don knapp is live. >> reporter: almost as usual, but not everybody knows about it. traffic is wizzing on by behind us. it's a real nice surprise for motorists. those using the traffic jam bridge to get around. good weather, we were told that good weather would play a role. well it certainly did as far as the contractors were concerned when the job got done. many of the drivers are are lining up at the toll plaza at 7:15. then they expected to be here. despite lots of hints. the work on the bridge was going much faster than anticipated. they were stuck with their 5:00 a.m. reopening on the westbound lanes until late in the day. then at 5:00 p.m., they broke the good news. the >> the bring is going to open at 7:00 tonight. when i say that, we'll begin picking up cones at 7:00 tonight. >> reporter: that's nearly a day and a half ahead of schedule thanks to contractors around the bay area. that and good weather too. by 7:00 p.m., crews and equipment were gone. the road paveed and striped, ready and waiting. chp officers held traffic for a few more minutes. but in no tim

don knapp is on the bridge with a progress report for us.on. >> reporter: just a little short of the bridge. when it comes to the weather, caltrans apparently planned for the worst and then luckily got something better than the worst. they got good weather today, which means it's not only likely that as you said, they might get this bridge reopened before 5:00 a.m. tuesday, but they may open the new bridge perhaps as much as a year ahead of schedule. crews put down black top on a newly constructed curb portion of roadway just beyond the toll plaza and the bridge. it's a detour for traffic in the coming days to allow demolition of a section of the bridge that carried traffic since the bridge was construction. here in video supplied by caltrans, workers cut through a section of the 80-year-old bridge last night. this weekend's closure allows so much work to be done. demolition of the existing bridge, it will help the new bridge come into service much earlier than originally planned. >> we come this, we are potentially going to be shaving off s

i want to thank president knapp for setting this up. it's an opportune time to talk about this issue. i want -- in addition to agreeing with everyone everything with mike mcconnell said, i would like to underscore the importance of the fact is take this up. we're at a time where much not gets done in washington but there's an urgent need and it's good to see something is getting done. it may not be that the bills that are being discussed are the endpoint but they're a good starting point and i wouldn't want to lose a good start by making the perfect enemy of the good. so let me cover three points in a relatively brief way. is this a serious problem? probably for the people sitting in the room and maybe many watching on c-span that's an obvious yes, this is a serious problem. i will still tell you that you will find significant pockets of people who will say it's overblown. it's not that big of a problem. it's a little hard for me to understand that because when i open the newspaper every day, i see stories about, for example, nortel whi

bill knapp and jay marlin did these ads. the poll questions will come back to us to look at, and we'll check those and make sure they're accurate and they kind of jibe with what we gave them in the report, and also the scripts will come back to us, too, one last time before they're produced to make sure those are accurate. so what you're doing is you're taking a 200-page research report or and distilling into it a 30 or 60-second spot which is always amazing to me because every word in those spots is a story unto itself, and you have to be so careful with those things to make sure it's not getting distorted and it's not somehow lost in translation. now, these things run, these two ads we'd already tested, so we knew what we were going to use. but anybody who understands campaigns know that they're incredibly fluid. they're changing by the day. so most of our work was done, you know, when these ads were produced. but in july, like i said, this campaign we just got through with in november. in july there was a newspaper articl

knapp thank you. mr. cardoza. the chair: the gentleman is recognized. mr. cardoza: i rise in support of my legislation. this bill like so many others we vote on is far from perfect. however, i'll support this bill because of many provisions, important provisions for my valley within it. mr. chairman, water is absolutely critical to the economy in the san joaquin valley, the valley i love. without an adequate water supply, agricultural fields go fallow and entire communities can be laid to waist -- laid to waste. no one understands this more than my friend, mr. costa, my friend from the valley. we have both fought for water for our entire career for our people. in fact last year he and i introduced legislation to provide operational flexibility in the implementation of the endangered species act for water deliveries for the central valley project. unfortunately, our colleagues on the other side of the aisle haven't felt the importance of holding a hearing on that bill. titles 1 and 3 of this legislation aim to address the flawed regulations that have reduced
