kate kate meets he regularly with the shelter providers to look at needs of the clients who the shelter have expressed a concern in they're not able to care for themselves they're fragile and there's a need for them to be move forward we've agreed to work on a plan i do know the department of public health will speak to that but their enabling more mental health nurses at the shelter to help us in p in delicate situation that's our pay attention i'm happy to answer any questions you may have. >> thank you very much ms. crumb and thank you, mr. walton just a couple of questions in terms of the when - what happens if someone is not able to take care of them and the shelter can't address their needs how is that individual usually handled. >> i know that scott talks regularly with the shelters so i'm going to ask him to provide an answer to that question. >> thank you very much. >> good afternoon supervisors the rule itself was about the ability to end a recess evacuates the shelters work closely with the nurse sport and the behavior roving team that supports shelters to try to address the issues in many case because of the alternative to call 9-1-1 they get returned to the hospital it's not an effective electrocution u solution but when a client can't move out of bed and the shelter staff are not trained to do that that's the solution that happens but what happens when those clients are identified there's a great deal of communication between the shelter provider and others often the hospital to try to determine what the solution is we want to avoid the client being asked at the hospital and they're saying the shelter and they get returned back to the shelter we work with the in home services their hours are limited and not twenty-four hour a day so the clients may have problems outside of a caregiver. >> i do want to appreciate mr. walton and ms. crumb for the work they do they've been responsive to those concerns do you have a sense of what should happen what's the ideal situation in this case so the client is not returned to the hospital not an ongoing cycle. >> i don't think that's a question the h f a can answer we work closely with the care of nurse maybe she can offer a response kate. >> (laughter). >> you're on the hot seat (laughter). >> so the question is what do we do when people go the the hospital. >> what's the ideal what's the outcome you want to see given right now it is sort of an ongoing cycle. >> it's complicated and each case is very complicated every time i get a referral for someone that can't take care of themselves that 3 involves a lot of parties not ideal for people to be 9-1-1ed out to the emergency room without someone on the other end advocating the emergency rooms are to treat trauma for instance if you have a chronic issue and you're in the er you're not going to walk out you you'll be attached

kate bilo live in swedesboro, new jersey. hi kate. >> reporter: hi, kathy. as you can we know we've dell so many times this year with snow rain loon heff vo wet snowflakes that tend to melt on contact. we have the opposite situation here tonight. the number one factor in this storm is the cold. take look at our temperature here on the cbs3 mobile weather lab. sitting at 14.4 degrees and kind of a range you look for had you're looking for the best snow growth. looking for a range of minus 12 to minus 18 that's where you get the light fluffy snow that's exactly what we're seeing in swedes borough tonight. we'll zoom in as the bands of snow begin to develop over delaware, new jersey and steady band into southeastern pennsylvania as well. we're right on kings highway in swedesboro at the mommy and we're looking at these relatively high snow ratios on normal storm we talk about a 10 to one snow ratio. basically saying for each inch of water you have in the atmosphere you can get 10-inches of snow tom night we're looking at a lighter fluffier snow 20 to one ratios outside and that's why we'll see the snow pile up so quickly. so coming back here live in swedesboro i don't know if you can appreciate this i'll post a picture on twitter but these perfect little snowflakes dendrite means a branch like structure they look like crystals each one is absolute perfect and these are the kind of snowflakes that really love to pile up many i'm completely geeking out about it. check twitter tour that picture. this is kings highway and as you can see the road is starting to get a little bit dusted with snow here. only seeing it come down at a steady rate for about half hour an to an hour and already piling up quickly. slippery conditions on the sidewalks as well. i just want to show was we're talking about as far as the morning commute that. will be the highest impact with this storm. light to moderate snow still falling. reduced visibility watch for slick and slippery spots. allow yourself extra time early tomorrow morning. reporting live in swedesboro new jersey, kate bilo cbs3 "eyewitness news". >> perfect snowflakes. kate, thanks so much. road crews are preparing for a long night. they're hoping to stay ahead of this storm. kate kelly is here with more. kate? lot of people talking about this one. >> this is definitely a big headline today and a big move by a group of four hedge funds to pull their stake in this company to push for change at the board level. ap louisa, ta canna and hg vora with a combine position of 2.1% are backing harry wilson, former leader of the obama administration's task force and restructuring adviser with his own firm as a candidate for gm's board this season. they're pushing for a share buyback of $8 billion which would be in addition to a quarterly dividend raised to 36 cents per share for the second quarter. the news has sent shares of gm already a popular hedge fund name soaring and some are saying the proposal makes a world of sense with the stock relatively cheap now could be a good time to buy back shares goes the thinking. kyle bass one of the fund managers behind the push has been arguing for balance sheet improvements to gm for years now. gm for its part is already defending its turf saying it will evaluate the proposals and touting that recent dividend hike and noted in a statement this morning that wilson will collect a percentage of any returns enjoyed by the hedge fund activist if their plan succeeds a detail laid out in the 95 page proposal to the carmaker yesterday. give the picture for the company and high-profile names involved will this be an interesting one to watch and one thing worth noting you don't often see ap loose sa in a proxy fight. i see one actual one attempted literally in the last 20 years. >> many things interesting here. number one, harry wilson, right, he led the restructuring of general motors in the administration on auto task force. hard pressed to find somebody that knows gm inside and out and the balance sheet as well. >> maybe steve ratner. >> ratner there as well. that said, it's still only one person. >> right. >> but it's effective that he can push the company to do what the shareholders would like him do, symbolic given his role in the auto bailout. >> a couple things here. the gm board is 13 people and corporate bylaws are such they could have a 17 member board if the board agrees to make additions. you can add him, change somebody over. it does have symbolic value. the fact that hedge funds got together and made this plan and nominated this person with credibility and history in the industry says a lot. the $8 billion buyback significant. they don't have a buyback program in place. they haven't done a buyback since 2012. while the dividend may be attractive this is a big move to return capital to shareholders. >> it comes down you owns the stock of how much cash do they need on the balance sheet. $25 billion or whatever they ended last year with. >> you can't blame them for being conservative after what they went through and they have a whole union contract situation coming up at the end of the year. issues ahead. i think mary bare ra has done a very good job. the problems at the company weren't under her. she inherited a bunch of problems and she's done a very good job in fixing sales, in fixing sentiment, morale at the company, improving margins and growing and expanding with the product portfolio they have. >> maybe these investors you tell me, katewould agree with everything you said and say that's all fine and good. >> right. >> but it comes down to how much cash they need on the balance sheet. >> is the $8 billion too big a bite? >> i think they're being conservative and just raised the dividend more than -- at the high end of what people expected and she's taking it slow. she has to fix the problems first and then grow the company and then deal with the unions and then maybe she can figure out in addition to the dvd she just boosted in big way buyback. i get there's value here. i just don't know ifs there's that sense of ur again stri activists right here right now. >> kate raises the issue hedge funds grouped together not that that is anything new. there's always these trades like hertz and some other names. >> but this is unique because it's such a large company you have to pull four people to get a meaningful stake and there it's not 4.9%. it's 2.1%. >> yeah. >> so they get together to sort of add to their heft. >> that's

globally in realtime. they operate 24 hours a day 6 days a week in this facility to watch for any fraud or impropriety in financial markets. they're looking for things like high speed trading and they're also looking for old-fashioned fraud like insider trading. they're doing things like background research into the bios of executives of publicly traded companies to see if any of them have incidents of fraud in their background. so much attention on high frequency trading and i asked nasdaq's ed knight what they're doing to focus on high frequency firms. >> in the last three years there had been 15 cases taken against those firms. there have been millions of dollars collected in fines. some of those firms have been removed from the market. on a larger basis, finra and nasdaq together will look at 1,500 different cases in a year. perhaps 10% of those will end up in legal action. but our goal here is to find bad behavior, but it's also to deter bad behavior. >> and guys so much of what they're doing here is about finding the evidence that there might be something suspicious and then forwarding that evidence along to federal regulators like the s.e.c. and also finra and the folks here at nasdaq have told me that a couple of cases that you might have heard of originated with tips that began right here in this room including a $9.5 million fine against new edge usa in 2013 for failing to supervise clients. a $1.15 million fine against hap trading in 2013 for what they call cross product manipulation and also a $2 million fine back in 2009 against citigroup for what they of oil. the exchange rate shocks that they've had obviously which has undermined russia's economic strength, also their medium term prospects. so i have to tell you, the downgrading of russia's sovereign debt is a bit controversial because they don't have that much of it. the issue is that they don't have a lot of dollars coming in like they used to and so they have to really figure out where they're going to -- how they're going to put that cash out into the system. they're going to have to make choices about what kind of debts they're going to roll over. but their actual sovereign kate snow is at the scene for us. kate good morning. >> reporter: good morning, savannah. federal investigators are on the way here now. this is the most deadly accident ever on this railroad. you can see the burned out car behind me. there were more than 600 passengers on board as it slammed into a car stuck on the tracks. a twisted heap of metal and glass is all that remains after it collided with a commuter train from new york city bound for the northern suburbs. as the commuter train traveled north, a black jeep drove on to the tracks and the crossing gates came down and the drive got out to look for damage. she got back in and tried to drive off, but was stuck when the train hit her. the train pushed the suv more than a football field, causing the vehicle to explode in flame and the front car also caught fire and pierced by the third rail. the driver of the suv was kill and so were six passengers aboard the train as the smoke spread through the cars and passengers scrambled to get out. >> i cut my hand and i bashed the glass and we started climbing off. >> people tried to help those in the front car. >> we couldn't get the door open. we were trying to blake the glass to no avail. people in the head car got out and maybe they broke the window or something. >> most rescued themselves and tweeting have now left scene and just top the go home and hug wife and kids. you never know what tomorrow will bring, folks. the last crash was december 2013 when a speeding train cama off the rails on a curb killing four. it was blamed on an engineer with a sleeping disorder. andrew cuomo spoke at the scene of this crash. >> it's a painful reminder how precious life is and sometimes how random it can be. >> as emergency crews worked into the early morning, their lights cast shadows among the grave stones of a cemetery. a fresh tragedy with few answers. governor cuomo said given what he saw last night and the devastation, he is surprised there were not more casualties. this is a train that has come under scrutiny from investigators. they had several accidents over the last few years. >> thank you. debra is the president and ceo of the council and chair of the ntsb. they are beginning their investigation. what is first on the list at the scene? >> they will arrive and begin to gather the perishable evidence and focus on things that might go away in time. they will be gathering recorders and video that might be in the vicinity and talking to eyewitnesss. >> tell me more about the recorders. what will they learn when they start to go through the images. >> with the recorders, generally what they have is recorders that will identify speed and direction and throttle position and braking. if bells or whistles were put off. we might be looking for video, any video footage that might exist at or near the crossing or on board the locomotive. there is a lot of people in the vicinity and we might have witnesses who provide video to the investigative team. >> the fact that that electrified third rail pierced the first car, how far devastation could that have done all by itself? >> we have to look at the mechanics of the crash, certainly the fire was a huge factor when it comes to the time that the passengers had to evacuate. you want to identify all of the causes of accident damage to have more robust and better crash worthy train cars in the future. >> we are not sure what happened to the jeep cherokee but you get to a crossing of a train and you see the lights what do you do? >> you have got to stop and give plenty of time. we see about 2,000 crashes every year that result in about 250 fatalities. this happens too often and unfortunately if cars get on the tracks and the gates come down it's a very dangerous position to be in. you want to make sure before you enter a crossing that you can completely clear the tracks on the other side when there is traffic in the roadway, you have to pay special attention. >> good advice there. thank you very much. >> a devastating passenger plane accident overseas captured on video. watch this. a transasia airways jet plunging into a river in taiwan overnight, triggering a major rescue operation of course. ian, good morning. >> reporter: good morning, sa van a. the latest we hear from taiwan aviation officials is that 23 people are now confirmed dead and 20 still missing. the aircraft wheeling into a taipai river this morning. >> this dash cam video appears to show the last moments of the flight. the character clipping the roadway before crashing in the shallow river below. emergency rescue converged on the partially submerged fuselage and 58 passengers and crew trapped below. debris was scattered nearby. one of the first to be pulled from the plane was a small child, one of two believed to be on board. the 72 turboprop was only nine months old. 31 mainland chinese were among the passengers and it just took off from one of two airports on a short domestic flight. the airplane lost contact in what had been a stormy morning, but it had been clear at the time of take off. local television showed the damage to the overpass. the aircraft appeared to barely miss nearby apartment buildings and it's not clear whether the pilot pilot deliberately steered it into the river to avoid further disaster. this was the second disaster in six months. another crash last july killing 48 people. it's dark now, evening time in taipai and the search is continuing for survivors under floodlights. the river is shallow so they have found the black boxes which should enable them to determine what did go wrong. back to you. >> all right, ian williams. that's just terrifying. thank you very much. >> isis followed through on the threats to murder a captured jordanian pile at. jordan responded by executing two prisoners by releasing a convicted terrorist isis did demanded. richard? >> more on the tragic train accident north of new york city. the latest in a line of instandpoints reich it across the country. jeff rossen has more on that angle. good morning to you. >> reporter: hey, guys. good morning. a feet away from this burned out train car, you can imagine the terror when it slammed into the suv about a football field away and pushed it down the tracks and the suv exploded and that's why you have the burned out train car. maybe you have seen it. a car trying to beat the gates before the trains come. something else you may see is a car getting stuck on the tracks at the exact wrong moment and stalling out or worse yet, the gate is not working properly at all. it happens more often than you think with the crashes caught on tape. right now officials are investigating the deadly crash in upstate new york trying to figure out what went wrong. >> there was a loud bam and once we jumped off on the side there was another explosion. >> it happened before. check out this dramatic video from inside a train crash just outside of orlando last may. that demolished a new sports coupe. the car stalled on a railroad crossing just before the gates came down. the driver got out with seconds to spare. just last month in houston, a mother father and six children escaped when this freight train struck the car and another at a crossing. officers say the conductor sounded the horn several times, but the two cars didn't move in time. in glendale california an suv stuck on the tracks caused this commuter train to derail righting trains on both side of it and killing 11 people. >> i came off the chair and i was tumbling in the aisle way. >> according to the federal railroad administration more than 230 people were killed in nearly 2100 collisions. vehicles stopped on the tracks from mechanical failures to intentional thrill seeking. what if you get stuck on the tracks. you should be aware that trains cannot stop quickly. don't expect them to stop on a dime. get everyone out and immediately off the tracks. leave your possessions in the car. don't take anything with you and once you are out, experts say you should run towards the direction of the on coming train off to the side. it may seem counter intuitive, but you are running away from the collision site and flying debris from your car. back to the site of the accident investigators are o arriving on the scene from the ntsb. one of the first questions will be as we heard earlier, to figure out why this suv was on the tracks and was the crossing working properly. it will be a key question in the investigation. >> so many questions right now. thank you. >> coming up we will do trending and talk about the congressman who just gave his office a downton abby-inspired makeover. he might be in trouble because of it. >> next is it the future of fertility?
