katherine scott is live outside the school district headquarters in spring garden. >> reporter: matt with an 81 million-dollar budget gap there's scenarios how the district of philadelphia will proceed. will the schools start on time. will there be 1300 layoffs. we are expected to get answer from the superintendent this morning. the school district of philadelphia had been counting on 2-dollar a pack cigarette sales tax to get more funding. last month, republican house legislators failed to reach a vote. the governor will advance the district $265 million, but the district already budgeted that money and the superintendent said that won't resolve the deficit. school is supposed to start september 8 and whether it will and what school will look like when it comes to class size and the employees are some of the confess they have. some elected officials call the situation unacceptable. >> the fact that our kids, 200,000 of them, whether they been in charter -- whether they be in charter schools or regular public schools because of some political foolishness going on that they can't cont

katherine scott is live on the scene in love park with the candid interview only you'll see on 6abc. >> reporter: "action news" will track down one of the men you see in the cell phone video who appears to be the main aggressor. he told "action news" he was sorry he did it, but he wishes he could take it back. let's look at the cell phone video. in that video you can see the philadelphia park ranger is beaten and kicked and stompled and spit when the ranger tried to enforce the no skate boarding rule. a pilots man who goes by curtis claims the ranger grabbed his friend, the witnesses say he never threw a punch, but held up his firsts. he did not fight back on purpose, because he worried he would lose his job, several bystanders tried to verbally intervene, but the others ran off. curtis said he would deal with authorities when the time culls. >> i lost my cool who are not from philly. i know i messed up, i know what i did was wrong, but i can't take it back, if i could i would. >> and we are being told that philadelphia park ranger is doing okay, he did have some head injuries, but s

katherine scott has the latest in upper dublin. >> reporter: good morning, tam, the red cross has been called to the scene here. 8 units were in the buildings that was on fire. the red cross is trying to determine how many people need assistance, one person was taken to the hospital with non-life threatening injuries, we don't know her condition at this time. firefighters are on the scene you can see them in the back of the buildings, you can see the damage that remains after the fire this morning. firefighters were called before 2:00 a.m. to the woods apartment complex on the # hundred block of west lincoln drive in ambler upper dublin township. when firefighters arrived they could see the flames from the outside of building. the resident was on the balcony, people could hear her screaming. eventually she went back inside and rescued by firefighters. one man across hall woke up to banging on the door. >> we were sleeping police told us to get out, the building were on fire, we were the opposing unit to where the fire was. from what i could see they are pretty much destroyed in my unit

"action news" reporter katherine scott is live from einstein hospital where the officer is right now the very latest on this breaking news story this morning. hi, katherine. >> reporter: hi, sharrie. i want to start by saying the officer is in stable condition at the hospital. he's from the 15th district, he's a 14 year veteran of the philadelphia police department, he's married. he has a three week old child and his family was here at the hospital with him. as for the suspect, he was pronounced dead earlier this morning and this gun was recovered at the scene. this all happened around 12:45 this morning. the officer and his partner respond d to a radio call for a man with a gun on the 6400 block of ditman street in tacony. they were on their way and they heard the description of the suspect and they remembered seeing him a block back and when they turned around and spotted hum at mcgee and torresdale police say the suspect immediately fired his weapon. the officer and three other officers returned fire. the police then was struck. >>> he was grazed in the head. the police commission

katherine scott is at police headquarters with the details. >> reporter: police believe the victim is 20 years old, arriving at the concert to attend the concert which was there to promote peace when he and the suspect got into an argument. the suspect opened fire. the victim died overnight at the hospital. the search is on the for the suspect. it happened outside the dell music center in fairmont park. the shooting took place a33rd and huntington street. the concert palace on the street -- peace on the street was to let out a half-hour after the shooting. the victim was shot at pointblank range and rushed to the hospital where he later died. >> the motive for the shooting based on on witness accounts is that this victim was involved in a verbal argument that turned into a physical fight possibly over a female. and then the male pulled a gun and shot our victim firing two shots. >> reporter: and the suspect believed to be 17 or 18 years old. witnesses told police he was wearing a black t-shirt and blue jeans and seen getting into a white which chevy impala and gog south on 33rd street
