justin finch joins us from police headquarters to explain how police plan to curtail this violence. justin? >> reporter: hey there, pat. good morning, as the shootings were coming in, some may have noticed they came in without any suspect information. that can be troubling for police who are trying to solve these crimes as they are happening, but they do believe in these cases there could be witnesses, people who saw or heard something, and they're hoping those people will come forward. mapped across the district, a string of shootings, ten people were shot, two killed. >> i was sitting in my house watching tv -- >> reporter: of one of two fatal shootings, the 4400 block of kolff street, a man shot and killed, found debt in a yard of an apartment complex. >> i got nervous. my son had just left, just went outside. i was concerned, because keith do play in that yard up there. >> reporter: several hours the 4800 block of kansas northwest. two men were shot, one died a scene, authorities now looking to neighbors for tips and to stop the violent before it starts. >> these are some of the

news4's justin finch joins us live at council headquarters in rockville with details. justin, good morning. >> reporter: eun, good morning. as mentioned, the measure would give those businesses here in montgomery county time to ease into the new wage, but the final goal, though, is a $15 per hour minimum wage by this time this year 2020. this current proposal is a reworking of past legislation that died earlier this year but still, it will call for a $15 per hour base wage by the year 2020 and as mentioned as well, it will be broken up into increments starting next year under the proposal, small businesses, though, are under a different track. staff sizes of 26 or smaller, they get more time. by 2022 to do all of this. now, the last wage inse executive ike leggitt. he did call for an impact study and here in montgomery county, reaction, we can tell you, is mixed. >> i think it will change it in a very phenomenal way, in a way in which they will be able to provide for their family and live comfortably as opposed to living in a way in which they are very stressed. >> and
