kay hagan, the incumbent democrat you see here.n the most recent poll leading by four points the republican challenger tom tillis. we always like to look at the average of all polls because sometimes an individual poll can be a little funky. there's margin of error. there can be some noise in the polling. when you look at the average of all polls in north carolina, what you see, very close race. less than two points. on average when they poll this race, kay hagan leading tillis by less than two points. this is one of those races that republicans think they can catch the democrat at the wire. they think -- they keep talk about the idea of there being a wave in the year 2014. this is one of those states if there is going to be a republican wave, where tillis could wash over kay hag be at the very end, would be a big pickup for republicans. so how do democrats defend against that? what are they counting on to win north carolina? what you're seeing here is this is the map of north carolina. the county map, red, republican, blue, democr

down in north carolina, where we were recently, the senate race, the incumbent, kay hagan is four pointsad, not enough there to guarantee anything against republican thom tillis. it's 45-41. hagan's maintained a slim but steady lead over tillis. polls show that lead widening a bit right now. joining me now robert costa and susan page. put these two races in context. not talking about whether it's going to decide who controls the senate. but it's interesting these two developments. it looks like a good lead for shaheen up in new hampshire where we're going tomorrow morning and where we were recently in nashl and the fact that the clintons are jumping into these races. put it together. >> shaheen is in a stronger position than a lot of democrats because she democrats in as a u.s. senator and former governor. she's been in politics for three decades. and obama's popularity in new hampshire is pretty bad. it's in the 30s, low 40s sometimes. she's been able to eclipse that and still run a strong campaign. down in north carolina, kay hagan has been able to tag thom tillis the republican with a

gloria, it sounds like an unforced error on the part of senator kay hagan. >> look, hagan owned up totainly does not look good for her. i mean, look, we know, dana knows better than most, that senators have to miss things all the time and make choices. >> that's right. >> and that this was rescheduled. this is something that happens constantly. but when you're in the middle of a campaign, somebody can find something like this, point it out, now we're in the middle of a war against isis and it looks terrible for her. >> i think what is fascinating is that this is one example of a narrative like this that is being pushed by both parties across the country and it really speaks to what the heart of the each is in this midterm election, which is that people are, not surprisingly, so done with washington. and this actually surprised me. sources in both parties but primarily democrats, actually, have told me that this poll's off the chart. so when i say "this," it speaks to the voter anger that washington isn't doing anything. so, yes, this is something that -- or i should say our ted barret

there's a bigger problem, north carolina, kay hagan's opponent.upreme court struck down two provisions of the voting rights act a year and a half ago passed out under his supervision out of the house of representatives, the north carolina house, the bill, that gave us this right here. that's tom tillis, his record. that should be on the ballot. >> yeah, and people went democrat in the 2012 election and flipped back, in the 2008 election, i should say. there seem to be an inordinate number of particularly southern women on the ballot. kay hagan, that kentucky race, you've got women running for governor including in the state of texas. it appears to be the year of the southern women. how is that working out for those candidates? is it more difficult to run statewide in the south if you're a woman? >> you can see by the polls. you've listed kay hagan. all of these races were either leading or tied. this was incredible. these are races we never thought we'd be playing in. wendy davis moving into single digits here in texas. in fact, the momentum is on

in north carolina the race remains tight between kay hagan and her gop challenger tom tillis. he has been attacking her record on terror accusing her of skipping a hearing on isis to attend a fund-raiser. on tuesday the senator admitted it was true. >> did you miss any of the meetings specifically for a fund-raiser. >> there was one. and it was scheduled early in the day, and then votes were scheduled, and that hearing then had to be postponed later that day. so, yes, i did miss that one. >> we're going to talk about that. first, bob, i have two questions for you. first, has your october surprise that you predicted happened yesterday? >> it hasn't. >> is it still going to happen? >> it's the secret service. >> ceahe's still making it up. >> most presidents that have a second term when they go for the midterm election that that sixth year, they usually lose. except for bill clinton believe it or not was able to pick up seats but that was partly because they were running against impeachment. the hardest thing to measure that i have learned from you, bob, is turnout in the midter

>> tom tillis, the opponent to kay hagan -- kay hagan is an amazing champion for women, with women's economic and health access -- which are related and tied. she understands that connection. she has been a great person out there. tom tillis -- you may have heard of the motorcycle vagina bill. he has been a supporter of personhood, once to repeal the preventive health benefits that women are taken advantage of in the affordable health care act. of particular record that would roll back some of the gains that women have made. a great contrast there. we get there on the message front. we have been part of the moral mondays that are happening there. being in north carolina -- we say go into -- we have health centers, and action fund on the into fourso we went main counties in north carolina with a turnout that looked like it needed to be shaped and an interesting program that we are doing that no one else is doing. there is a whole theory about turnout called "sexual pressure." the obama campaign used it to get you to vote, and me to get my friend to vote. we have been recording people
