good morning to you, kris. this happened in los gatos deep in the santa cruz mountains behind me where a mudslide swept through this family property yesterday morning. the owner dave tells me he heard a rumble. sounded like a jet airplane was about to land on top of them. then he said everything went. his daughter jennifer ray who lives there with him and her husband and young children immediately turned to facebook live for help. >> a massive slide. oh, my god. could someone please call? or somebody, i don't know. >> reporter: jennifer's concern initially was getting out of there. their cars were swept away in the mud initially, and they couldn't drive out and they had young children so they wanted to get the word out. they didn't need the 911 call, but that was her initial action. this happened at 8:00. it started, crushed into a manufactured home where jennifer's young sister lives with her young child. the home came off its foundation. remained mostly intact. it continued downhill carrying large logs, rocks

kris?to put it in california term, that is all of the bay area counties except for sonoma and sew lan owe. that's the area we're talking about. very, very big. all those mandatory evacuations in butte county also apply to the county jail there. nearly 600 inmates were moved to alameda county's santa rita jail in dublin. the inmates were evacuated sunday with a chp escort. santa rita is large and can handle 4,000 inmates. currently it has about 2,500 which is why it was able to accommodate easily those 579 extra people. >> we have to open up the housing units and, you know, we have to make sure that all the classifications are kept with the inmates from butte county so that gang member don't get housed together and all those things. we've also got males and females that have come down here. so, you have to accommodate for all those things that we do normally in our own jail, now you're doing it for butte county. >> the alameda county sheriff's office said since governor brown declared a stat

good morning to you, kris. the creek has subsided significantly since this past tuesday when the water and debris you can see what's up there against that bridge. the problem has been revealed now the water is gone, that middle grate right there, the metal grate broke during the flood. that gate right there is designed to keep debris from clogging. they sent up a drone to get a better look at the damage. this is a drone they use for search and regs que operations. it is good for hovering into spaces too dangerous for people to go into. this is a video the drone captured t. was able to sneak underneath the bridge and get closed-up images of how that gate is broken and what debris got past the gate. the fire department will send this information to cal trans so their engineers and workers can figure out a solution. also get an idea of what challenges they might face if the creek floods again during today's storm. >> our main concern is that one of the debris guards is broken off and they don't have the ability to

>> reporter: good morning to you, kris. the people on that airplane had traveled south to southern california to watch students from union school compete in a cheer competition that took place this weekend. one of their relatives, possibly their daughter, is on the squad. the school district confirms to us this morning that neither she nor any of her classmates were on board that airplane when it crashed. that all the students participating in the cheer competition made it back safely by bus. it was just the family members of one of the students who chose to fly back to san jose by private plane. still, the district is providing grief counselors today for students and staff at union middle school. the community is so tight knit, it's possible that people here might have been close to those family members who are were on board that doomed flight. >> it's an amazing community and there is just such an outpouring of love. the principal was on the phone with staff members through the wee hours of the evening. 1:00 a.m., just as

snoob good morning to you, kris. finally here in the rock springs neighborhood, the water is going back to where it belongs. right back into coyote creek. you're looking at the end of a pump line here, the city of san jose has been pumping round the clock water out of this neighborhood. if you look at the debris there on that chain link fence you can see how high the water came up during the flood earlier this week. this was one of the hardest-hit neighborhoods, but because of the round the clock pumping as you walk out here onto rock springs road, one of the main streets in this neighborhood, you could see that the water was removed. but what remains is that mud. it's mud mixed with sewage. this neighborhood will remain under a mandatory evacuation until workers are able to scrape up this muck. the city is able to inspect these homes, and pg&e is able to restore power and gas. some residents, however, are refusing to wait and have already come back to see what's left of their homes. the couch for hugh lee sat countl

good morning, kris and sam. you can see oakland police if you look over my shoulder just past 580 freeway, they still have the intersection there 9 eighth and las vegas shut down as they try to figure out what this man's motivations were. opd just wrapped up a news conference. they tell us that man has been taken to the hospital. as you can see in this video fooltage from nbc bay area sky ranger, him being put into the ambulance taken away about an hour ago with a non-life-threatening injury, according to o.p.d. now, one officer did fire their gun at the suspect. police do not know if that suspect was injured by the gunshot or if it was something else. this started around 9:00 this morning. residents on las vegas started calling 9191 to say this man as you can see right here was out there with a rifle with a long scope on it, firing that rifle at residents, at cars, and then at responding police officers. when the officers arrived, they started to get fired at as well. fortunately none of the officers were, as f

kris? >> right. this is one of the areas for mandatory evacuations, sam and laura. we wanted to come back to this spot. this is really our yardstick. this is where the floodwaters were the first day where i am right now. they receded down the driveway now. you can see two of the cars that were nearly completely submerged in water just about a day ago. the waters are going down. the waters are highly contaminated with household chemicals, gas, oil, and sewage. they are not safe for people to walk around in. we did see one set of women walking around in their bare feet. the mandatory evacuation orders are still mandatory for this neighborhood, the rock springs neighborhood where cars and apartments are under water. folks have been showing up since yesterday morning hoping they could get inside. there is no target for when these folks might be able to go home. there aren't a lot of housing options at this point. many are still in the overnight evacuation shelters. they have a lot of questions for the city, and the city has a lot of questions as well. >> we are sending

i know even when kris was up here as well. if we can go ahead and pop up the latest information in terms of where the creek level is at as of now, the anderson reservoir is still at about 102% in term of capacity. the coyote creek was at about 11 and 10 this morning, it has significantly gone down to about 7.8. over the past two days it's going down slowly, but it is definitely going down. that is good news. we are tracking rain as we head into the weekend. hopefully it doesn't look like the creek levels will be affected as much, but we are seeing capacity in term of the reservoir. for more information on that, let's send it over to kari in the studio. >> hey, we have seen coyote lake which spills into anderson reservoir, still over 100%. we are still also over 100% for the uvas reservoir, lexington and almaden reservoir. so, as we go into the next couple of days, of course key things we'll be watching will be the next storm system. so, storm ranger powered up on san bruno mountain tracking ing what's down the line for us. it

>> reporter: good morning to you, kris ask sam. neighbor tells nbc news that the owner home was an experienced pilot and he and his wife were both avid travelers. i want you to look up from what you're doing right now. we have foo video that is quite startling. this was shot by a surveillance camera. it shows the is cessna in the momenting leading up to the crash. this is just outside los angeles. a total of five people. it happened at 4:30 yesterday. it crashed into two homes setting both on fire. the cessna smashed into pieces. three of the five people on board died. two men, both in their late 30s, early 40s, survived. both treated for their injuries. one woman was ejected from the plane and able to cry for help. >> i hearded lady scream, help me, help me. we didn't know where she was. it was very scary. >> take a look at this cell phone video shot by a woman who lives near the plane crash in riverside. the man said she was doing a cross word puzzle when the plane crashed through his roof 15 feet away from where he was sitting.

kris sanchez live with a look at what bart officials may be considering. thanks, kris. is. >> folks who bart in the morn g morning, the problem is what people are doing in off-peak hours. that is euimpacting the bottom line. ridership is down the first part of this year. about 5% fewer people are taking bart on the weekdays. that is nearly double on the weekends. the surprise here is that this follows six years of ridership growth. according to theory news, it could add up to a shortfall in the upcoming fiscal year in terms of the operating budget. bart labor contracts are set through 2021. no cost cutting there. bart manager who overseas the budget say they are considering cutting discounts to seniors and youth. and reducing service on some lines. here's how it could impact you whether or not you take bart. the riders could be finding other ways to get around. that will mean more congestion on the roadway. that may already be happening. a little perspective. we'll tell you the "new york times" is reporting that ridership on the subway in new york city is down and the t

kris sanchez kicking off our coverage this hour. kris? >> reporter: it is is inundated as well. this is a live picture of the neighborhood still under water here. this is rock springs neighborhood. you can see the car, the water is halfway up the tires. at the height of the floodwaters, the cars were nearly completely under water. despite the mandatory evacuation orders, people have been showing up hoping to salvage something, anything from their homes and cars because they had to leave in such a rush. this water is highly contaminated. there is no target for when they might go home. >> we are urging people not to return to their homes in the mandatory evacuation areas. the water is not safe. we continue to monitor water flows to better understanding what the waters will do in the coming days. of course we are preparing for rains expected over the weekend. >> noaa was monitoring. we saw city trucks pumping more water off the roadway and out of the naked the as well. we will reveal the dollar estimate for all the flood zone in san jose. that will determine how much assistance the

. >> kris sanchez live in felton with concerns about the san lorenzo rising. kris, what are you seeing? >> reporter: we can see the river. it is chugging right along. you can hear the power of the river. san lorenzo is expected to be within two feet of flood stage. that is two days after it reached what is considered major flood stage this morning. it is really incredible video. the san lorenzo river at 23 and a half feet. part of the courthouse was under water. and paradise park community, there more than 30 homes were under water. folks who lived in felton heard the flood siren warning. some folks already trapped in their homes and needed rescuing. this couple watched the water rise from inside. >> that is the river outside the window. that's the san lorenzo river. >> so that is the san lorenzo river. there will be more of that today. this storm is expected to bring a lot of rain to this area. we have already seen saturated grounds. in fact, we wanted to get a little closer to the river but the mud on the ground is almost a foot thick. in felton, kris sanche

>> reporter: good morning to you, kris. chief anne kirkpatrick kept repeating the need to transform the department, working on a culture change following a year of scandal within the department. and of course, her role made official during the swearing-in ceremony. you see oakland maryor libby schaaf taking part. a number of police chiefs in attendance. chief kirkpatrick mentioned the importance of transforming the department and keeping the city safe and showing strong support for the officers she will be in charge of. she brings in a wealth of experience as a 34-year veteran of law enforcement serving as police chief throughout washington state including spokane. she worked in chicago recently. this comes after a sex scandal rocked the oakland police department last year. i asked her this morning, what would be the message to folks who are skeptical of the department? >> this is the message. what has happened has happened. and today we are -- we have a new day. new beginnings. we're moving forward. and that's not to dismi

kris? >> reporter: well, hi there, sam. we finally can show you what the san lorenzo river looks like. earlier it was raining so hard it kept blowing out all the lights. so now you can see that the water is moving very swiftly. this river is at 8.5 feet. by 4:00 this afternoon, it's expected to reach 21.5 feet, which is considered a major flood stage. now yesterday swift water rescue crews had to brave that river to pull the body of the man from the water. we now know he's a 46-year-old man from ben loman. the coroner won't be able to say if he drowned until an autopsy is done later this week. this happened behind dick sergeant's home. >> we were standing here and were looking at two trees close together down there, and it appeared there was a body. and we called 911. >> reporter: so it will be critical for folks to stay away from this river and other local streams in the bay area because they are all going to rise very quickly. kari hall and the nbc bay area weather team are forecasting five to ten inches for the santa cru
