i want to turn now to kacie hunt. you're at the conservative political action conference known as cpac. we've heard from the vice president as well as the head of the nra. what are your big takeaways so far? i heard a lot of this sort of talking points you would expect from the nra, saying the only thing that stops a bad guy with a gun is a good guy with a gun. >> i would say the nra came out swinging here. they have been silent in the wake of this past mass shooting in parkland, as of what's become typically unfortunately, strategy in the wake of these events. they typically don't say much publicly as, you know, the moment passes through the country and obviously we've seen that in this case the students in parkland have kept the focus on this issue throughout the past week. in a very emotional way. so wayne la pierre, who has been in this position for a very long time and has fought many battles around gun regulation over the years, took to the stage here with a message that has become familiar, take a look. >> the

let me go to kacie hunt. you're host of kacie dc on sundays. did the president's words have any impact any more? is there chaos on capitol hill? will it happen? or are people ignoring his words today? >> i'm going to go with the latter of the two, chuck. it is all basically just noise. they have learned the hard way, multiple times, republicans first, followed by "chuck and nancy." the president will say something publicly or in a one-on-one meeting and immediately his staff says something else. i think they need to learn to continue to function properly. there is no sense that a shut down is in the offing. you're correct that chuck schumer and democrats on the senate side have separated this out. they said they're very close to a major budget caps deal that will set the defense budget. so it is significant that they are saying okay we're doing this without immigration -- >> but let me ask you this, why would they change their tune here if the president is sending a message that he will shut down the deal if he wants, aren't they going to say c

we'll get to kacie hunt who was in that roam who questioned the house speaker. but before we do, michael steel, james peters is here with us. he talked about feeling very troubled by what he saw. i think this is very interesting, the house has passed this bill to strengthen background checks. the laws to enforce a law. it was linked to a democrat called a poison kill. the senate may just consider the background check part. paul ryan said, we'll cross that bridge when we come to us. >> yeah, it's a bridge and i guess we got to across it. i'm sitting and listening to the speaker and i'm thinking to myself, we are a long way from columbine and fog's really changed. the same answers have been put on the table, we need to look at the same thing with law enforcement and community. >> and cultural, it was the same thing. it was a sudden discussions about video games and are they too bad or are movies too bad. >> but the subject whether teachers and other personnel should have a gun. there have been studies down on this right, it's not clear that if more people have gun

nbc news capitol hill correspondent kacie hunt is joining us from her perch on the hill.n this bill? is it likely -- sounds like it's going to get through the house. does it make it through the senate right now as we approach a deadline barely 48 hours away from potential government shutdown. >> i think the first and most important thing to note here is unlike when we went through this a couple of weeks ago, there doesn't seem to be much of an appetite for a government shutdown. you had people clamoring in the senate particularly for that last time around and now the focus is figuring out how to avert that. the challenge is that there doesn't seem to be great or obvious plan in place to do it, so there is some scrambling going on to try to figure that out. the house is planning to vote tonight to pass this continuing resolution. it would fund the government through march 23. it would provide a year of defense spending and two years for community health centers. it's that year of defense department funding that is potentially the problem. because the senate, senate democra

nbc's kacie hunt joining me now from capitol hill.ys it's the last chance but they have a little bit of a window here, right, especially given the fact that the courts have allowed for these dreamers to stay for an extended period of time, unless anything changes here. there was a contentious moment last hour on the senate floor. tell us exactly what happened there. >> well, peter, the issue is senator mitch mcconnell, the republican leader, is essentially saying that senators have this week and only this week to come up with a plan. that he would allow this open-ended process. that is what has started playing out. and the tricky thing and part of the reason why there is not usually an open process on the senate floor is that it can make for difficult, politically difficult votes. because people can put amendments up on anything they want to and that can set up a future campaign ad for the other side. we saw some of this play out on the floor when there was an amendment brought up about sanctuary cities and chuck schumer stopped, inte

nbc's kacie hunt is live on the hill. kacie, was this all just theater or were there consequences here? >> the consequences for the government were relatively minor here, stephanie. there were agencies looking to put contingency plans in place in the event of a more prolonged shutdown but at the end of the day, this only lasted for a handful of hours. the government can, in fact, continue its normal operations through that. we knew the white house was going to sign this bill after it was passed just after 5:00 this morning. the president of course ultimately signing the bill. this was really a show by senator rand paul. he made a very public point, this would not have happened, we would not have had a couple of hours of a shutdown government if he had not decided that he was going to object and insist this whole package was fiscally irresponsible. >> are lawmakers calling this thing a win? >> i think for the most part the sense is this is another thing that, quite frankly, doesn't make congress look very good. i think ther

nbc's kacie hunt following the developments.rstand from your producer that just now mcconnell tried to open the debate with his plan and others and then schumer j e objected, he needed everyone's assent to get the debate opened because the plan does not include so far any relief for sanctuary cities. are we back to square one? or is this just a little blip? >> i would characterize this as a blip in the road from what we know now, andrea. the proposal was just about sanctuary cities and democrats are essentially arguing this has nothing to do -- or rather doesn't include a daca proposal. so schumer, senator schumer, objected to that. as you point out, they would have needed all 100 senators to move up this timetable and get things under way here. this of course is the potential problem with this open floor taking a vote just on sank rsan city, potentially a big problem for democrats in a campaign year. the upshot here, we haven't yet gotten into the meat of the debate but we're seeing signs of how it could play out for the next c

starting with nbc's kacie hunt, on the hill. let's start with a bill that seems to have the best chance of going somewhere, the one that's supposed to fix nics. can this bill pass? >> it has overwhelming support, bipartisan co-sponsors, mitch mcconnell, chris murphy, all on this bill. and it was something that had been kind of sitting on the sidelines, frankly, while they added support to it. it came up in the wake of the sunderland springs shooting. then we saw the tragic shooting in parkland. that became the focus of discussion. and what's happened since then is that democrats are now arguing that, look, this can't be the entirety of our debate about guns. this bill doesn't go far enough. so chuck schumer went on the senate floor and suggested that he wouldn't allow it to move to the floor because it really doesn't capture or wouldn't have fixed what went wrong in parkland. he urged a broader debate about other types of gun legislation that might -- that many of these students are advocating for. things like raising the age to
