kim dacey is live with more on the story. good morning. >> the internal investigation into the city fire academy cheating scandal ended in august, and several academy instructors and supervisors face disciplinary action. one instructor was punished for knowingly handing out study materials to cadets that were similar to what was on the actual emt test. in march 2010, the state agency that certifies paramedics and emt's found a number of problems including insufficient record-keeping and too few staff supervising the cadets in the field. as a result, they were placed on provisional status for one year and required to file quarterly updates. but none were filed after august, 2010. >> i was not aware of the provisional status. people in the baltimore city fire department were. >> but how is that possible? i mean, you were in charge. >> well, that's one of the issues that the investigation turned up, was that the communication between the fire academy staff and up the chain of command did not happen. >> an independent investigati

kim dacey has more. >> 22-year-old lucky christopher crosby was already being monitored by authorities. he was wearing a gps monitoring device. police will not comment just yet as their investigation continues as to what happened inside a van in west baltimore. investigators arrested lucky christopher crosby. he is charged with rape and other sex offenses. he and four other suspects are accused of a brutal assault. the victim, a 14-year-old girl. a van similar to this was on leslie street. she said she was in an unfamiliar area and was lost. she met an unknown black male who offered her a ride. she observed two other men that were already inside and then two other men got inside the vehicle. the victim suffered serious injuries and the attack happened behind crosby's' home. he was just released in september. he was on probation and was wearing a gps and the bracelet at the time of the attack. a spokesperson said crosby was compliant and had no violations. crosby remains in jail. he was denied bail yesterday. police are still searching for those other suspects. reporting live, kim dacey
