these lies and fabrications, including myself this week pressing him if he p

nbc's julie tsirkin is on capitol hill with more. it looks like we are putting two major showdown. what are the expectations going into this big debate? >> good, morning. katie both sides are at a standoff, and that is because democrats, even frankly most republicans in congress, want a clean debt limit bill. then you have that group of republicans, mainly members of the house freedom caucus who made those concessions to the back room deal with kevin mccarthy to get him the speakership they negotiated with him over the death ceiling, saying that in order to get their support and raising the debt ceiling, which he needs, they were the murder the future spending that's been part of that lit. that happened simultaneously. the president as you just heard from ali is traveling, of course. the white house on friday said that he will not negotiate. he wants a clean debt limit raised. that signify with democrats, either. schumer and jeffries over in the house as, well saying they want that clean lip. here's the problem already coming to fruition. you've danielle and making the opening play

nbc's julie tsirkin is live on capitol hill with more. good morning. >> yeah, good morning, katie. look, janet yellen made her claim. now, these house republicans who threatened not to raise the debt ceiling and not deliver any votes to mccarthy for his speakership gavel if he did not go through with their concession are now making their ears, in the form of these plans. i'm told there still under discussion, but this is that chip roy led faction of those deficit hawks in the house freedom caucus who think the government is spending too much money, you don't want to help democrats raise the debt ceiling. this isn't a new issue. we've been in the same position every few years, but this one is more reminiscent of 2011, when then president obama had to deal with an incoming republican class who also proposed some of these same things we are seeing now, such as telling the treasury department to prioritize certain programs over others. we are told right now that discussions have to do with keeping the department of defense, social security, a

let's go now to nbc's julie tsirkin on capitol hill for us, so julie, it is a showdown that is looming over how u.s. is going to continue to pay for the nations bills. what are republicans playing to do to respond to the treasury secretary's warning that congress needs to act fast. >> look, republicans in the house are already coming up with creative solutions if the debt limit is reached. that is in part because a group of them led by jim, what some of those deficit hawks on the freedom caucus ended up doing a secret handshake with mccarthy saying look, if you put a clean bill to lift the debt ceiling which is what most republicans and most democrats want on capitol hill, then we are going to put up a fight. we are not going to let that happen. instead, they want to ensure that if they are going to lift the debt ceiling, that future spending will be slashed, which of course will not fly, especially in the senate. a long senate, democrats don't want that happen. this is gearing up to be a major showdown and one of the important things to remember is that congress is lifting the debt of

executive director of the new york state democratic party, and nbc news congressional correspondent julie tsirkin. welcome, all it is going to be a great panel. i will go to huge really first. after all of what we just saw, particularly analysis report, which so succinctly highlighted all of the points there. what is next? what is on your radar first with this republican led house? >> yes, republican-led house without any rules by which to govern. because they have not pass the rules package yet. that is what they were going to do last night after the speaker vote because of that delay and the kerfuffle we saw with matt gates and the other holdouts. that didn't happen. numbers one home. that is what we are tracking for monday night. s as part of the rules package, are those concessions that mccarthy offered to the holdouts in order to get them to come over and get him to that magic number so that he can finally hold the gavel. you see some of them on your screen. the most important, as ally highlighted, was of course to force a motion to vacate. but that is not in place just yet. meaning, those h

congressional correspondent julie tsirkin is live on capitol hill force this morning. what do we know about this morning? >> yes, good morning to you if i could just read you a piece of the letter to the committee in charge of oversight on this chaired by jim jordan in the house judiciary committee. they said any oversight requests must be weighed against departments interest in protecting the integrity of its work, namely they are talking about those two ongoing documents investigations. both former presidents mishandling of classified documents and president biden's documents that were found in his wilmington home and at the penn biden center over the past few months. now, what department's telling committee is that they are willing to work with you, they're willing to see where they can compromise to see where they can provide some of these documents are requesting, but really this throws a hammer into the investigations and the work that jim jordan and congressman comer's heart of the oversight committee, all of these oversight investigations they are conducting in

us we will begin with, you nbc's julie tsirkin on capitol hill. so republicans, actually, her preparing for a big fight over how to continue paying for the nations bills. how are they responding to treasury secretary pretty gloomy warning? >> well, look, treasury secretary yellen made her opening claim, and now this group of house republicans are making their is. and talking about the chip roy faction of the deficit, on the house freedom caucus in the house, and that is the group of people who actually were able to get some concessions out of mccarthy in order to trade their votes, essentially. in a trade for their support. and the issue, here and this is different from the debt limit fight that we've seen even 2021 when mcconnell, who's the house minority leader in the senate, look, we can't default, we want to come to a compromise here, and that ended up giving solved. this is different because now we have a group of republicans who hold a lot of power and being able to virtually remove or challenge mccarthy's speakership if he does not go along

. >> absolutely, julie tsirkin, thank you so much for staying on top of. that democratic congressman gerry connolly is back with me. just one question sir. given the fact that you are, there you witnessed all the drama of the speaker showdown this week, and while it was somewhat like a reality show for many, is the dysfunction the reality that you expect over the next two years? did kevin mccarthy give up too much to effectively to lead and let me ask, p.j., our director? to put back up the screen there of some of those concessions that kevin mccarthy is made. because specifically i would like you to address the defense spending cuts, to what end? the republicans are the self anointed party of the military. is that defense spending overall? perhaps that which gets siphoned over to ukraine? and no increase to the debt limit sir? how concerned are you that we could default? t? >> kevin mccarthy has been drinking from a poisoned chat-less all week long and has been cutting deals with the far-right in his caucus. we now see he is going to have to drink from a

we want to bring in julie tsirkin.use will are some parallels to big tech, right? congress has been talking about on regulations on for example big tech for years, nothing with teeth has gone into place. what makes us think that crypto regulation is going to be any different? >> because it is bipartisan anger over this issue and it is one of the rare areas of compromise that we're seeing not only bipartisan and bicameral, and in the senate, in addition to the house, a big expansive effort last summer to really address this industry, regulate it, and even figure out who has jurisdiction over crypto. that's a big problem here. when it comes to great lakesing it. and so when you look at this house panel, which is not only the first of this congress, this is the first time any sub committee of any kind has been created to specifically focus on fin-tech and digital assets and what they're planning to do, provide clear rules of road, develop policies and provide best practices and this is under the jurisdiction of the financ
