nbc's kristen dahlgren on what some say is a crisis at hospitals across the country. >> reporter: 25-year-old shaunna ward was a daycare teacher and to her family, pure sunshine. >> she was loved by everybody. that was my baby. >> reporter: on january 2nd, her family says she became a victim of a terrible mistake. waiting so long in the emergency room she left for an urgent care and died at 4:30 ward texted her mother she was going to the hospital with chest pains and trouble breathing. according to the medical examiner by 4:58 staff at milwaukee's freighter hospital gave her an ekg and chest x-ray that showed an enlarged heart she said something needs to be done with the emergency system she says she was told it could be six hours so she left heading for an urgent care she never made it. at 9:25 she was pronounced dead. >> she had a lot of dreams and her life ended way too soon. >> reporter: in a statement the hospital expressed sympathy but said it can't comment further. the family has hired an attorney dr. martha a cardiologist who read the medical examiner's report says ward's sto

. >> reporter: good evening, kristen. it's a big surprise, until an hour ago people expected the board of supervisors to place the residents of that homeless camp here on the county administration campus. then we found out it was only a few feet, or would have been only a few feet from a nursery school, a preschool. those parents came in, they complained. now a new decision, they're going to move the residents of that homeless encampment roughly ten hours out of town. it's a site of a juvenile detention center and other facilities and just across the highway of a retirement community. the county intends to create a full service facility for the homeless, including 60 portable housing units. a few moments ago we spoke with barbie robinson who will be running the program for the county. >> our plan is to have resources for coordination of logistics, to move individuals and their things out to whatever site it was going to be. if it was here at campus, we would have had to have transportation and logistics for their belongin
