but kevin mccarthy gave up, because kevin mccarthy did not want to come back to that room. kevin mccarthy did not want to be in another highly pressurized debt ceiling negotiations again. and so, kevin mccarthy gave president biden two full years on the debt ceiling. that is an outcome that was almost unimaginable even a week ago. and it is the proof once again that to govern is to choose, and the choices are never easy. governing is a job for serious people. there is a certain range of predictability to governing when serious people are involved. bob dole was a serious person. he was a republican leader of the united states senate for 9. 5 years, serving as the minority leader and majority. he never allowed any gamesmanship over the debt ceiling, never. he cooperated with democratic presidents and republican presidents, democratic majority leaders in the senate, to make sure that they could get debt ceiling increases without even requiring a 60 vote threshold in the senate. that is unthinkable today, because the republicans in congress mostly behave like logan roy's spoile
