joining me, nbc news senior white house correspondent kelly o'donnell and "washington post" economicser long. good to see you. kelly, this is sort of hard, probably, to quantify, but how much pressure is the administration feeling to address inflation? is there sort of, i guess, strategy to just try to get the messaging right at this point? what, hearing? >> it's two things, really. it's messaging and it's what steps can the president take. and we have seen the president addressing this more directly, talking about the pain that americans are feeling as they're having to put gas in their cars and pay for their groceries. and we are also seeing it tie into the next phase of trying to sell their agenda. part of what we will see is that the president believes that by having the first piece, the infrastructure agenda, that that will flood new money and spending into parts of the economy that will increase jobs. and with jobs comes money in one's pocket, increasing buying power. that will help some americans who will be the recipients of those jobs and communities where that will benefit.

i want to go now to kelly o'donnell, traveling with president biden in massachusetts. here, tell us more about what the vice president had to say. >> reporter: it was very personal. the vice president saying in her statement that she shares in the grief that the parents of ahmaud arbery feel because of his death and the fact that he will be missing at this holiday time. she says the jury rendered its verdict and three defendants were found guilty of murdering him. still we feel the weight of that grief. nothing can bring him back to life. she says he should be alive today and nothing can take away the pain that his parents feel and says i share in that pain. she says that it these verdicts send an important message, but the fact remains that we still have work to do. the vice president says the defense council choses to set a tone that cast the attendance of ministers at the trial as intimidation and dehumanized a black men with racist troves. ahmaud arbery was a son, he was a brother, he was a friend. his life had meaning. we will not forget him. we honor him best by

nbc kelly o'donnell is at the white house. let me set aside for a second the fda commissioner back and forth and what we heard from the president and his cabinet meeting. the plans to move forward once the president signs the infrastructure bill into law. >> a bit of a flashback to his own time as vice president when then president obama appointed him to deal with being sort of the task person in a big legislation piece. and the president wants to have a person inside the white house who will implement the infrastructure sort of the day to day of how is that money being utilized. how are the various decisions being made with all the different agencies involved and it is a huge task. it is an enormous investment. often he says largest in a generation for the various kinds of hard infrastructure plus broad band and more. the president says he will name someone who is currently outside the administration to serve in this role. he said president obama had given him the nickname the sheriff when it comes to, you know, times gone by

>> kelly o'donnell, thank you. so heidi, the president could return home later in this week with deliverables from this climate summit. we could see congress vote on his two big bills later this week. none of that is going to happen in time to help terry mcauliffe. the polling now shows glen youngkin with all the momentum in virginia. what are you hearing from the voters you're talking to in virginia beach? >> i came here to virginia beach because it is a quintessential swing area. biden won this by several points. before that trump won by several points. bottom line, if youngkin is going to win, this is where we're going to feel it. and being here is hard not to feel the cross, the heavy cross winds that are being faced by terry mcauliffe. now, we spoke with a number of voters at a couple of different diners. i'm outside anchor alley where youngkin had a breakfast event earlier. and to a person, garrett, all these voters are republicans and there were much more of them willing to talk than the democrats. wanted to

meantime, nbc's senior white house correspondent kelly o'donnell joins us now. what can you tell us about the plan? >> reporter: hi, steph. good to be with you. president biden is here to show that the u.s. can demonstrate leadership, and this is a part from actions he's waiting congress to do. this is something the administration can do. it deals with trying to deal with methane. methane is one of the most powerful pollutants and deals with the warming of the planet. so steps to curb methane can be one of the fastest ways to reduce some of the effects of climate change. so this is considered very significant. new steps to reduce by about 30% methane emissions over the next decade, and part of what the president is calling for here is a chance to see new steps administered for existing as well as new oil and energy facilities and it's a variety of steps that the president is outlining today, and it's considered some of the most aggressive steps that the president has taken. steph? >> of course we should remember, though, that democrats didn't come together to pa

the first person i was instructed to call on was kelly o'donnell, nbc.t we're so hyper focused on every move that the president makes, especially as it comes to how he handles reporters because we're in the media. do you think voters notice as much about this and care as much about it as people in the media do? >> yeah. i think at these things called polls. and they're very revealing. you have to look beyond overall approval and disapproval which is horrible for the president, mostly in the low 40s, some in the upper 30s. rasmussen found that 27% of likely voters, carley, are very confident that joe biden is physically and mentally up to the job of being president of the united states. imagine, a quarter of the country feels that our president is up for the job physically and mentally. another cbs poll found that the majority of americans don't think the administration has the competence, focus or effectiveness to do the job. the pessimism may stem from the fact that the president conducts himself in a scripted and protected manner. he hasn't done one on

kelly o'donnell, nbc news. >> joining me now for more, hayes brown, writer and editor for msnbc dailyy, hayes, it's awfully good to see you again. it's pretty rare nowadays that we hear public apologies, particularly from these far right figures. what do you make of what lauren boebert said after the initial infraction, if you will? >> so, i mean, if you parse her apology, it's a pretty vague semi-apology. she apologized to anyone who was offended, she doesn't necessarily call out herself for her own remarks, she doesn't apologize to congresswoman omar, her colleague. she says she wants to meet up and have a conversation, which is very nice but places the onus on omar to accept that meeting and look magnanimous, versus coming out and making the apology you need to make and saying why what you said was wrong. this is what we teach our children, you have to acknowledge why what you do is wrong, which she doesn't do here. i'm glad there is enough public pressure and shame in many republicans who actually wanted to issue an apology and move forward on it but it's not exactly "a plus" mate
