here is ktvu's david stevenson live in san francisco. david? >> reporter: this is a templeerary bulb out -- temporary bulb out, firefighters say safety important but these projects can effect their response time to an emergency. >> reporter: san francisco firefighters told ktvu getting to the scene of an emergency is getting more difficult. since we reported in october the city has seen more lanes converted for bicycle and bus traffic aimed at keeping cars from clipping pedestrians. a thousand pedestrians were struck by cars last year. >> these changes are about making roads safer. whether for safer bike lanes or crossing for pedestrians. >> a mixed bag. how we see it. >> reporter: the fire department says first units are arriving on scene in 5-1/2 minutes. 8 seconds slower than last year. as the city grapples with building construction and projects tying up the streets, officials are concerned with the conversion of traffic lanes to bicycle lanes. the fear is some changes may slow response times and put pedestrians and bicyclists in the way of

ktvu's amber lee is in pleasanton where she spoke to the girl's father today. amber. >> reporter: frank, this is where police tell us the missing girl was last seen getting into a car early sunday morning. her father gave us photos of the 13-year-old. he tells me a neighbor saw her leave the family home on vineyard avenue around 4:00 a.m. sunday. she was with three males unknown to the family. anna got into a newer model dark brown coupe, possibly a mercedez or bmw. her father says anna hasn't been seen or heard from since. police are taking this case very seriously. they say anna's safety is at risk. >> she did have a presence on social media. since she's been a missing, from talking with her e the friends that know her best, she hasn't made a presence on social media at all since i believe saturday night. >> reporter: her father asked us to share this photo of anna. her family loves her very much and desperately wants to make sure she is safe and wants her to come home. police say she does not have a cell phone and asks anyone with information to contact them

ann rubin, ktvu channel 2 news. >>> the family of a 13-year-old girl has found a long term care facility for her in the bay area, that is the word from the family of jahi mcmath. several doctors concluded jahi mcmath is brain dead after complications during a tonsillectomy. a judge ordered her on life support till december 30. the family hopes to coordinate the transfer to the facility. >>> after keeping watch all night for flair ups firefighters left a home where a fire injured two men. the fire started about 9:00 p.m. last night inside the home on baker street. the two homeowners were rescued. they may have been trying to get out but didn't make it. the fire began on the third floor in the rear of the house and burned to the hop floor. the -- to the top floor. the building also burned to the next door. >> i live in a wooden victorian, we are all vulnerable to what happens with crazy electrical systems. >> the fire is under investigation. it caused $500,000 in damage. >>> it is unlawful in its division making process, that is what was said about the commission that revoked the city coll

ktvu's jana katsuyama is still on the scene now.and jana in your last report you showed us that stuck fire truck, any movement? >> frank, there's been a lot of changing out here. let me just tell you that we had to move up the truck because they have brought in two very large tow trucks. they have attached cable to that engine that you can see half way down the block. what they're planning to do is try to use some of those tow trucks to pull it out from where it got stuck. you can take a look at the video that we shot earlier. that will show you what the situation is. the driver got stuck when the road underneath it gave way. it sounds as though the pavement was unstable. the water was just blowing down santa maria avenue. again 12-inch main that broke. they are still trying to assess damage. they are about a dozen houses along santa maria avenue. some of those did flood. we understand from residents that was as high as 3 feet in some areas inside the house as well as outside in the yard. now about 15 minutes ago i did talk to east

ktvu's allie rasmus is live in oakland. what do the parents want? >> reporter: they are asking people to keep their daughter in their thoughts and prayers. the family of jahi mcmath are hosting a prayer vigil here at the church on empire road in oakland. it just got underway. we can hear music and we have seen a few people opening the doors to head inside. prayer service is open to the public. doctors declared jahi mcmath brain dead a week ago. she went in on december 9 for a tonsillectomy. she suffered bleeding after the surgery and went into cardiac arrest. the family is not ready to say good-bye. they took legal action to keep her on life support. 15 minutes ago the family arrived at the church and the mother spoke to the media and she asked anyone who sympathized with her situation to pray for her daughter. >> i don't care where it is coming from. i will accept it as long as it is good for her. pray for her. she is a sweet girl. she is a big part of my heart. 579 the press conference -- >> reporter: at the press conference they expressed gratitu

ktvu's sal castanedo spoke to b.a.r.t.'s police chief moments after the audit was released and joins us live from where the shooting occurred. sal? >> reporter: tori, good afternoon. the b.a.r.t. shooting gained international attention. it took place here at the fruitvale station and it was the subject of a movie. it brought a lot of focus to the b.a.r.t. police department. today the b.a.r.t. board heard how changes recommended after that incident are being implemented. the fatal shooting of oscar grant early new year's morning in 2009 focused national attention on the b.a.r.t. police. in that shooting, police officer johannes mehserle was eventually found guilty of involuntary manslaughter. after the shooting, the national organization of black law enforcement conducted an audit of the department and came up with 55 recommendations hue to improve the b.a.r.t. police force. today, patrick oliver, who was hired to conduct the audit, spoke about what it was like before improvements took place. >> there was not quality oversig
