to turn around in either direction, right, kris?reporter: that's right. so rain here where we are, but this is where folks are turning around because there's snow farther up on the summit on highway 17, a hard closure in place for both directions of highway 17 because of a jackknifed big rig. i want to snow you what those conditions were like this morning. there was rain, hail and then temperatures were about freezing, so it's been a mess up there. chp has chains on some patrol cars and even a caltrans crew got stuck. there is that hard closure and there is no estimated time of reopening at this point. caltrans tells us that they have snow plows working not only here on highway 17, but also on highway 29 in napa, and at the caldecott tunnel on highway 24. they're calling this operation snowflake. might be tempting to get beautiful pictures that we saw yesterday with all of the snow, but today it is just sloppy, it is rainy, and it is slick out here. so stay put if you can. along highway 17, kris sanchez, "today in the bay." >> good

cbs's kris van cleave joins us with the new details. good evening, kris. >> reporter: j.b., these new charging documents lay out a chain of events where prosecutors say there were multiple opportunities to avoid tragedy. now, these documents allege that alec baldwin missed the required firearms training before filming began. he was given his own training session on the set of "rust," but the documents say baldwin was distracted and talking on his cell phone to his family during the training. video and pictures from around the time of the shooting allegedly show multiple instances where baldwin had his finger on the trigger of the gun. baldwin has claimed he didweapo forensic review found the trigger had to be pulled for that gun to fire. baldwin's attorneys did not comment today but have called the charges a terrible miscarriage of justice. it will now be up to a judge to decide what charges could move forward to a possible trial. but as it stands tonight, if convicted, baldwin could face up to five years in jail. j.b. >> kris van cleav
