kohl's. we have a segment whether the retail pop is believed and to invest in later this hour. >> we have breaking news from peter barnes in washington. peter. >> we have news that the fed will announce releasing its policy statements when we have the fomc meetings at 2:00 eastern sharp going forward. now this is a change from the timing of the fed has used in the past for releasing its fomc statements after its meetings eight times a year on interest rates and quantitative easing and what have you. in the past on non-press conference days we've gotten these release as bit early and gotten a chance to read them. usually we phoned in the announcement, you know, 2:15, 2:30 eastern time. and on press conference days we've done it around 12:15 eastern time or so. now the fed is saying it will have a firm rerelease time of fomc policy statements, 2:00 p.m. eastern. we do this in the treasury press room. we have a bell we ring. it is largely informal, not exact to a specific time. now the fed wants

going for them is they're taking significant market share at a time when companies like jcpenney, kohl'ss well, are sacrificing shares. tjx has proven their ability to take share over time. earnings growth should be at least 10% this year, and the valuation i don't find at all challenging at about 16 times earnings. >> do you sti thil there's a lot of values in the market? are stocks cheap? >> i think so. i know everyone is focused on the fact that the market is near an all-time high, but it hasn't gone anywhere for 13 years. i was in the market in 2000 basically the s&p is basically the same price it is now as it was in march of 2000. so i don't find a value particularly challenging with a marked around 15 times earnings and ten-year treasuries around 2%. >> a name our guys like on the desk, they've talked about it before that you have is aig. talk to me. >> yeah, sure. the p and c industry is experiencing good cyclical recovery. pricing is strong in parts because interest rates and returns on the investment portfolios challenged. as a result they have to earn more on the underwriting s

kohl's, 183. both considered normal levels. it's very important to consider several things here. cds are speculative. especially in jcpenney's case, they're thinly traded vehicles. there's more. a look at jcpenney's most actively traded bond is priced at 8 cents on the -- 80 cents on the dollar, showing more worries. earlier this week, it was reported that hedge fund manager james diamond of york capital is shorting penney's debt, taking the other side of pershing square's bill action man and his bullish view of the company. we did reach out for comment on all of this. so far, jcpenney has not returned our call. larry, you're an expert on this sort of thing. when we bring you these kind of numbers, when i tell you the level that the cds is being quoted at, worried? >> well, substantial worry in the sense that the strongest part of the high yield universe has been the cccs. only 20% of cccs yield more than 10% now. the ccc part of the high-yield index, the junk of the junk, only 22% of those bonds yield more than 10%. the point is junks on -- has been going well the last 30 days.
