"cnn newsroom" starts right now. a very good day to you. we begin this hour with the weapons test that north korea is calling, quote, a great success. that nation's leader kim jong-un was reportedly there to oversee the launch of a ballistic missile from a submarine. that missile fired off the eastern coast of the korean peninsula. in response, the u.s. quickly condemned that test, urging the north korean government not to destabilize the region. france also weighing in, calling on the e.u. to initiate their own sanctions against north korea. this latest missile test has south

i've changed and i'm guessing nari's changed, and korea, korea has certainly changed.half a century ago, but in some ways it's still going. the north and south have been on perpetual war footing ever since. it's a psychological and physical scar. korea is literally split in half, but that's not what this show is about. there aren't many comparisons to south korea's stratospheric rise over the last decade. one of the poorest countries as recently as the 60s, today it claims one of the world's fastest growing economies. the government has been extremely shrewd and forward thinking about selling the world all things korean, underwriting, encouraging, financing and supporting the export of intangibles, things like music, movies, tv shows, food, the whole korean sensibility, and the world is responding, learning to love what koreans have always loved. the heart of korea is seoul, capital city, a bustling metropolis. futuristic in look and character. population 25 million. >> look at that. they've got a selfie stick. everybody is taking pictures of their food. i feel right a

about a north korea. we have to have a pretend conversation about they're going to dismantle everything and we'll be able to verify it all and it's all going to go away and i think, you know, at least in my view, that, you know, that option went away a fairly long time ago with this regime in north korea and so as long as that's kind of of a precondition for doing something about it, or the precondition for even having a discussion about it in washington, we're not going to have the discussion because it's fantasy. it's bipartisan problem. democrats aren't any better on this than republicans are. they all want to say, oh, north korea's got to rid of everything. that's the premise. we won't talk to them unless they agree on that premise to go into it and it's fantasy. it's not -- it's totally -- fantasy in the way that when you talk to a 3-year-old you tell stories because you don't want them to understand the real world. and that's what our -- what we're doing now on this issue. >> professor, hecker? yes.

but they did talk, obviously, about north korea and about what we've seen from north korea this year, notably a nuclear test in january, and of course that satellite launch, widely seen as a missile test in february. followed by many photos and pronouncements by north korea that they have miniaturized a nuclear weapon and many other issues. certainly that was the key to this meeting. we heard from obama saying that all three agreed that they had to restore a sense of stability and peace to the region. we heard from south korean president park geun-hye as well and she said it was important to make north korea understand that it cannot survive without giving up its nuclear program. obviously, the one focus as well was the u.n. sanction, whether or not they would be implemented fully. president park did say that that was vital that they said it was implemented fully to try to have an impact on that nuclear program. natalie? >> have there been any new ideas floated that we know about at the summit with dealing with north korea and trying to figure out how to keep them from their continued

sanctioning north korea hasn't worked. some would argue engaging with north korea hasn't worked. now i think our options are getting less and less. i think what we're going to have to do is we continue on the same path north korea in the long run will end up having a relatively so first kated nuclear arsenal and long range missiles to deliver them. we're going to have to get into a more coordinated -- we have to do and work a lot more closely with china and essentially china is going to have to use a lot more sticks and the united states is going to have to use more carrots and we're going to have to agree. this is the only way we can get north korea to at least freeze its activity. over the long term we're going to have to roll it back, but i don't think that's something in the cards for the short-term. right now the best we can hope for is actually get a freeze so they can stop making more missiles, more bombs, better bombs and not sell this stuff. >> the prospects of that right now are not looking entirely promising. thank you very much for being with us. >> thank you. >>> now

we're following new developments out of north korea for you right now. a top north korean envoy told reuters that north korea is pursuing a nuclear ballistic program. there's a state of semi-war on the korean peninsula. south korea said just this morning, the north fired another ballistic missile into its waters. this all comes as president obama is at his fourth and final nuclear security summit in washington. thousands of leaders are gathered there today. thursday night, the leaders vowed to ramp up pressure. live for us in washington outside of the summit, jailly, we have heard threats from north korea before. and what's different now? >> well, not a whole lot, concept the level of bellicose rhetoric continues to escalate, as well as north korea's actions. it's a source of real concern in washington, and something that consumed much of president obama's day yesterday as he met with the leaders of south korea and japan, to talk about coordinated action, and separately with the prime minister of china to talk about what can be done to try to deescalate

how will south korea respond? will it revive the nuclear weapons program that it had once upon a time? how will japan respond to the situation? how will china respond to the behavior of south korea and japan? so it's a very dangerous world, and it's not exclusively a function of what north korea chooses to do or not to do. >> maybe one last question for professor hecker. can we learn anything from the iran deal, in terms of dealing with north korea? >> so what do we do? >> yeah. >> i've been to north korea seven times. the first time when i came back, i actually had the great pleasure of reporting my visit to two senators by the name of lugar and biden in 2004. so i've been there seven times. after the fourth visit, i started advising my government to say, look, these guys are serious. they're serious about building a bomb. so what we ought to do is, and they're not going to give it up. so just don't let it get worse. like if you're in a hole, stop digging. don't let it get worse. so i came back in 2008 and i said

the president ordered south korea as military to be ready. she said it must be prepared to firmly deal with provocations by the north at any time. north korea has conducted four new clear tests at the test site in the northeast. the latest in january. south korea's news agency has reported a pickup in activity and quoted military sources say vehicle movement and human activity have more than doubled since last month. one source reportedly said preparations for a fifth nuclear test appear to be in the final stages. a south korean military official is revealing more details about a failed ballistic missile launch. the official says it was a medium range missile that was fired from the east in port city of wonsan and exploded seconds after. south cokorea's joint chief of staff announced. the missile has a range of about 4,000 kilometers and can reach the u.s. pacific island where the u.s. military has a base. the weapon can be carried on a mobile launcher making it difficult to defect preparations to put it into flight. it's believed north korea
