kaitlan collins is live for us at the white house. can you walk us through what the white house is thinking in terms of telling everybody to go back to work by easter? >> reporter: well they have the meeting with the coronavirus task force on sunday and that is when the president made clear he wants to lift the guidelines starting next week when they expire. what that is going to look like is the question here. because the health experts warn if you send too many people back to work or too many people go to events, the number of cases in the u.s. is going to spike. so what they are trying to do right now is come up with a compromise to present to the president. one that they hope will reopen the economy, restart the economy, and also that could keep americans safe and not get too many people sick by spiking the number here. so they're considering a phase potentially, maybe sending people who are younger than 40 back to work and then gradually returning people older than that back to work. they're also considering lifting the federal g

cnn's kaitlan collins is at the white house. kaitlan, it's start with the defense production act.t are you learning, what might this mean? >> reporter: jake, this is notable. for weeks we've hearn these confusing statements from the president over whether or not he had actually used the federal powers he had granted to him by signing the defense production act. he would say publicly that he had used it and then aides would later tell us no, weld r, we ac have not used it to compel companies to make any of these needed medical supplies. but now we have an official statement and the white house that the president has used it. it's notable the situation he's using it in. from the statement they say that basically they are granting using the authority that they have, that general motors must accept, perform, and prioritize federal contracts for ventilators. the president says in his statement, our negotiations with gm regarding its ability to supply ventilators have been productive but the fight is too urgent to allow this give and take to go on, and says more blunt, gm was wasting ti

i want to bring in kaitlan collins. there's an effort to classify counties based on risk. tell us about that. >> reporter: this is a new letter from the president to all governors in the states after a call earlier today and it really talks about what their administration is going through. obviously, talks about what has been one of the main topics this week, the president's desire to reassess the guidelines he issued on social distancing and there's one graph here that's really important, brianna, i want to focus on that to you, where the president said they envision, because they have expanded testing capabilities that will quickly enable them to publish criteria to have robust surveillance testing which allows us to monitor the spread of the virus throughout the country and under that data, they want to be able to suggest guidelines, categorizing counties as high risk, medium risk and low risk. they would essentially use those guidelines to determine what life looks like for people living in those areas, because that's something the president has been pushing, reopening

let's go live to kaitlan collins near the white house. and kaitlan, it was the president who first suggesting something nefarious may be happening to the medical supplies at hospitals. >> reporter: yeah, it was a comment that raised eyebrows yesterday when the president was calling out a hospital in new york talking about the recent demand that have skyrocketed for masks given the fact that we are going through a pandemic. and brooke, to respond to that, we asked for details, white house officials point to the comments that the governor made that there was theft at the hospitals of the crucially needed supplies but did not say it was near the level the president was implying yesterday. so today he was asked about the claim yesterday hinting that something nefarious was happening with the disappearance of the masks and this is now new york governor andrew cuomo responded to that. >> i don't know what that means. i don't know what he's trying to say. if he wants to make an accusation, then let him make an accusation. but i don't know what he

cnn white house correspondent kaitlan collins. kaitlan, good to see you. thank you so much. i saw some big social distancing there at the -- in the briefing room. so i'm glad you guys are doing that. let's talk about what the president says. he says things might get worse in this country, and yet he is itching to scale back social distancing. what is the latest here? >> yeah. that's what's so interesting. he said he agreed with the surgeon general's assessment it's going to get worse this week before it gets better. and of course the deadline when they are going to be making this decision is a week from today. that's when they are going to be deciding whether they are going to move forward with these guidelines. the president made pretty clear repeatedly that he is leaning toward easing them. he also admitted none of the doctors on his team have endorsed that idea. he said they've discussed it. he thinks they're okay with it but he made pretty clear it's not something they have pushed for. we know privately behind the scenes, that is not something dr. fauci and others have s
