good morning, katie. >>reporter: that was the policy and services committee and that ordinance was passed last night as we are here at the community center. this parking lot is one of the parking lots issue where cars have camped in the past and i am told by community members that people have camped here overnight. the controversial effort to ban car camping passed last night with a 3-0 vote. one man was absent according to the mercury news. a big crowd showed up and all but two people opposed the proposed ordinance. some people say if we crackdown on car camping where else will they live but they need tools to crack down which can create litter and unsanitary conditions. the ordinance rather would be complaint driven and only apply to public areas, so church organizations which are okay with camping and there are a few in town that support it, they would still be allowed to have those people there camping overnight however it did pass committee and the next step is on for full council for a vote. katie h

katie marzullo is out there. can you hear us? >> the supreme court ruled 5 listen 4 to allow same-sex marriage to resume. the backers of prop 8 never had a legal right or standing to defend the law. you will recall back in 2010 the governor arnold schwarzenegger and attorney general brown refused to defend proposition 8. today's ruling means that the case now reverts back to the 201060 court ruling which says proposition 8 was unconstitutional. >> in a second ruling they overturned the defense of marriage act passed by congress in 2006 restricting federal marriage benefits for same-sex couples and limited interstate marriage recognition to only couples of the opposite sex. >> bart officials are warning riders to be prepared. this morning the transit agency union announced they are a step closer to going on strike as early as monday. abc7 news reporter kira klapper has the latest on the negotiations and backup plans. >> bart employees in two separate unions have authorized a strike but it doesn't mean there will be one. their repr

meanwhile, katie utehs has more. katie. >> reporter: they planned a press conference to announce a new plan to deal with the sideshows. they've not set a time. i spoke with counsel memorial larry reid, he's eager to hear what they have to say because many of these sideshows plague his district. gunfire broke out at a sideshow early saturday morning that left a woman in critical condition and injured two men. people who live here at 106th and macarthur say sideshows are a problem almost every weekend, including larry reid. he said the city and police have curbed the sideshows in the past. now the people involved know the city is short money and police officers. the opd will look to surrounding cities for help. >> in terms of utilizing the existing municipalities that surround oakland and reached out and asked them for help. that's how we were able to address it the last time. i certainly hope the plan is something similar to that. >> reporter: councilmen reid says he fears if the sideshows continue, it may plague deve
