katy zachry is live on the scene this morning.chief about some of the issues fighting this fire overnight. tell us more about that. >> reporter: yeah we said it was pretty challenging considering the stone structure of this building. we'll get to more on that in just a minute. but since the fire is out, it's under control. we are able to move closer to this historic inn that went up in flames around 2:00 this morning. and i am told they are working on just getting rid of some hot spots on the back of the building and up on the roof. you can see some of the guys up on the ladder. but we'll go to pictures we have still pictures that were taken during the height of the fire sent in to nbc 10 by a firefighter who was one of the first on the scene. you can see how aggressive the flames were. firefighters fought it hard. they trucked in water from outside hydrants it was so aggressive and are still working on hot spots. one firefighter received some minor injuries. i'm told he's going to be okay. the mayor was here soon after the fire b

nbc 10's katy zachry is live outside city hall for us this morning where the attorney general kane will appear this morning. hi katy. >> reporter: hi, vai. later this morning in a few hours attorney general kathleen kane will be inside city hall arguing that a judge did not have the authority to appoint a special prosecutor whose grand jury went on to recommend that she be charged with some pretty serious crimes. now that special prosecutor thomas carluccio looked into possible leaks from kane's office. a 12-person jury recommended kane be charged with perjury, obstruction and other offenses. kane's lawyer says there's no legal basis or constitutional grounds for a judge to appoint carluccio with full powers to investigate and prosecute. as her attorney he says she's innocent of illegally disclosing grand jury information, told the truth at all times and the special prosecutor shows bias by ignoring the leaks from his grand jury process presidential to the attorney general. he goes on to describe the attorney general kathleen kane as cautiously hopeful about the case unfolding here the

katy zachry just got to the scene a short time ago. what can you tell us? >> reporter: hi, tracy. just minutes ago i walked onto the scene. this is what is going on behind me. this is the sergeantsville inn. a popular and historic restaurant here in the heart of sergeantsville. you have a number of fire departments here who have been on the scene for more than two hours now. this fire broke out around 2:00 this morning and was raging at the height of it. from what we can tell right now and what we're hearing from firefighters here on the scene, this building is a total loss. they are right now just dousing water, pouring water on the roof area in the second floor area where we saw most of the flames coming from. they are getting rid of the hot spots, trying to put them out, but the fire seems to be out. they are trying to tell if it's under control, but from what i can tell it's under control. there's a lot of white smoke coming from the roof area which is a good indication they are gaining good ground on the fire. dozens of firefighters are here on the scene. as i said this is a

katy zachry is live from the scene. you just talked to the mayor earlier who called this the heart and soul of his town. heartbreaking for him to see. >> reporter: it really is heartbreaking. it's heartbreaking for many of the firefighters who were called in to battle this blaze for two hours as the fire raged. and right now you can see some of those firefighters are still on the roof area. the fire is out and for all intensive purposes they tell me it's under control. but they are breaking through some of the roof and some of that second floor to make sure that there are no more hot spots. we'll go to some of our pictures we had sent in to us from a first responder of the fire at the height of it. these pictures are from around 3:00 a.m. where you can see flames just leapt through the roof. the fire we are told started on the first floor. an alarm inside the restaurant notified the fire department and police that there was a fire underway when they got here. you can see from the pictures what they were up against. so t

nbc 10's katy zachry is live in bucks county where the landfill sits. katy, tell us what's going on. >> reporter: hi, vai. tonight there's a hearing to help decide the fate of the landfill and it's expected to draw dozens of people to this building behind me. people who say they have been sickened by this odor. >> sometimes we come out and it's like you're in the middle of a garbage dump. it's really bad. >> reporter: julie esker is worried about her family's help. they live on riverside drive in florence and face the landfill which over the years has gotten harder to ignore. when you first moved here in 2002, was it an issue or has the odor grown to be an issue? >> it's grown progressively over the years. even how high the mountains are now. >> reporter: she and 40 others in the area filed dozens of complaints with the state environmental protection agency that decides if the landfill that is run by waste management will continue operating beyond late may when the current permit expires. what are some of the things that you are not able to do with this

nbc 10's katy zachry is live along east high street in pottstown. you saw matt's camera there in gloucester county. they're not getting a lot. but in mayfair where monique was, it's starting to come down there. it's been steady for you throughout the morning. >> reporter: we are definitely sending what we had a few hours ago down to philadelphia and then to where matt delucia is. as you can see, the conditions are definitely changing. the snow is lighter. it's coming down a little bit slower than it was. and in terms of it sticking we have about a quarter inch. i've been measureing it. and it's really tapered off over the last hour. i don't know if you can see, but i'm measureing just under a quarter of an inch. that's what we're seeing on most of the surfaces sidewalks, driveways, parking lots, that's where you're seeing the most coating. on the main streets, this is east high street over to my left. we're seeing just the slightest bit of coating, and that's really changed over the last half hour whereas before it was just really -- they had the ru

katy zachry is live for us in fairmont park this morning with what we can expect from the governor's address. katy? >> reporter: hi, chris. that obstacle governor wolf will be speaking to a republican-dominated assembly. now democratic insiders tell us his budget address will be ambitious. you might remember during his campaign he promised to shift the tax burden to the highest earner. this could benefit schools across the state. governor wolf said education is a priority. in fact n a surprise move this weekend, he removed bill green at the philadelphia school reform commission. this came after green voted in favor of charter schools, something the governor did not support. now the governor has promised billions of dollars to schools across the state. we are also hearing his budget address could call for higher sales and income tax. and possibly a reduction in the city wage tax. we will talk more about that coming up in the next half hour. reporting live in center city katy zachry, "nbc 10 news." >>> all right. and of course you can count on nbc 10 for full coverage of the governor's

katy zachry is live in center city now to tell us what is new with this part of the investigation. katy? >> reporter: hi chris. seth williams is expected to announce the new names and charges who were involved in the investigation from less than a year ago. since then he has charged nearly half the state representatives in selling their offices in the undercover sting operations. some of the lawmakers took thousands of dollars from an informant posing as a lobbyist to influence the parking authority. one of the lawmakers went on to introduce the informant to a traffic court judge who has since been indicted as part of the larger investigation. we are hearing that three for representatives will be charged today. coming up we'll hear why kathleen cane decided not to move forward with this case. katy zachry, "nbc 10 news." >>> today lawyers will pick a jury for the trial of an atlantic county woman accused of dismembering her husband and keeping his remains in a closet. investigators believed loretta doyle boroughs stabbed her husband daniel to death in august 2007, hid his remains and

katy zachry is live with more on these crimes. what have you learned there? >> reporter: according to the university's website, one happened on the edge of campus in this area that you're looking at involving a student public safety officer who says that student was walking alone here when he or she was approached by three people in dark clothing asking for money. they struck the student and then ran off. we'll go to a map because a half mile away another similar attack happened over the weekend. this one happened saturday night in the area that appears to be off campus student housing. it happened near east nields street and sharon alley. public safety officers are asking people who live in the area, students as well, if they have any information about the two attacks that happened within the last few days they want it to be reported to both west chester borough police and university police. we'll stay on campus to try to get more information on the alert going out to students. katy zachry "nbc 10 news." >>> polls open in a few hours for a special election i

katy zachry is live with more, what is happening there today? >> reporter: chris, this is what is going on. the landfill's permit to operate expires next month so the department of environmental protection will hear from people who live near the landfill. they will hear from them tonight about whether or not it should continue to operate. now waste management runs the landfill that sits along the water in tullytown. across the river, people in florence new jersey have been complaining to the state about a growing and noxious odor. in fact, last fall the d.o.t. cited an odor for the violation. one woman who lives in florence new jersey says it's not that the quality of life has been issued there but they have medical concerns. >> everybody deals with the same thing that i do with the sinuses and the allergies and the smells and the germs and pollution. and we all keep our windows shut running our air conditioners. >> reporter: you heard from one woman, so how big of an issue is this? we asked how many complaints they have gotten in recent months.

nbc 10's katy zachry is live in center city. and katy this may sound like an unlikely partnership, but in a lot of cases from what you're hearing, it's working. >> reporter: yeah, i'm seeing it definitely is working, rosemary. for most schools it's a constant battle to maintain good enrollment numbers because without that the schools won't get enough teachers or adequate funding. that's where the industry partners program comes in. it pairs successful business leaders from the philadelphia area with public school principals who are trying to improve their school's enrollment and attendance. now, at mastbaum in kensington, they've adopted a more businesslike approach when promoting their school thanks to advice from a local entrepreneur. >> working on a new website. our students and one of our staff members produced a video. we're getting that out there. i think it's telling our story. many people don't know what mastbaum's all about. >> reporter: as you saw from the video, students are a big part of this new businesslike approach

katy zachry is live where attorney general kathleen kane will appear later this morning. tell us about this case katy. >> reporter: this supreme court hearing will take place inside city hall on the fourth floor. we know from the attorney general who told reporters yesterday she'll be present. attorney general kathleen kane will be inside the hearing today. it's going to be one of the first ones heard this morning. her lawyers will argue a judge has no authority to appoint a special prosecutor to investigate her. that special prosecutor investigated alleged leaks from kane's office to a philadelphia newspaper and went on to appoint a 12-person jury recommending kane be charged with perjury, obstruction and other offenses. >> truth is truth. that's what it is. there was no crime committed, there were no documents that were grand jury material leaked. >> reporter: it's important to note that just because those charges have been recommended by that 12-person grand jury that they have not been brought against the attorney general at the time. reporting live in center city katy

nbc 10's katy zachry is live in center city to explain. katy? >> reporter: hi, chris. it's called the industry partners program and we sat down with one of the business leaders and one of the principals involved. now, there are only six schools in the philadelphia school district that boast this partnership. one of them is mastbaum in kensington. it's been through difficult times with declining enrollment and needing to improve their attendance to retain teachers and state funding. so the principal meets monthly with local entrepreneur bob mal to talk business strategy. it all takes, as you can imagine, a pretty businesslike tone. >> you need to think of yourself almost as a private school in the sense of it's about driving enrollment and driving recruitment, driving retention, driving outcomes for the students. >> reporter: now in the next hour, we're working on a story about the principal. you'll hear from him specifically about what business strategy that the school has adopted and how it is already changing things for students there. live in center city katy zachry

katy zachry is live where the fate of the landfill will be a big topic tonight. tell us what's going on there katy. >> reporter: well, tonight's hearing on and there fill is expected to draw dozens of people to the building behind me. i spoke to some of them who say the smell is affecting their quality of life as well as their health. now here's the area we're talking about. take a look at the map, the landfill is operated by waste management that sits on the river in tullytown borough. right across the river is florence new jersey. people there tell my they are plagued by the landfill's noxious foul odor that often intensifies at night and in windy conditions. one woman tells me she's gone to her mountain home more often to get away from the smell. >> i think my sinuses clear up when i go. i breathe better i sleep better. i don't have this nose full of dry stuff. i know it's gross to say that but that's how it manifests. >> reporter: the state department of environmental protection is running tonight's hearing. they will decide if the landfill will continue opera
